No City Council Member may accept, solicit, or direct any contribution from an agent of the party during the same time frame. This prohibition commences when an item involving the entitlement has been placed on the City Council’s agenda for a public meeting, when the City Council Members knows the action is within the City Council’s jurisdiction and it is reasonably foreseeable that it will come before the City Council as a decisionmaker, or when the proceeding is before the City Council for its decision. No party to a City proceeding, or agent, shall make a contribution to a Council Member during the proceeding and for 12 months following the date a final decision is rendered by the City. Prior to rendering a decision on a City proceeding, any Council Member who received contribution of more than $500 within the preceding 12 months from any party, or who received any donations from an agent, to a proceeding shall disclose that fact on the record of the proceeding, and shall be disqualified from participating in the proceeding. However, if any Council Member receives a contribution that otherwise would require disqualification, and returns the contribution within 30 days of knowing about the contribution and the relevant proceeding, the Council Member shall be permitted to participate in the proceeding. If you believe that these provisions apply to you or a Council Member, please inform the City Clerk at the earliest possible opportunity. Failure to do so may affect the City’s ability to process your application.

Chevron Carpinteria Oil & Gas Facilities Decommissioning and Remediation Project Appeal to the CCC
Following the City Council’s July 15, 2025 approval of the Development Plan and Coastal Development Permit (21-2128-DP/CDP) for the Chevron Carpinteria Oil and Gas Processing Facilities Decommissioning and Remediation Project, the decision was appealed to the California Coastal Commission (CCC) by Frank Arredondo (Appeal No.

A-4-CPN-25-0025). At their October 8, 2025 hearing, the CCC determined that no substantial issue existed with respect to the grounds of appeal — meaning the appeal did not raise a valid issue regarding the project’s consistency with the City’s certified Local Coastal Program (LCP). As a result, the appeal was dismissed, and the City Council’s approval is now final. The CCC agenda, staff report and video for this item (Item 15a) are available on the Commission’s website:

COUNCIL AGENDA STAFF REPORT

ITEM FOR COUNCIL CONSIDERATION
Consideration of the proposed Parks & Right-of-Way Memorial Bench Program Policy.

STAFF RECOMMENDATION
Adopt the Parks & Right-of-Way Memorial Bench Program Policy.

Sample Motion: I move to adopt the Parks & Right-of-Way Memorial Bench Program Policy.

BACKGROUND
The City of Carpinteria does not have a formally adopted policy governing memorial benches. Historically, benches have been donated and plaques installed on an informal basis, primarily along Linden Avenue, with a smaller number located in the Carpinteria Salt Marsh and at other sites such as Veterans Hall and the Friends of the Library bookstore. In these cases, donors typically contributed toward the purchase of a bench, while the City covered installation costs. There are approximately 23 benches with plaques along Linden Avenue from Tomol Park (cross street Dorrance Way) to the beach, one bench with a plaque further north on Linden Avenue near the 9th Street intersection, one bench with a plaque on the Amtrak platform, and approximately six benches with plaques in the Salt Marsh. There are approximately 10 vacant (no plaque) benches in the Salt Marsh and approximately 10 vacant (no plaque) benches on Linden in the Downtown T .

In addition to the benches and plaques installed by the City, Carpinteria Beautiful manages the plaques at the base of trees and planters throughout the City, many of which are along Linden Avenue.

Since 2023, the Parks, Recreation and Community Services Department has received seven requests from residents and visitors for new installations, including requests to add benches on Linden Avenue near the beach, plaques to existing benches in the Salt Marsh, and plaques to existing double benches near the Seal Statue on Linden Avenue at the beach end.

Parks & Right-of-Way Memorial Bench Program Policy
October 13, 2025

Page 2 ends

The absence of a policy has created challenges. In the past year, one memorial bench was damaged and replaced at the City expense with no policy in place to guide staff on replacement responsibilities. Also, as mentioned above, staff have received requests to add plaques to the open (non-plaque) sides of previously donated double benches.

Ideally, a policy would inform staff on whether this was an option or not. Moreover, without a set bench style, the benches along Linden Avenue vary in style and material, creating inconsistency in appearance and added maintenance demands. This underscores the importance of establishing a clear policy to guide future decisions and to ensure donors are informed of program details.

To address these issues, staff has developed a proposed Parks & Right-of-Way Memorial Bench Program Policy Application and Agreement (Attachments A, B, & C, respectively). The Policy establishes clear guidelines, responsibilities, and standards for memorial installations within the City.

This item was reviewed by the Public Facility Site Acquisition/Development Committee on October 2, 2025. The Committee provided feedback and recommendations summarized in the Discussion section below.

DISCUSSION
The City of Carpinteria Parks & Right-of-Way Memorial Bench Program offers residents local organizations, and community members an opportunity to create a lasting legacy within our parks and public spaces. Whether dedicated in memory of a loved one or as a simple gesture of community support, each bench serves as a meaningful contribution to the shared spaces that bring people together. Donations not only provide a special place for reflection and connection but also help offset the cost of park amenities and support ongoing maintenance. Through this program, every bench becomes both a tribute and a gift, enriching the community for years to come.

Key elements of the program include:

Content Guidelines: Inscriptions will be limited to memorials and recognition.

Commercial, political, or unrelated messages will not be permitted.

Ownership and Maintenance: Benches and plaques will remain City property, with provisions for care, relocation, or removal if required.

Cost Recovery: Donors will fund the full cost of benches, plaques, shipping, and Staff reviewed policies from other agencies including the City of Goleta, County of Santa Cruz, City of Pacific Grove, East Bay Regional Park District, City of La Mirada, City of Fullerton, and City of Burbank and incorporated best practices into the proposed program. Notably, the City of Santa Barbara has discontinued its memorial bench program. Several cities have modified or discontinued memorial bench programs due to ongoing concerns about the use of benches for non-recreational or extended purposes, as well as associated maintenance and public space management challenges.

As part of this work, staff inventoried existing benches on Linden Avenue and plaques within the Salt Marsh. However, a citywide inventory of all benches, plaques, markers, and rocks has not been completed due to the significant staff time required.

Overall, the program is designed to balance community interest in commemorating loved and fiscally responsible manner.

The proposed policy was presented to the Public Facility Site Acquisition/Development Committee on October 2, 2025, for review and input. The Committee noted that all existing benches in the Carpinteria Salt Marsh are already uniform and that no new benches should be added within the Salt Marsh. As noted above, there are currently 10 vacant (no plaque) benches in the Salt Marsh available for donation plaques should the Council decide to continue the program and adopt the proposed program policy.

The Committee agreed that the number of benches along Linden Avenue from Tomol Park (cross street Dorrance Way) to the beach is sufficient and that no additional benches should be added in this area. The Committee also advised that double benches on Linden Avenue should remain dedicated solely to the original donor, with no additional plaques permitted.

The Committee further recommended that as new park projects are developed that include benches, staff may make these benches available to individuals on the program waitlist, if any.

Moving forward, the Committee recommends a flat program donation of $10,000 rather than a varying donation amount tied to the cost of a particular bench. This amount would cover the cost of not only the bench and plaque, but also shipping, handling, installation, ongoing maintenance, and administrative fees, in addition to supporting general park maintenance.

Parks and Right-of-Way Memorial Bench and Plaque Program. The following policy components and decision points are presented for City Council discussion and direction.

1. Program Continuation
The City Council may choose to continue or discontinue the practice of installing memorial benches and plaques within City parks and rights-of-way.

Consideration: Several California cities have discontinued memorial bench programs due to limited space, maintenance challenges, and social concerns related to public use.

Policy Decision:
memorial bench and plaque program, or to discontinue the practice entirely.

2. Eligibility Criteria
The proposed Policy establishes a first-come, first-served process based on an existing waitlist maintained by the Parks, Recreation and Community Services Department. Under this process, staff would contact the first individual on the waitlist to offer available and eligible bench locations and then proceed down the list in order. As new locations become available, staff would again notify individuals on the waitlist sequentially, beginning with the first person on the list.

Alternatively, the City Council may choose to elevate this requirement by limiting eligibility to individuals who have demonstrated significant or meaningful ties to the City of Carpinteria. This option could present an administrative burden for staff and may potentially have a negative impact on underrepresented groups; however, additional research would be needed to determine the level of impact, if any.

For memorial benches honoring public figures, who can be researched more easily, staff strongly recommends
substantial connection to the City, as reflected in the proposed policy.

Consideration: If Council chooses to adopt this eligibility-based approach, staff will develop detailed criteria for review and approval by the Public Facility Site Acquisition/Development Committee.

Possible Criteria Include:
o Residency in, or a meaningful connection to, Carpinteria; o Demonstrated positive contribution or impact on the community; o Affiliation with the City or a local organization;
o Family or historical connection to Carpinteria;
o For public figures: documented, significant ties to the City and a record of positive community impact.

Policy Decision: Council direction is requested on whether to use the first-come, first-served approach for general public requests, or to transition to a criteria-based eligibility system for all memorial bench requests.

3. Location and Future Installations
Due to limited space and the existing concentration of memorial benches along Linden Avenue, the Committee recommends no additional memorial installations in that area (Linden Avenue from Tomol Playground to the beach).

Consideration: Future recognition opportunities should be integrated into planned park or facility improvements, rather than creating standalone installations without demonstrated community need.

Policy Decision: Council direction is requested on whether memorial or recognition amenities should be limited to existing vacant bench locations in the Parks & Right-of-Way Memorial Bench Program Policy
October 13, 2025

Page 5 ends

or whether new bench locations should be added upon request of the donor.

4. Organizational Recognition
The City Council may choose to allow or restrict inclusion of organizational logos (e.g., Rotary Club, Lions Club) on memorial plaques.

Consideration: This approach would align with existing benches, but could shift the program away from its original memorial intent.

Policy Decision: Council direction is needed on whether to permit organizational recognition in the form of an organizational logo.

5. Approval Process
Council may also wish to clarify the approval authority for future memorial requests.

Considerations: Establishing a clear approval process will help ensure consistency, transparency, and efficiency in program administration. Options include maintaining review and approval by the Public Facility Site Acquisition/Development Committee with staff implementation, or requiring annual City Council review for final approval of new installations.

Policy Decision: Council direction is requested on the appropriate level of review and approval authority.

POLICY CONSISTENCY
This proposed Memorial Bench & Plaque Program aligns closely with key goals established by the City Council in its FY 2025 2027 Strategic Plan:

Primary Goal No. 1: Enhance Public Outreach, Education, and Transparency By inviting and enabling community members to commemorate loved ones through a formal, equitable program, the City strengthens public engagement and inclusivity in public space planning.

Primary Goal No. 4: Maintain Fiscal Sustainability of the City -recovery model requiring donors to cover all associated costs ensures the City does not absorb financial burdens for installations or replacements. This approach supports long-term maintenance and public asset management without drawing from the General Fund.

FINANCIAL CONSIDERATIONS
No Additional Funding Requested. Minimal staff time to prepare the report is included in the Adopted FY 2025-27 General Fund Budget.

Draft Memorial Bench & Plaque Program Policy
Parks & Right-of-Way Memorial Bench Program Policy
The City of Carpinteria Parks & Right-of-Way Memorial Bench Program offers residents, Program Guidelines

1. Eligibility
o Memorial benches may be sponsored by individuals, families, or local organizations.
o
o The City Council reserves the right, at its sole discretion, to approve the installation of a memorial bench outside of the regular application cycle or waitlist process for an individual who has demonstrated exceptional, lasting, and well-documented significance to the City of Carpinteria.
o The Parks, Recreation and Community Services Director, or their designee, shall have the authority to review and determine whether memorial or dedication applications meet the criteria established in this Policy. Applications that meet the Policy requireme
Acquisition/Development Committee for review and recommendation to the City Council. The City Council shall serve as the final approving body for all memorial or dedication applications.
o Persons or organizations interested in dedicating a memorial bench must complete the Memorial Bench Application (Exhibit A).
o
o If accepted, a standard agreement will be sent in writing to ensure all terms and conditions are clearly understood prior to donation. The signed agreement must be returned to the City with payment in advance of the memorial bench dedication. Exhibit B shows the agreement.

2. Bench Specifications
o The type of bench available for donation will be determined by the City to maintain the proper aesthetic for a site and maintain cohesiveness throughout the Parks system.
o Benches and plaques are at all times property of the City.

3. Plaque Content and Inscriptions
o The City reserves the right to approve all content.
o Bench donations commemorating commercial products, political parties, activist groups, non-profit corporations involved in lobbying at any level of government, for-profit corporations, or memorials containing endorsements of products or services, or that otherwise may be construed to be advertising or commercial promotion, are prohibited. Any wording that is vulgar or disrespectful, or discriminates based on race, gender, religion, disability, sexual orientation, or other protected classes is also not permitted.
o All plaques will be uniform in size and material.
o Plaques will have standard wording limited to the following 12 choices:
"In Memory of (Name)"
o In addition, the following may be included:

Birth and death dates (full dates or just years).

Title, rank, and/or United States Military Service organization affiliation.

4. Maintenance and Term

5. Location and Relocation
o To protect the intended purpose and aesthetic appearance of public spaces, the City selectively considers installation of memorial benches. The location of a memorial bench must not negatively impact the aesthetic or environmental value, safe operation, or use of public space or right of way by the community. o The number of benches on Linden Avenue is capped at 24; however, the Parks Director has the discretion to lower the available number of benches at any time. o Locations are available on a first-come, first-served basis. The City will evaluate existing site-specific conditions in approving or disapproving a request. When installing new benches, only suitable locations within a site where people are likely to make good use of the bench which do not already have sufficient benches will be considered. These will be areas with insufficient seating nearby or are at a likely stopping point such as a particular view or rest point on a path. In addition, the location will be chosen to minimize future maintenance and vandalism and ensure clear access to the bench for people of varying abilities. Remote locations with poor access for maintenance and users will not be permitted. Only publicly accessible open spaces will be considered.
o The City reserves the right to relocate or remove a bench if future park improvements or unforeseen circumstances require it. The City will make reasonable efforts to contact the original donor in such cases using the contact information provided on the application.

6. Costs and Payment
o All costs associated with this program shall be considered a gift to the City. o A donation of $10,000 is required for all memorial bench and plaques. o The $10,000 donation will cover the full cost of the bench, plaque, inscription, shipping, taxes, and o to cover future
maintenance for the term of the agreement only. The cost will also reflect staff costs for installation, which may include the cost of any required concrete pad.

Moneys in excess of the direct costs listed above shall be used for Parks maintenance purposes at any City Park.
o Payment must be received by the City in full before an order is placed. o Costs are subject to change based on the current costs of materials, shipping and labor.
o After payment is received, a reasonable installation schedule will be coordinated with the donor, but will be determined by the City. Schedules are subject to change.

7. Ownership
o All benches and plaques are property of the City of Carpinteria. o No embellishments, decorations, mementos or personal items (e.g., flowers, statues, photos) may be placed in the vicinity of a memorial bench. Unauthorized items will be removed.
o Memorial benches are for public enjoyment and are not reserved for the exclusive use of donors.

8. Refunds
o Once the bench or plaque has been ordered, no refunds will be issued.

9. Bench Type
o The City retains sole discretion to determine the type, style, and design of benches installed.

10. Plaque Type and Cost
o All plaques provided through this program will be standardized in size, material, and appearance. Final approval for the design and layout, wording, and location of any proposed memorial bench and plaque rests with the Parks and Recreation Director or their designee.
o All plaques will be ordered by the City, and a mock up will be sent to the customer for review before the final order is submitted.

ITEM FOR COUNCIL CONSIDERATION
60th Anniversary Celebration Recap and Evaluation Report

STAFF RECOMMENDATION
Receive and file the 60th Anniversary Celebration Recap and Evaluation report.

Sample Motion: I move to receive and file the report.

BACKGROUND
The year 2025 marks a significant milestone in Carpinteria’s history—60 years since the City’s incorporation on September 28, 1965. To commemorate this occasion, the City organized a series of community events and activities celebrating six decades of local history, civic pride, and community spirit.

The 60th Anniversary Celebration was designed to honor Carpinteria’s unique heritage, engage residents and visitors, and reflect on the progress made since its incorporation.

This report provides a summary and evaluation of the anniversary events, including attendance, community feedback, successes, and opportunities for future improvement.

DISCUSSION
Planning for the City of Carpinteria’s 60th Anniversary Celebration was led by the City’s Community Promotion Program, with valuable input and feedback from the Public Engagement Committee, including Vice Mayor Solórzano and Councilmember Nomura.

Preparation began in June 2025, initiating the development of a series of events and activities designed to celebrate this significant milestone in the City’s history. A total of six programs were hosted between September 22 and September 29, 2025, offering opportunities for residents and visitors of all ages to engage with the City’s history, culture, and community spirit.

The programming required extensive collaboration across multiple City departments and community partners. Key contributions came from the City’s AgeWell Program, Community Library, and Aquatics Program, as well as external partners including the Agenda Section: Other Business

Carpinteria Valley Museum of History, Carpinteria Arts Center, Muralism, Artesanía Para La Familia, Tidy Seas, Two Trumpets Communications, and many others. The success of the 60th Anniversary Celebration was made possible through the collective efforts, creativity, and support of these programs, staff, and community organizations.

Marketing and Outreach:

Marketing for the 60th Anniversary Celebration began in early August and utilized a combination of digital, print, and community-based outreach methods to maximize community awareness and engagement. The City, in coordination with Two Trumpets Communications, promoted the event series through its social media platforms, including 23 posts and 46 stories on Instagram and 22 posts on Facebook—some highlighting individual events and others promoting the full week of activities. Additional outreach included Instagram Stories, regular mentions in the City’s email newsletters, including one special edition on September 19, 2025, and a press release issued on August 26, 2025.

To provide a centralized source of information, a dedicated webpage was created at carpinteriaca.gov/60years and a special News Story linked HERE, which included full event details, partner information, and a form for community members to submit questions in advance for the State of the City event. This webpage served as a key hub for community engagement and promoted accessibility to all aspects of the celebration.

To reach families and local youth, over 300 bilingual physical flyers were distributed to key community partners, including 200 to Carpinteria Children’s Project, 50 to the Boys & Girls Club, and 50 to Girls Inc. The City also coordinated with the Carpinteria Unified School District to share event information with families through ParentSquare and other district communication platforms. These efforts ensured broad and inclusive outreach across the community.

Agenda Item No.: N/A
Council Meeting Date: October 13, 2025
Oppose Unless Amended SB 364 (Strickland) Outdoor advertising displays:
customary maintenance: permits.

SB 364 expands the definitions of “customary maintenance provisions” of an outdoor advertising display under the Outdoor Advertising Act to include replacing or eliminating structural members, posts, and internal bracing of billboards. These changes are in direct conflict with decades of California case law and local permitting authority.

Why this is important to Cal Cities members:
• SB 364 would allow billboard companies to dramatically alter structures and bypass all local input and control, creating significant safety and environmental risks.
• SB 364 would expose cities to costly lawsuits if they try to enforce safety, environmental, or cultural protections that the bill exempts from review.

Action requested: Send a letter to your Assembly Member today to oppose unless amended SB 364 (Strickland) Outdoor advertising displays: customary maintenance: permitting, which conflicts with decades of case law related to local regulations of outdoor billboard advertising. SB 364 has been referred to the Assembly Appropriations Committee and may move to the Assembly floor before the legislative session ends on Sept. 12.

Support Climate Safe Infrastructure Priorities in Cap-and-Trade Reauthorization The Legislature is moving forward to reauthorize the state’s Cap-and-Trade Program, which is set to expire in 2030. High-emitting businesses, which represent roughly threequarters of the state’s emissions, are required by the state to reduce greenhouse gases.

However, they can buy a limited number of credits each year — the “cap” — from the California Air Resources Board (CARB) to cover their emissions. The process creates a market price for the credits, with auction proceeds going toward the state’s Greenhouse Gas Reduction Fund.

Cal Cities is leading a coalition alongside local government, transportation, and labor partners to urge state leaders to prioritize climate-safe infrastructure improvements during their negotiations, which will last through the end of the legislative session. Strong city voices today will help ensure future investments prioritize funding to cities.

Contact your legislators to request support for climate safe infrastructure projects and program funding from the Greenhouse Gas Reduction Fund, as part of the Cap-andTrade reauthorization negotiations.

Cities are strongly encouraged to submit a letter of support to their legislators as well as Senator Monique Limón and Assembly Member Jacqui Irwin — the two lawmakers leading the negotiations.

Support SB 346 (Durazo) Transient Occupancy Taxes: Short-term Rental Facilitator
What the Bill Does: Enables enforcement of local ordinances related to short-term rentals, including the collection and remittance of transient occupancy taxes (TOT) by providing cities with the physical address of each short-term rental listed on the facilitator’s website and full audit authority of TOT dollars. This bill ensures that the correct amount of TOT is being collected and remitted and allows for more effective enforcement against unlicensed units.

Action Requested: Ask your Assembly Member to Support SB 346 (Durazo) Local Agencies: transient occupancy taxes: short-term rental facilitator (as amended 7/7/25). SB 346 is a Cal Cities-sponsored bill that will be heard on the Assembly floor when the Legislature returns from summer recess in early August. Please talk to your Assembly Member in the district AND send a letter of support for SB 346.

What else you need to know: Unfortunately, short-term rental providers are engaging in an all-out lobbying blitz to oppose SB 346 and mislead the public about the impact on consumers. City officials should talk to their Assembly Members ASAP about the impacts of short-term rentals in their communities and why it is important that short-term rentals pay their fair share of TOT in the communities they do business in.

Oppose SB 445 (Wiener): Transportation Projects: Permitting SB 445 makes sweeping changes to the state’s process for permitting local projects and significantly impairs local governments’ ability to manage public infrastructure, ensure worker and public safety, and coordinate across infrastructure sectors. Most concerningly, the bill grants project proponents—public or private—the authority to advance projects that could significantly alter or relocate critical infrastructure such as water, wastewater, and power, without consulting the affected city.

Call or text your Assembly Member today to OPPOSE SB 445 (Wiener), which was amended this week to remove local discretion on infrastructure projects. SB 445 is currently in the Assembly Committee on Transportation, awaiting a hearing.

Oppose SB 79 (Wiener): The wrong way to go about solving our housing crisis SB 79 (Wiener) requires cities to ministerially approve higher-density residential projects — up to 7 stories — near public transit stops, regardless of zoning codes. SB 79 limits the use of local development standards and allows transit agencies land-use authority over residential and commercial development on property they own or lease, without any requirement that developers build housing, let alone affordable housing. This onesize-fits-all mandate overrides local planning, bypasses environmental review, and silences public input. Cities must oppose SB 79 to preserve balanced, communitydriven development.

Call or text your Assembly Member today to OPPOSE SB 79 (Wiener) Transitoriented Development. SB 79 will be heard in the Assembly Housing and Community Development Committee on July 2.

Oppose AB 339 (Ortega) Local public employee organizations: notice requirements.

AB 339 (Ortega) requires the governing body of a public agency, board, or commission to give a recognized employee organization written notice regarding contracts to perform services that are within the scope of work of the job classifications represented by the recognized employee organization. As currently drafted, AB 339 is impractical in its execution, unworkable for ensuring provision of public services, and disincentivizes reaching final agreement in local labor negotiations.

Send a letter today to OPPOSE AB 339 (Ortega) Local public employee organizations: notice requirements. AB 339 is scheduled to be heard in the Senate Labor, Public Employees and Retirement (PERS) Committee on Wednesday, June 18. If your city is represented by a Senator on the Senate PERS Committee, please CALL them to request their NO vote.

SENATE APPROPRIATIONS COMMITTEE

SUPPORT BILLS
SB 496 (Hurtado) Advance Clean Fleets Reform.

This measure would create a formal appeals process for denied extension requests, broaden the definition of emergency vehicles, and remove the “pay to play” requirement for extensions under the Advanced Clean Fleets rule.

SB 569 (Blakespear) Homeless Encampment Collaboration Act.

This measure would increase communication between the Department of Transportation and local governments to address encampments on state property. This would include a dedicated local government liaison to facilitate communication, provide guidance on best practices, and oversee delegated maintenance agreements.

OPPOSE BILL
SB 79 (Wiener) Transit-Oriented Development.

This measure would require cities to ministerially approve housing up to 7 stories high and with a density of 120 homes per acre near public transit, regardless of local zoning laws. It also gives transit agencies full land-use authority on land they own without any requirement to build housing.

ASSEMBLY APPROPRIATIONS COMMITTEE

SUPPORT BILLS
AB 1 (Connolly) Residential property insurance: wildfire risk.

This measure would require the Department of Insurance to include wildfire mitigation in the next draft of the Catastrophe Modeling regulations.

AB 476 (Gonzalez) Metal Theft.

This measure would deter theft of metal used in public utility infrastructure by increasing the criminal fines that may be imposed for the unlawful purchase or unlawful possession of stolen public agency materials.

AB 650 (Papan) Planning and zoning: housing element: regional housing needs allocation.

This measure would allow local governments to begin the housing element update process six months earlier and create more clarity and certainty in the housing element review process. It would require the Department of Housing and Community Development to provide detailed feedback when responding to housing element drafts.

AB 846 (Connolly): Endangered species: incidental take: wildfire preparedness activities.

The bill would expedite environmental permits for cities with local wildfire preparedness projects in fire-risk areas near urban communities.

AB 888 (Calderon) California Safe Homes Grant Program.

This bill would create the California Safe Homes Grant Program which would provide funding to individuals, cities, counties and special districts for roof hardening and home hardening.

OPPOSE BILLS
AB 1383 (McKinnor) Public Employees’ Retirement Benefits.

AB 1383 would upend many of the reforms put in place in 2013 by PEPRA.

Specifically, this measure would:
• Increase the pensionable compensation cap.
• Reduce the retirement age for public safety from 57 to 55 prospectively. • Add a fourth safety tier that is 3% @ 55 years old, prospective and subject to bargaining;
• Allow local agencies to adjust their local formula in a prospective manner. • Permit authorized employee representatives to bargain with the employer over the employee share of payment for the normal cost.

While we recognize and appreciate the intent of the bill to support the recruitment and retention of essential public safety professionals, the bill would impose increased local pension obligations and undo critical pension reform.

AB 1022 (Kalra) Parking: Ability to Tow.

This measure would prohibit the towing or immobilizing of vehicles that have accrued 5 or more delinquent parking citations. Specifically, AB 1022 would:
• Eliminates the option for parking enforcement to immobilize or tow an out-of-state vehicle.
• Remove the tool for agencies to rightfully obtain a warrant to perform a tow. • Reward bad behavior for those who purposely ignore tickets without any repercussions, regardless of income levels.

This legislation would severely limit cities’ ability to enforce parking regulations, causing a cascade of fiscal damage: lost revenue, increased administrative costs, clogged courtrooms, decreased compliance, harm to local businesses, public safety risks, and overall reduced effectiveness of municipal government operations.
