Report to Honorable Mayor and City Council
Wednesday, February 26, 2025, 4:00 PM
CONSENT 1. To: Honorable Mayor and City Council From: David Roberts, City Manager CMO Administration Subject: CONSIDER UPDATED CITY SEAL AND MARKETING LOGO CONCEPTS (CITY COUNCIL) I. SUMMARY
This staff report is being presented to the Mayor and City Council for consideration of a new City seal andmarketing logo to brand our City. A well-designed and strategically developed seal and marketing logo can serveas an effective tool for promoting our City's identity by attracting visitors and fostering economic growth. This staffreport highlights the key points for Council consideration along with several sample seals and marketing logos tochoose.
II. RECOMMENDATION
APPROVE one of the updated City seal and marketing logo options provided to the City Council.
III. ALTERNATIVES
TAKE another action the City Council deems appropriate and that is consistent with applicable laws.
IV. BACKGROUND
The City of Carson is a vibrant and diverse community with a rich history and a number of attractions (current and future) that call for the opportunity to provide a refreshed City seal and marketing logo. Our current seal has been in use for several decades and may not adequately reflect the evolving essence and aspirations of our City. Recent growth and developments within the City make this an opportune time to reevaluate our branding strategy and consider an updated seal and marketing logo that would resonate with the Mayor and City Council, residents and visitors alike.
A well designed seal and marketing logo can encapsulate the unique characteristics and values of our City, creating a distinctive visual identity that differentiates us from other cities and communities. Staff desires to help in promoting the Economic Growth and tourism by attracting tourists, investors and businesses to our City. Our hope is to evoke a positive response and convey the essence of Carson’s attractions, multicultural heritage, University and other economic opportunities.
City staff worked diligently with several consultants to find sample seals and marketing logos that would capture a sense of pride and belonging among residents while fostering community spirit and unity. Unfortunately, the submissions were not received well by the City's Design Logo Committee consisting of Mayor Lula Davis-Holmes and Councilmember Cedric L. Hicks, Sr. After numerous attempts evaluating multiple seal and marketing logo concepts from a myriad of consultants, staff looked internally to the Public Information Department. Danielle Hasley, Public Information Analyst submitted over 25 various samples of marketing logos and City seal options compared to the 106 total sample marketing logo and City seal submissions provided by outside consultants. One selected Ms. Hasley’s creativity and skillful work along with assistance from the Public Information Manager, Margie Revilla-Garcia was able to bring a refreshed and renewed marketing and logo concepts.
Attached are two proposed City Seal and two marketing logo options for the City Council to consider as the new official City Seal and Marketing Logo for the City of Carson. If a seal and marketing logo are selected, City staff will immediately begin implementation in accordance with the City of Carson Municipal Code and City Ordinance No. 80-524. The Public Information Division will develop a comprehensive communication plan to introduce the new branding through press releases, social media campaigns, events, and partnerships with local media outlets. As part of the City branding, all major City street signs will be updated with new signage incorporating the City Seal, clearly identifying when residents, businesses, and visitors have entered Carson. Additionally, archways are being designed to enhance the introduction and visibility of the new City Seal.
The Information Technology (IT) Department is currently developing a new City website, which will prominently feature the updated City Seal and marketing logo. Staff will also integrate the new branding into all City apparel and merchandise, which will be available for purchase (pricing to be determined by the City Seal and Logo Committee).
If approved by the City Council, a refreshed City motto will accompany the new branding, reaffirming Carson’s identity as the “Jewel of the South Bay.” City staff will provide an updated color palette and revised city ordinance if needed at the next available council meeting.
The development of a new seal and marketing logo for the City of Carson is an important step towards establishing a strong brand identity and promoting our unique attributes. By investing in this endeavor, we can enhance tourism, attract businesses, and foster civic pride.
V. FISCAL IMPACT
There is no direct fiscal impact associated with this report. However, any cost that requires City Council approvalincorporating the new seal and marketing logo that has not already been allocated would be brought for the CityCouncil’s consideration based on the specific project, program, etc.

Councilman Smith concurred with the Ciry Administrator's report and moved to defer action on this item and direct staff to determine the status of those applicants that we already publicly supported and find out where they stand in relationship to the competition for the county dollars that would be available to this area and have staff report back to us and then we can determine whether or not they are viable applications, seconded by Calas who added that Mr. Belman be notified of the City Council's action. :
The motion was unanimously carried.
Gity Administrator Bien summarized the staff report regarding the vacant general fund positions. Staff recommended 1) an extension of sixty (60) days for the Cnief Deputy City Clerk, 2) an extension of ninety (90) days if the Finance Department wishes personnel to recruit for the position of Storekeeper 3) an extension of niney (90) days for the Recreation Supervisor position. He stated that these were discussed under the regular budget.
It was moved te concur with staff's recommendation on motion of Smith, seconded by Egan and unanimously carried.
Discussion ensued regarding the consequenses for extending these positions. City Adminiscracor Bien stated that for the Chief Deputy position no candidate can meet the shorthand requirements; for Storekeeper, the Finance Department has requested that this time extension be permitted so that they can leave the Storekeeper position open until Council gives direction; Maintenance Supervisor, is now under a grievance hearing and the position cannot be filled until the grievance is resolved; and the Recreation Superintendent by direction of the City Council cannot be Filled; the Recreation Supervisor position is also in a state of suspense because of a pending grievance. City Administrator Bien said that this extension would not extend the eligility lists for these positions.
City Administrator Bien summarized the staff report regarding the certificate of insurance filed by Western Refuse Company who are self insured up to $50,000. He said that the City Attorney's office, following review of the matter, does not consider this 2 flaw in their contract requirements. They recommended that Council Approve the self insurance coverage as meeting the requirements of the contract. ;
Disucssion ensued with reference to the City's self insurance program and the Western Refuse coverage. City Attorney Watson pointed out the hold~harmless provision of the Western Refuse contract and explained the mechanics of such coverage.
It was moved, based upon the number of trucks that Wester Refuse has and the manner in which the rrucks must be operated because of the nature of the business, that the City should be covered on motion of Bridgers, seconded by Egan and carried with Smith abstaining. Mayor Bridgers stated that this motion is to require Western Refuse to comply with the terms of the contract.
Councilman Smith said that his abstention vote was based upon his disagreement with the original contract.
City Attorney Watson reviewed the draft Ordinance regarding the use of the City Seal with Council.
Discussion ensued regarding such use on personal correspondence.
Gity Attorney Watson stated that the Ordiance is to control the inappropriate uses by individuals who do not have the authority, responsibility, or who will never be called to answer for their conduct.
