Report to Honorable Mayor and City Council
Friday, August 7, 2026, 9:00 AM
DISCUSSION 3. To: Honorable Mayor and City Council From: Michael George, Government Affairs Officer {{department}} {{division}} Subject: CONSIDER ADOPTION OF RESOLUTION NO. 26-096, RESCINDING RESOLUTION NO. 26-086FOR THE PURPOSE OF WITHDRAWING THE ORDER OF ELECTION ON A PROPOSED OIL REFINERY TAXMEASURE AT THE NOVEMBER 3, 2026 ELECTION, AND RESCINDING RELATED RESOLUTIONS (CITYCOUNCIL) I. SUMMARY
On August 4, 2026, the City Council adopted Resolution No. 26-086 to submit a proposed General Oil Refinery Business License Tax measure to the City's voters at the November 3, 2026 General Municipal Election and request consolidation with the statewide general election, and Resolution Nos 26-087, and 26-088 to establish procedures for written ballot arguments, direct preparation of an impartial analysis, and provide for rebuttal arguments.
Since that time, based on continued discussions with industrial stakeholders, this item provides an opportunity for the City Council to rescind the previously adopted resolutions and withdraw the proposed ballot measure from the November 3, 2026 General Municipal Election. Adoption of the proposed resolution would formally rescind Resolution Nos. 26-086, 26-087, and 26-088 and direct the City Clerk to file the resolution with the County elections official to effectuate withdrawal of the order of election on the tax measure.
II. RECOMMENDATION
1. Consider waiving further reading and adopting Resolution No. 26-096, entitled "A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CARSON, CALIFORNIA, RESCINDING RESOLUTION NO. 26-086 FOR
THE PURPOSE OF WITHDRAWING THE ORDER OF ELECTION ON A PROPOSED OIL REFINERY TAX MEASURE AT THE NOVEMBER 3, 2026 ELECTION, AND RESCINDING RELATED RESOLUTIONS." III. ALTERNATIVES
Take another action deemed appropriate by the City Council and that is consistent with applicable law.
IV. BACKGROUND
On August 4, 2026, the City Council adopted Resolution Nos. 26-086, 26-087, and 26-088 to place a proposed General Oil Refinery Business License Tax measure before the City's voters at the November 3, 2026 General Municipal Election.
Resolution No. 26-086 called the election for purposes of submitting the proposed tax measure to the voters, requested consolidation with the statewide general election, and requested that the Los Angeles County Registrar- Recorder/County Clerk conduct all necessary election services. Resolution No. 26-087 established procedures for filing written arguments and directed the City Attorney to prepare an impartial analysis on the measure. Resolution No. 26-088 established procedures for filing rebuttal arguments.
This item now provides the City Council an opportunity to rescind those resolutions and withdraw the order of election on the proposed General Oil Refinery Business License Tax measure. Adoption of the proposed resolution and timely filing of the same with the County elections official would withdraw the proposed ballot measure from the November 3, 2026 election and eliminate the need for further election administration related to the measure, including preparation of ballot arguments, impartial analysis, and related election materials. The proposed resolution with additional details will be presented at the time of the meeting.
Upon adoption of the proposed resolution, the City Clerk would promptly file it with the Los Angeles County Registrar-Recorder/County Clerk and take any additional administrative steps necessary to withdraw the measure from the ballot.
V. FISCAL IMPACT
Rescinding the previously adopted resolutions would eliminate costs of holding an election on the proposed ballotmeasure.
