Report to Honorable Mayor and City Council
Wednesday, August 12, 2026, 1:00 PM
DISCUSSION 2. To: Honorable Mayor and City Council From: Michael George, Government Affairs Officer {{department}} {{division}} Subject: CONSIDER ADOPTING RESOLUTION 26-098, AMENDING THE CHARTER AMENDMENTMEASURE FOR THE NOVEMBER 3, 2026, GENERAL MUNICIPAL ELECTION (CITY COUNCIL) I. SUMMARY
On August 4, 2026, the City Council adopted Resolution Nos. 26-092, 26-093, and 26-094 relating to a Charter Amendment Measure to be submitted to the voters at the November 3, 2026 General Municipal Election.
The Charter Amendment Measure is being returned to the City Council for consideration of an additional proposed amendment concerning specified provisions of the City Charter. The proposed amendment is limited to the specified Charter provisions, with all other provisions of the City Charter remaining unchanged.
The proposed resolution would amend Resolution No. 26-092 by revising the Charter Amendment Measure, ballot question, and Exhibit “A” to incorporate the proposed amendment. It would also make a conforming amendment to the recital in Resolution No. 26-094 identifying the Charter sections included in the measure. Resolution No. 26- 093 would remain unchanged.
II. RECOMMENDATION
1. WAIVE further reading and ADOPT Resolution No. 26-098 entitled, “A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CARSON, CALIFORNIA, AMENDING RESOLUTION NO. 26-092 TO REVISE THE CHARTER AMENDMENT MEASURE AND BALLOT QUESTION FOR THE NOVEMBER 3, 2026 GENERAL MUNICIPAL ELECTION; MAKING A CONFORMING AMENDMENT TO RESOLUTION NO. 26- 094 REGARDING THE CHARTER AMENDMENT MEASURE; AND CONFIRMING THAT RESOLUTION NO. 26-093 REMAINS UNCHANGED;”
2. AUTHORIZE the City Clerk/City’s designated elections official to immediately file a certified copy of the Resolution and revised Exhibit “A” with the Los Angeles County Board of Supervisors and the Los Angeles County Registrar-Recorder/County Clerk and to take all related actions necessary to implement the amendment to the Charter Amendment Measure.
III. ALTERNATIVES
TAKE another action the City Council deems appropriate and that is consistent with applicable laws.
IV. BACKGROUND
California Constitution Article XI, Section 3, Government Code Section 34458, Elections Code Section 9255, and City Charter Section 111 authorize the City Council to propose amendments to the City Charter for submission to the voters. Elections Code Section 9255 provides that a Charter amendment proposed by a city governing body on its own motion shall be submitted at an established statewide general election provided there are at least 88 days before the election. Consistent with these provisions, the City Council adopted Resolution No. 26-092 on August 4, 2026, ordering submission of the Charter Amendment Measure at the November 3, 2026 General Municipal Election.
On August 4, 2026, the City Council adopted Resolution No. 26-092 submitting the Charter Amendment Measure to the voters at the November 3, 2026 General Municipal Election, approving the measure text and ballot question, and requesting consolidation and election services from Los Angeles County pursuant to Elections Code Sections 10002, 10402, 10403, and 10418.
The proposed additional amendment concerns specified provisions of the City Charter. The proposed resolution would incorporate the additional amendment into the Charter Amendment Measure previously approved by the City Council and submitted for placement on the November 3, 2026 ballot. The proposed amendment is limited to the specified Charter provisions, with all other provisions of the City Charter remaining unchanged.
To incorporate the additional Charter amendment, the proposed resolution would replace Exhibit “A” to Resolution No. 26-092 with a revised Exhibit “A” reflecting the proposed amendment and would revise the ballot question accordingly.
Resolution No. 26-094 identifies the Charter sections included in the Charter Amendment Measure. The proposed resolution therefore makes a conforming amendment to the applicable recital in Resolution No. 26-094 to reflect the additional amendment. The provisions of Resolution No. 26-094 governing rebuttal arguments remain unchanged. Resolution No. 26-093 does not identify the individual Charter sections included in the measure and therefore requires no amendment.
The Los Angeles County Registrar-Recorder/County Clerk’s published calendar for the November 3, 2026 General Election identifies August 12, 2026 (E-83) as the deadline for the County elections official to receive a resolution from a legislative body requesting amendment or withdrawal of a measure previously submitted for placement on the ballot, citing Elections Code Section 9605. Accordingly, the proposed resolution directs the City Clerk to immediately transmit the resolution and revised Exhibit “A” to the County elections official.
Except for the amendments expressly made by the proposed resolution, Resolution Nos. 26-092 and 26-094 would remain unchanged and in full force and effect, and Resolution No. 26-093 would remain unchanged and in full force and effect.
V. FISCAL IMPACT
There is no anticipated additional direct fiscal impact associated with the proposed amendment. The City remains responsible for its proportionate share of Los Angeles County’s costs for conducting the consolidated election and providing related election services.
