BACKGROUND:

On January 30, 2021, the City Council met for a strategic planning retreat to develop goals for the coming year, which were subsequently adopted through a resolution on February 24, 2021. These annual goal setting sessions help guide and direct the organization each year.

In 2021, the City Council identified seven (7) operational priorities:
•Finance & General Government
•Planning, Streets & Infrastructure
•Code Enforcement
•Economic Development & Events
•Parks & Recreation
•Public Safety
•Housing & Homelessness
On July 28, 2021, staff provided a mid-year update on the Council goals which has been updated as of January 2022 and is attached for reference. The attached update will serve as background material for the City Council discussion.

DISCUSSION:

On March 4, 2020, Governor Gavin Newsom declared a state of emergency to help Californians prepare for the broader spread of the novel coronavirus (COVID-19) pandemic. This act was followed by a stay-at-home order and a cancellation of all social gatherings, which led to many organizations across sectors closing to the public and minimizing employees in the workplace. To a certain extent, the COVID-19 pandemic continues to affect the City’s ability to achieve its goals and operate effectively. Despite this, the attached report demonstrates the significant progress made on the majority of Council’s 2021 goals.

As part of the goal-setting session this year, in addition to discussing the City Council’s goals for 2022, the Department Heads will also be presenting their 2021 achievements and their 2022 planned projects. These operational goals can include outstanding goals from previous years, state mandated priorities, operational priorities based on aging infrastructure or changing needs, and various other factors. Council will also have the opportunity to provide guidance on any 2021 goals that need to be carried over to 2022 or modified in any way.

Following the January 22, 2022, goal setting session, staff will prepare the agreed upon goals statement for final Council review and prepare a resolution formally adopting the goals for consideration at a future Council meeting. Staff will then incorporate the goals into departmental and individual work plans for the year.

Additionally, staff will be scheduling a follow-up presentation to present a Five-Year Strategic Plan Framework for City Council approval. As currently proposed, this strategic initiative will include the following major deliverables in FY2022-23:
•Development of Five-Year Project Pipelines and Organizational Charts •Development of a Community Outreach & Education Campaign oCommunity & Employee Surveys
oCommunity Townhall Events
•Various City Council/Staff Strategy Sessions
•Adopt Five-Year Project Pipelines and Organizational Charts •Adopt FY2023-24 & FY2024-25 Biennial Budget
In addition to the City Council Goal Setting Strategy Session, the Finance Department will also be presenting the Mid-Year Update, specifically as it pertains to the end-of-year projections based on current forecasts. The below table is a summary of the information that will be presented:
•Mid-Year Revenues, by Category
•Mid-Year Expenditures, by Category
•FY 21/22 Projected Revenue and Expenditures
•FY 22/23 – FY 25/26 Projections
FISCAL IMPACT:

There is no fiscal impact associated with this item for review, discussion and direction only.

The FY2021-22 and FY2022-23 Biennial Budget was adopted June 9, 2021. If applicable, associated costs related to the City Council’s 2021 Goals during FY2020-21 were included in each department’s goals, objectives and budgets were adjusted. If necessary, a budget adjustment was subsequently authorized in FY 21/22. Any new 2022 Goals not incorporated in the previously adopted FY2021-22 and FY2022-23 Biennial Budget will need to be evaluated to determine if they can be addressed within the existing adopted budget or if additional resources are required to complete the goals by end of 2022.
