EXECUTIVE SUMMARY
Licensed by the state of CA, Hall of Flowers is a highly curated business-to-business trade show specifically designed to facilitate the trade of premium cannabis products between cannabis brands and dispensary buyers. After five successful events, Hall of Flowers has established itself as the leading discovery platform for cannabis brands by bringing together the most innovative brands, retailers, and industry leaders.

Hall of Flowers 2022 (HOF22) will be the first time the event is hosted in Southern California, and is set to debut at 35900 Date Palm Drive, Cathedral City, taking place on Tuesday May 3rd and Thursday May 5th.

Given that this will be the second time this venue will have hosted an event of this size (<4000 attendees) and format (B2B Cannabis tradeshow), the focus of our HOF22 Traffic Management philosophy will be on:

5 CONFIDENTIAL & PROPRIETARY INFORMATION. ANY USE BY EXPRESSED WRITTEN PERMISSION ONLY • Cathedral City Public Works
Specific roles and responsibilities of each of the group members involved in the Traffic Management for this event will be discussed in the following sections.

1.1 OBJECTIVES
The core objectives of the TMP are as follows:
• Facilitate the safe and efficient ingress/egress of eventgoers, to/from the Hall of Flowers event.
o Collect and utilize data from pre-event research, to determine likely origin, mode, and time distribution of attendee travel
o Enact strategies to distribute Travel Demand
o Provide high ridership transportation alternatives to event attendees o Provide ample and clear event information to eventgoers o Diligent in-the-field management of all traffic control and event operations resources, including (but not limited to):
▪ Access Control and Credentialing
▪ Shuttle Operations
▪ Parking Operations
▪ Rideshare Operations
▪ Pedestrian Management
▪ Micro-Mobility Management
▪ Exterior Security & collaborative efforts with CCPD
• Minimize the disruptive effects of event traffic on background AADT traffic volumes and on Cathedral City corridor communities.
o The success of this Plan will be judged not only upon the ability to achieve a safe and efficient event ingress-egress. It will also be contingent upon the engagement in strategies and measures taken to mitigate Traffic impacts on the adjacent local residential HOF 2022

6 CONFIDENTIAL & PROPRIETARY INFORMATION. ANY USE BY EXPRESSED WRITTEN PERMISSION ONLY communities and businesses. The goal of HOF22 is to work with the City of Cathedral City to grow trust and foster goodwill for this event, so that it will remain a regular attraction to the area for years to come.

1.2 OVERVIEW
HOF22 is STRICTLY a 21 and over event.

Ticket types will include (subject to change): General Admission, Exhibitor, Exhibitor Guest, Buyer, Press. Targeted on-sale date for all ticket types will be between 1-2 months prior to the event show dates.

Event Hours (Subject to change)
Tuesday 5/3: 11am - 7pm
Wednesday 5/4: 11am - 7pm
Thursday 5/5: 11am - 7pm
Box Office Hours (Subject to change)
Sunday: 5/1: 9am - 5pm
Monday 5/2: 9am - 5pm
Tuesday 5/3: 9am-6pm
Wednesday 5/4: 9am-6pm
Thursday 5/5: 9am-6pm
Friday 5/6: Load Out- 9am-12pm
A large number of Event attendees are expected to stay in the Cathedral City and Greater Palm Springs hotels and resorts. One of the goals of this TMP will be to encourage attendees to PARK ONCE, leave their vehicle at their accommodation, and to instead consider walking, riding Public Transit (SunLine), and/or rideshare to get to HOF22 venue. Additionally, event attendees are likely to travel to HOF22 on a day-trip basis, via personal vehicles, rideshare and taxis. Day parking will be available OFF SITE ONLY, at nearby 68823 E Palm Canyon Dr, Cathedral City, CA 92234 (13.5-acre lot).

2.0 GENERAL GUIDELINES
Hall of Flowers 2022 is a small business-to-business tradeshow event, hosted mid- week, Tuesday May 3 through Thursday May 5. This Traffic Management Plan has taken into consideration and applied anticipatory precautions consistent with a much larger event, to mitigate any potential issues and meet the core objectives of this TMP (as outlined above in section 1.1). The TMP is to be implemented in accordance with MUTCD guidelines (i.e. location of traffic control equipment, equipment quantities, and safety signs). All Portable Message Sign (CMS) messages being considered as part of the TMP are to be displayed in accordance with the MUTCD and FHWA Guidelines for Changeable Message Sign Messages. Safety of traffic control personnel and the general public is of paramount importance. The event traffic management teams and contractors will apply their standard Health and Work Area Traffic Control Handbook and comply with relevant OSHA, State and City regulations.

3.0 TRAFFIC MANAGEMENT
The plan for the event is to safely and efficiently process vehicle trips to and from the site while minimizing impacts to non-event related traffic over the course of the event dates. Although modifications or control changes to existing roads will be limited to temporary access points to/from the site, the effects of slightly increased traffic volumes and congestion may be experienced in other areas as well. This section describes the scope and approach to the traffic control plan, the anticipated traffic impacts, and details of the traffic control plan including signage, access management, and risk assessment.

3.1 Scope and Approach
Based on data collected via ticket sales (shipping ZIP code data) for the Hall of Flowers events, held at the Sonoma County Fairgrounds, in Santa Rosa CA (2017-2019), we were able to estimate the percentage of event attendees that could be traveling to the Cathedral City area, by vehicle, from each direction. Although several underlying variables exist that could ultimately impact traffic volumes on May 3-5, 2022 (this data cannot account for attendees travelling to the Event site via alternative modes of transport), this analysis can help us to predict possible vehicle demand on critical surrounding roadways.
- Approximately <40% of attendee vehicles expected to originate from the NORTH (primary: I-10) o HOF22 is expected to attract a large number of visitors to the Cathedral City area from out of town, primarily from Los Angeles County, Orange County, and Riverside County markets. If traveling into the area, their most likely path of travel will be via the I-10 E, to the Date Palm Dr exit (southbound on Date Palm Dr).
- Approximately <40% of attendee vehicles expected to originate from the WEST (primary: SR 111) o This number is comprised of those who have likely traveled into the area, that are highly likely to stay at a nearby hotel/resort/vacation rental (weighted towards Palm Springs). We can expect to see the majority of event Travel Demand access Date Palm Drive, via SR 111.
- Approximately <20% of attendee vehicles expected to originate from the EAST (primary: SR 111) o It is estimated that a lesser percentage of potential event attendees will approach from a location within the region, East of Cathedral City. This will likely be mostly comprised of locals, but could also include some short-term vacation rentals (i.e. Palm Desert , Indian Wells, La Quinta etc.).
- This potential event Travel Demand arrival is highly likely to be well-distributed, as a large number of attendees will arrive in the days prior to event days, to begin load in and to check in to accommodation. It’s considered highly unlikely Demand created by HOF22 event traffic will cause Eastbound Traffic congestion or additional delays on the I-10. With event attendance figures expected to reach 3,500, mitigating potential adverse traffic effects from the event on the moderate-volume commuter arterial roadways (Date Palm Dr, SR 111) will be dependent on Travel Demand Management (TDM) efforts, event access control, traffic control, and event messaging. - NOTE: CALTRANS: 2016 Traffic Volumes on California State Highways (AADT)

3.2 Traffic Impacts
Traffic Impacts are based on event operating hours, anticipated event and non-event commuter peaks. Show day programming will run from 11:00AM to 7:00PM on Tuesday, 5/3, Wednesday 5/4 & Thursday 5/5. Exhibitors are expected to begin arriving as early as April 30th, to begin set up. On Event days, the earliest Exhibitors will be able to access the venue will be 9:00am.

HOF 2022
Traffic Management Plan
10 CONFIDENTIAL & PROPRIETARY INFORMATION. ANY USE BY EXPRESSED WRITTEN PERMISSION ONLY In an effort to remove early arrivals from the roadway network on event days, HOF22 will encourage event attendees to:
- Stay in the Greater Palm Springs area hotels, motels, resorts and short term vacation rentals.
- Check-in to accommodation by Monday 5/1
- Check-out of accommodation on Friday 5/5
- Pick up their ticket wristbands before event day at the Box Office - CARPOOL
- Take advantage of the SunLine public transit system
- Walk / ride bikes
- ARRIVE EARLY (early arriving attendees more likely to leave prior to potential 7pm closing peak departure)

3.3 Advisory Signage
Advisory messages are proposed to be communicated through the following means:
• Portable changeable message signs (CMS)
• Static signs (event-specific and non event-specific)
The exact locations of the temporary signs (CMS and static signs) have been determined by BWG, in collaboration with CCPD, CCPW, and (TBD - TRAFFIC CONTROL VENDOR) noting that all signs must be positioned in accordance with DOT clear zone requirements.

Per John Corella’s comments: an event Traffic Control Plan is being prepared and will be submitted for City approval at least 20 days prior to the event. All Traffic Control signage will be included in this plan for consideration.

3.3.1 Portable Changeable Message Signs (CMS)
Portable CMS are proposed at the following locations for purpose of local resident

The portable CMS are to be monitored every few hours (MAX) by the Traffic Control Supervisor (TCS) to ensure correct operation. To maintain driver’s attention, it is recommended that the signs be updated with any changes in road conditions if necessary. For example, as opposed to the second phase display “Expect Heavy Volume” the text could read “Congestion Ahead Reduce Speed” or “Watch for Pedestrians” etc.

Event Operations team and Traffic Control vendor will work side-by-side with Cathedral City PD to adjust both the placement and content displayed on these Portable CMS, to accommodate the dynamic needs of Vehicle Demand during both ingress and egress.

This collaborative effort and preparedness to react real time to developing traffic situations will be critical to the success of this Traffic Management Plan.

3.3.2 NO EVENT PARKING Signs
In an effort to mitigate the possibility of HOF22 event vehicles parking in surrounding residential communities and on neighboring business properties, the HOF22 will provide advisory signage stating:

NO EVENT PARKING

YOUR VEHICLE MAY BE TOWED
This signage will be installed on traffic control equipment (type II folding barricade or reflective traffic delineator) and deployed strategically at the entrances to the adjacent communities and properties, including but not limited to:

3.5 Vehicle Demand Table
The current proposal (no on-site parking, free Park N Ride) is capable of accommodating designated parking for approx. MAX of 1755 vehicles; which equates to between approximately 2633-4388 attendees/exhibitors/staff (based on a conservative 1.5-2.5 ridership per vehicle). Based on the historical event data, event demographic, local market, and likelihood of attendees utilizing local accommodation, it’s estimated <50% of the attendees will likely utilize rideshare to get to/from HOF22.

As indicated in the Vehicle Demand Table, this proposal is programmed to safely and efficiently accommodate an approximate attendance of between 3693-6733 attendees (HOF22 will have a maximum attendance of 4000 attendees).

3.6 Rideshare Operations / Taxi / Pick Up and Drop Off
A designated drop off and pick up area has been identified for HOF22, at the Park N Ride lot located at 68823 PALM CANYON DR (0.8 miles South of the Event site). All rideshare service vehicles, taxis, and general drop offs and pick ups will be directed to this designated Lot with multi-format messaging comms (digital marketing, CMS, static signage). Event staff, traffic control staff, and event security will oversee RIDESHARE LOT operations.

Drop off’s during event ingress are expected to distribute as attendees and exhibitors arrive throughout the morning and afternoon. However, during anticipated egress peaks (5-6:30pm), in the event of a shortage of UBER/Lyft supply in the area, attendees will be encouraged to disperse to nearby local partners (dispensaries, restaurants etc.) and can also take advantage of the free, continuous PARK N RIDE shuttle.

To minimize the impact of rideshare, taxi & pick-up vehicles who might arrive directly at the show site during event egress, we propose that during the evening hours of the event lane #2 of Gerald

Traffic Management Plan
16 CONFIDENTIAL & PROPRIETARY INFORMATION. ANY USE BY EXPRESSED WRITTEN PERMISSION ONLY Ford Drive is turned into a loading zone where Rideshares, Taxis and pick-up vehicles will be permitted to pick up attendees during event egress.

3.7 Park N Ride Shuttles
Hall of Flowers will be providing FREE PARKING and a COMPLEMENTARY PARK N RIDE SHUTTLE service to event attendees. This high ridership alternative to personal vehicles, will remove vehicles from the roadways immediately surrounding the venue, mitigating congestion and potential delays.

The Park N Ride lot is located at 68823 PALM CANYON DR (0.8 miles South of the Event site). It is a 13.5- acre lot, which is expected to hold up to 1755 attendee vehicles.

This shuttle service will include (TBD number of shuttles -- approx. 8-10 units) x (TBD type/capacity of each shuttle -- approx. 32-35pax) buses, and will run continuously during the hours listed below:

Parking Shuttle Service Hours of Operation:

Tuesday May 3
7:00am - 9:00pm
Wednesday May 4
7:00am - 9:00pm
Thursday May 5
7:00am - 9:00pm
PLEASE NOTE:
- Experienced Shuttle Operations staff will be on-hand to facilitate the safe and efficient loading of Shuttle and will dispatch as needed. At the end of the event, event security personnel will be re-deployed to assist Shuttle Operations.
- At least (1) ADA Accessible shuttle will be available for event-attendee use at all times of Shuttle Operation.

The following dust/dirt mitigation for proposed use at event vehicle parking lot will include (but not limited)
- Application of Cathedral-City approved Dust Control Soil Stabilization (post- event)
- Scheduled water truck (passes through the lot to apply water to dirt throughout duration of event)
- Street Sweeper (ensure dust/dirt contained to lot footprint, no markings on City roadways) o > 3 times per day, on event dates: May 3, May 4 and May 5 - Application of Gravel (3/4”-1”) to main drive aisles may be needed

3.8 Signalized Intersection Management

3.9 Accommodation of Pedestrians
Surrounding the venue site, event staff and traffic control personnel will assist pedestrians in crossing roadway and providing positive guidance whilst roaming pedestrian routes. ALL staff and TCP’s will be on alert to respond to prevent unauthorized crossings of roadways and to ensure sidewalks are being used AND kept clear.

4.0 Tow Truck Duties
To ensure prompt response times to incidents that may impede the flow of traffic, especially during periods when travel demand is nearing the available capacity along the corridor, tow truck services may be required.
