EMERGENCY RESPONSE;
BOMB THREAT
(TELEPHONE)
CONFIDENTIAL AND PROPRIETARY INFORMATION. ANY USE BY EXPRESSED WRITTEN PERMISSION ONLY. 14 Statistics reveal that the probability of receiving a warning when an explosive or incendiary device has been placed in or around an event is remote. However, bomb threats are occasionally made and it is both a moral and legal responsibility of HALL OF FLOWERS 2022 to have a plan of action that will minimize personal injury and property damage.
Telephone Procedures
If a bomb is reported in the venue by a telephone caller, the individual receiving the call should proceed as follows:
1. Stay calm and do not manifest misinformation or panic.
2. Keep the caller on the phone as long as possible.
3. Notify CCPD as soon as possible, without losing or alerting the telephone caller (mute phone while making radio calls from a safe perimeter around suspected item) NOTE: Persons involved in this process should be kept at a minimum.
Discretion in releasing information will avoid panic and disorder.
4. Follow the instructions on the Telephone Bomb Threat Log (**next page)
5. Complete the Bomb Threat Telephone Log and relay information to the person in charge as quickly as possible.
EMERGENCY MGMT TEAM will gather at the VENUE OFFICE (South East corner of the building) and determine whether or not the threat is credible. If deemed credible, the EMERGENCY INCIDENT COMMAND shall decide if search and/or full site evacuation may then occur.
PLEASE NOTE: If you are notified by radio/ public address system that an evacuation is taking place because of a bomb threat, it is very important that you take all of your packages with you. Leave through the nearest exit. If you notice any suspicious packages on the way out, please notify CCPD, CCFD, Security or Event Management staff personnel

EMERGENCY RESPONSE;
BOMB THREAT (SUSPICIOUS
ITEM)
CONFIDENTIAL AND PROPRIETARY INFORMATION. ANY USE BY EXPRESSED WRITTEN PERMISSION ONLY. 16 ● Do NOT touch or move the item
● SUSPICIOUS vs. UNATTENDED item? KNOW THE DIFFERENCE
UNATTENDED – an item of unknown origin whose contents are unknown, but that which lacks any articulable information or intelligence (i.e. Bomb Threat; History of Associated Threats; Unusual Markings, Wires, or Lights Attached; Leakage of any Liquid Material; Noise Emanating from the Item; Unusual Odor, etc) that upgrades the item from unattended to suspicious. Something that seems to fit in the environment in which it was discovered (i.e. a piece of luggage on an airport shuttle, or a purse under a table at a restaurant, a gym bag at a health club, etc) unless secreted in a manner to draw suspicion. SUSPICIOUS – an item identified as potentially containing explosives, an improvised explosive device (IED), or other hazardous materials that requires bomb technician skills and equipment to further investigate. Positive and articulable information or intelligence that would upgrade an unattended item to a suspicious item would be: An Associated Threat to the area where the item was discovered; History of Associated Threats; Unusual Markings, Wires, or Lights Attached; Leakage of any Liquid Material; Noise Emanating from the Item; Unusual Odor; Visible Tanks or Bottles with Liquids; Exposed Circuit Board; etc.
● REPORT TO SECURITY (RADIO CHANNEL 1), CCPD or CALL 911 ○ Call 911 for emergencies in event of Radio Communication failure ○ Await instruction from EMERGENCY SERVICES
● If necessary, evacuate the area to safe distance:
EMERGENCY RESPONSE;
ACTIVE SHOOTER
CONFIDENTIAL AND PROPRIETARY INFORMATION. ANY USE BY EXPRESSED WRITTEN PERMISSION ONLY. 17 An “Active Shooter” is an individual actively engaged in killing or attempting to kill people in a confined or populated area. In most cases, active shooters use firearms and there is no method in their selection of victims. Active shooter situations are unpredictable and evolve quickly.
What To Do:
➔ Always be aware of your environment, escape routes, and possible safe spots/items for cover.
➔ Notify the police or security dispatch immediately.
➔ If you are in a trailer or office, remain there. Lock the doors and hide. Reduce the volume of your radio and cell phone. Silence radios and cell phone if the shooter is nearby.
➔ Flee the area if you are able to do so safely.
➔ As a last resort, attempt to disarm or disable the shooter if an opportunity arises.
Open Areas:
➔ IMMEDIATELY run for cover. Take shelter behind a wall, a large tree, a parked vehicle or an object that can stop a bullet penetration. ➔ If you have the opportunity to run away, run for shelter in a zig-zag pattern. ➔ If possible, move or crawl away from gunfire using any barriers or obstructions to shield your escape.
Law Enforcement (CCPD) Response:
➔ Police officers responding to an active shooter may be wearing uniforms or tactical gear.
➔ Responding officers may point firearms at you while seeking the threat. Avoid any sudden movements and obey all officer commands.
➔ Spread your fingers and keep your hands visible where the officer can see them. ➔ Remain calm and immediately comply with all commands from law enforcement officers.
