BACKGROUND:
At the City Council Meeting on January 12, 2022, City Council approved the purchase of the initial Panorama Dog Park (Project) components consisting of the shade structure (Double Wide Cantilever Hip Design 36 ft x 40 ft) and the perimeter fencing (Echelon Plus Majestic). The total for these authorizations was $264,120.
The cost for the Project concept design by Verde Designs, Inc. was $6,760 and most recently the temporary construction fencing was ordered at a cost of $4,480. These expenditures, along with the $264,120 above, total $275,360. The total cost to complete the Project has been revised to be $610,000 from the original estimate of $500,000 identified in the Parks Improvement and Maintenance Plan.
With the most expensive and longest lead-time items ordered with fabrication underway, the remaining items to complete the Project need to be ordered. Staff has completed the estimates, categorized each item to include the required labor, equipment, and material costs, and solicited proposals to complete the Project. Staff is now ready to request the City Council’s authorization to complete the remaining work.
DISCUSSION:
Landscape, Irrigation, and Trees:
The Project area will be renovated for the installation of the landscape material, additional irrigation system and new trees, while salvaging the grass areas included in the Project. To complete this work, the following is requested to be authorized:
•Landscaping labor: City On-Call Landscaping Service provider, Palms Springs Tree & Maintenance at $59,400 (prevailing wage), quote attached. •Landscape material:
oDecomposed granite, rubble, boulders, etc. from Southwest Boulder in the estimated amount of $39,684, including tax and delivery. oFourteen (14) Desert Museum Palo Verde and eight (8) Phoenix Thornless South American Mesquite trees from Macias Nursey at $9,007, including tax and delivery, quote attached.
oPVC pipe, valves, steel band/edge, landscape fabric and related landscaping materials in the estimated amount of $27,500.
Lighting:
To be consistent with lighting surrounding the Project and the basic electrical needs related to the work, the following is requested to be authorized:
•Purchase of the eight (8) light poles and related lighting fixture accessories from Desert Electric Supply at $10,693, including tax and delivery, quote attached.
Commented [KF1]: Is this information
necessary? It makes Verde Design seem like they
did not provide a good estimate if the revised
budget is $610k. I recommend striking this
sentence.
Commented [JC2R2]: This was a
Scribner’s error inserting the wrong word there
(vs. their) and actually it should just have read
“The” with no reference to Verde. Either way I
eliminated the sentence in its entirety.
Commented [JC3R2]:
•Electrical labor: Light poles and light fixtures requiring the installation of concrete bases, conduit, and wire to connect to the existing Panorama Park electrical lighting circuit. Staff secured proposals from three (3) electrical contractors to accomplish this work. Towers Electric was the most competitive at $30,524 includes related material, equipment, labor (prevailing wage) and tax, quote attached.
Hardscape:
The Project has specific areas that require concrete paths and pad for general and American Disabilities Act (ADA) accessibility. These areas include the sally port entrance, the main walkway paths, and the area under the shade structure. To complete this work, the following is requested to be authorized for Concrete materials and labor: City On-Call Concrete Services provider Desert Ants Engineering at $30,832, quote attached.
City Staff and Park Amenities:
To protect our existing Panorama Park infrastructure and to have the least impact on the existing Panorama Park environs, Public Works Staff will be responsible for uncovering existing facilities, relocating existing irrigation systems, and assisting in the placement of new amenities (benches, water fountains, signage, etc.). The associated expense is estimated at $36,212.
The Project will require the purchase of dog park activity equipment, either directly or through cooperative purchasing agreements (piggyback purchasing). Staff is requesting the following authorizations:
•Dog Park activity equipment, other accessories and accoutrements estimated at $10,550.
•Signage related to the Project estimated at $2,000.
The Environmental Conservation Fund will be able to purchase 11 recycled plastic benches (traditional & flat options) and two (2) ADA compliant drinking fountains that include a bottle refill station and pet fountain as eligible expenses. These eligible expenses are requested to be authorized from the Environmental Fund (246) estimated at $23,000.
A summary of the above requests for expenditures is provided below:
