BACKGROUND:
The City of Cathedral City (City) currently has a Master Agreement for the administration of State funded projects within the City. Specific projects are identified by program supplements to the Master Agreement.
Program Supplemental Agreements, Fund Exchange Agreements and/or Fund Transfer Agreements create mechanisms to allow for reimbursement to the City for the approved portion of the costs for the design and construction of State funded transportation projects.
Caltrans has requested that a revised Master Agreement between Caltrans and the City be executed. The revised Agreement incorporates numerous changes in regulations and policies that have been enacted since the original Master Agreement was signed.
Caltrans has requested that a Certified Authorizing Resolution be returned with the signed Agreements for their further processing. The Resolution should clearly identify the official(s) authorized to execute the agreements.
DISCUSSION:
Currently, Cathedral City has the HSIP Cycle 10 Project which will have Program Supplement Agreements, Fund Exchange Agreements and/or Fund Transfer Agreements needing approval at certain times. This cited Project triggered the need to update the Master Agreement and Certified Authorization Resolution. This Certified Authorization Resolution will clearly identify the official(s) authorized (City Manager or Director of Engineering/Public Works) to execute the agreements.
These agreements are required for all state funded transportation projects. A blanket Resolution is preferred versus specific individual Resolutions to speed up approval of agreements and processing of the funding.
FISCAL IMPACT:
There are no fiscal impacts associated with the approval of this Resolution.
