BACKGROUND:

A Supplemental Law Enforcement Services Account (SLESA) has been established in each county of the state, for the purpose of overseeing and allocating funding being provided by the State of California's Citizens Options for Public Safety (Cal-COPS) Program, for the purpose of funding "frontline law enforcement services." The total state funding from the program allots a certain percentage for "city funding." City funding allocations are distributed based on population estimates provided by Chapter 353 of the Budget Act for the particular year funding. In accordance with Government Code Section 30061 and 30063, the City Council shall approve the appropriation of the anticipated funding by approving a written request in the form of an "Expenditure Plan." The County of Riverside Sheriff’s Department is designated as the Supplemental Law Enforcement Oversight Committee and must certify receipts and approval of the City's "Expenditure Plan" prior to submitting it to the County Board of Supervisors for review and approval, who will subsequently authorize the County Auditor/Controller to release the funding.

DISCUSSION:

The current balance of SLESA funds for FY 2019-2020 is $79,639.10. The Expenditure Plan requirement requests the identification of the category (or categories) for which the Police Department plans to expend current funding. It has been determined through management and staff decision, the best and most useful use of a portion of the funding will be designated to a Computer Aided Dispatch and Records Management (CAD/RMS) change including updates to CAD/RMS interfaces for the Alliance CAD and RMS with a total cost of $29,800.00.

Alliance by Cyrun is a CAD and RMS the police department transitioned to in January 2022. The Police Department uses this system for dispatching and documenting all calls for service both taken by dispatch and initiated by field units. Additionally, all police reports and property/evidence information are written and stored in the records management portion of the system. Cyrun is charging a prorated annual maintenance and support fee of $16,300.00 for the months of January to June 2022.

In addition to the prorated annual support fee for the CAD/RMS system, Cyrun created multiple new and update interfaces to communicate directly with third party applications.

Those applications include Crossroads traffic collision and citations, ImageTrend fire data export, ProQA emergency medical dispatch software, and G2Phoenix fire department alerting system. The total cost of new and updated interfaces created by Cyrun is $15,000 with $5,000 deferred for interfaces that have yet to be implemented.

Cyrun also charges yearly maintenance and support fees for all interfaces, these fees were prorated to six-months and the support and maintenance fees for the two not yet implemented interfaces has also been deferred. The total cost for six-months maintenance and support of interfaces is $3,500.00.

Therefore, the Cathedral City Police Department is requesting the Cathedral City Council's approval to submit the current $29,800.00 allocation FY 2019-2020 Expenditure Plan under the category of Technology.

FISCAL IMPACT:

Approving the Expenditure Plan will provide a source to pay for six-months of CAD/RMS maintenance and support at a cost of $16,300.00, three interfaces at a cost of $10,000.00, and six-months of support and maintenance for two interfaces at a cost of $3500.00 for a total cost of $29,800.00.
