BACKGROUND:

In December 2018, Cathedral City was awarded a $1,302,500 Highway Safety Improvement Program (HSIP) grant to install Advanced Dilemma Zone Detection equipment, left turn phases, and pedestrian countdown heads at ten (10) signalized intersections (Project). The list of intersections includes:

1. Ramon Road and Whispering Palms Trail

2. Ramon Road and Cathedral Canyon Drive

3. Vista Chino and Avenue Quintana

4. Gerald Ford Drive and Plumley Road

5. East Palm Canyon Drive and El Dorado

6. Ramon Road and Desert Vista Road

7. Ramon Road and Da Vall Drive

8. Date Palm Drive and Via Olivera

9. Dinah Shore Drive and Plumley Road

10.Landau Drive and 30 th Avenue
During the Design phase of this Project, it was clear that at five (5) intersections along Ramon Road and East Palm Canyon Road the original Project scope was overlapping with CVAG’s Regional Traffic Signal Synchronization Project – Phase 1. After consulting with Caltrans and Advantec Consulting Engineers, Inc. (Advantec), the Project Consultant, it was decided to reduce the scope of work at the overlapping five (5) intersections and add two (2) additional intersections to the Project. The additional intersections are:

11.Date Palm Drive and Gerald Ford Drive

12.Dinah Shore Drive and Cathedral Canyon Drive
In November 2021, Caltrans approved an Authorization/Agreement Summary (E-76) for additional Preliminary Engineering funding for the design required to add these two intersections to the Project.

This Amendment to the Professional Services Agreement will allow the City to proceed and finalize the Preliminary Engineering phase including the environmental studies and the final design.

Note: The addition of the two intersections will not increase the original separate Caltrans approved construction budget for the Project. The savings realized as a result of eliminating the duplication caused by CVAG’s Regional Traffic Signal Synchronization Project – Phase 1 are enough to add the equipment at the two (2) additional intersections.

DISCUSSION:

The existing contract with Advantec Consulting Engineer is $216,111. The amount in this Amendment of $42,237, consists of a base amount of $26,458 and an optional task of $15,779, if necessary. Optional tasks consist of environmental technical studies, if required. The maximum, not to exceed, contract amount is $258,348.

Staff is requesting City Council approve and authorize the City Manager to execute a Contract Amendment to the Professional Services Agreement with Advantec Consulting Engineer’s Inc. in the amount of $42,237 to prepare the alterations to the plans, specifications, and environmental documents to accommodate the two addition intersections traffic signal modifications for the HSIP Cycle 9A, Traffic Signal Upgrades at Twelve (12) Intersections Project (CIP # C08752).

FISCAL IMPACT:

The contract summary will be amended as follows:
•Current Contract Amount: $216,111
•Proposed Contract Amendment No. 1: $ 26,458
•Optional Task in Proposed Contract Amendment $ 15,779 •Total Proposed Amended Contract Amount: $258,348
This amendment to the contract is within the approved HSIP Grant funding amount of $272,000 for the design and engineering portion of this Project, thus no City funds are being requested. The HSIP Grant is a 100% grant with no local match requirement.
