Item No. 6.D
Meeting Date: February 23, 2022
From: John Corella, Director of Engineering/Public Works Title: HSIP Cycle 10 Design Professional Services Agreement
City Council
RECOMMENDATION:
Award a Professional Servic es Agreement to STC Traffic Inc. in the not to exceed amount of $58,628 to prepare the plans, specifications and environmental documents for the Highway Safety Improvement Program (HSIP), Cycle 10, High Intensity Activated Crosswalk (HAWK) Signal at Ramon Road and Avenida La Paloma; and authorize the City Manager to execute the contract.
BACKGROUND:
The City of Cathedral City performed a roadway and intersection safety analysis throughout the entire City and it was incorporated into the City’s Local Roa dway Safety Plan (LRSP) completed in the fall of 2021. While compiling data for the LRSP, the City applied for a Highway Safety Improvement Program (HSIP) Cycle 10 Grant to improve safety for pedestrian crossings on Ramon Road.
For this HSIP Grant, t he City proposed to install a High -Intensity Activated Crosswalk Beacon (HAWK) signal and median fencing in the vicinity of the intersection of Ramon Road and Avenida La Paloma as part of the HSIP Cycle 10 application. The purpose of a HAWK beacon would allow protected pedestrian crossings, stopping road traffic only as needed. The HAWK beacon is a type of traffic control alternative to a full traffic signal. The City has previously installed these devices along Dinah Shore Drive, east and west of Date Palm Dr ive. The median fencing is a n additional safety measure to deter pedestrians from illegally and dangerously crossing Ramon Road. A Vicinity Map of the proposed area for this HAWK signal is included in Attachment 1.
On March 26, 2021, Cathedral City was aw arded a $776,600 HSIP Cycle 10 Grant to install the proposed HAWK crossing and respective median fencing. The funds for the Preliminary Engineering Phase ($138,300) have subsequently been allocated by Caltrans on October 10, 2021.
DISCUSSION:

Following r eceipt of notification of the Grant award from Caltrans, Staff requested a Federal Project Number [HSIPL -5430(037)] and approval of funds to initiate the design of the HAWK beacon infrastructure. Staff received Caltrans’ approval of funding to proceed.
City Staff solicited RFPs for the design portion of HSIP, Cycle 10, HAWK Crossing at Ramon Road and Avenida La Paloma . The RFP for these services was posted on the City’s website on December 16, 2021 and advertised in the Desert Sun newspaper on December 22, 2021.
Within the RFP, firms specializing in this type of work were asked to provide their qualifications to be able to perform the work. Additionally, cost proposals were required to be provided in a separate, sealed envelope. All proposals were subm itted to the City by January 12, 2022, at 3:00 PM.
Seven firms responded to the RFP and are listed below:
• STC Traffic Inc. Carlsbad
• Kimley-Horn Indian Wells
• KOA San Diego
• Albert A. Webb & Associates Riverside
• Advantec Palm Desert
• General Technologies & Solutions Newport Beach
• Michael Baker International Palm Desert
Proposals were reviewed and evaluated and scored by Engineering Department Staff using Federal and State evaluation protocols . Based on the evaluations, STC Traffic Inc. (STC) was determined to be the most qualified consultant. Staff reviewed the cost proposal from STC and negotiated a not to exceed cost of $58,628, which is reasonable for the services to be provided and the valuation of the Project.
Staff is requesting City Council award a Professional Services Agreement to STC Traffic Inc. in the not to exceed amount of $58,62 8 to prepare the plans, specifications, and environmental documents for the HSIP, Cycle 10, HAWK Crossing at Ramon Road and Avenida La Paloma; and authorize the City Manager to execute the contract.
FISCAL IMPACT:
The HSIP grant is a 100% grant with no local match required. This Project is listed in the FY 2021 -22 and FY 2022 -23 Capital Improvement Plan ( CIP) as account 331-100- 150-156-8800-8802, project C08753 with an overall budget amount of $776,600.00.
