2.3 FAMILIARITY WITH CATHEDRAL CITY
STC was brought on board to condu ct Cathedral City’s Local Roadway Safety Plan and develop priority projects for inclusion in future HSIP grant opportunities. We conducted extensive data collection and analysis in Cathedral City. Collision data collected for a five-year period was aggregated, cross-referenced, and geolocated to the local street network in a Geographic Information System (GIS) to create a comprehensive data set and analyzed to identify citywide patterns and trends based on multiple factors.
This analysis allowed our team to identify priority signalized intersections, unsignalized intersections, and roadway segments throughout the City. Using a toolbox of safety countermeasures based on the California Strategic Highway Safety Plan (SHSP)’s 5 E’s of traffic safety – Engineering, Enforcement, Education, Emerging Response, and Emerging Technologies – we developed priority projects for upgrading safety lighting and internally illuminated street name signs (IISNS) to light-emitting diode (LED) and retro-reflective backplates at signalized intersections citywide; installing pedestrian hybrid beacons; and upgrading existing pedestrian crosswalks to include LED lighting, curb extensions, curb ramps, flashing stop sign beacons, high visibility striping, and upgrades to existing roadway signing and striping.
Ramon Rd & Avenida La Paloma was identified as a priority unsignalized location by the LRSP.

2.6 RELEVANT PROJECT EXPERIENCE
Signalized Pedestrian Crosswalk Projects
Z-Crosswalk for El Camino Real
City of Encinitas
STC prepared design plans for a staggered or Z- crossing crosswalk on El Camino Real to provide a signalized pedestrian crossing between shopping centers . El Camino Real is a prime arterial, carrying six travel lanes and divided by a raised landscaped median.
The previously uncontrolled left turns in the median would soon become untenable, as the City had approved plans for the construction of large Starbucks café with drive through capabilities. This was a challenging design that had to consider the traffic operations along the busy corridor and the ADA requirements for the crossing. Upon completion of the design plans, the City commissioned STC to perform an operations analysis of the corridor to ensure the most efficient phasing and timing operations for this complex traffic signal design.
Swami’s Pedestrian Crossing
City of Encinitas
A pedestrian traffic signal along Coast Highway 101 was required to accommodate the large pedestrian demands to access the popular Swami’s Beach. STC developed innovative design solutions including: a 20 -foot wide pedestrian crosswalk, new curb ramps extending out into Coast Highway 101 providing a large
refuge/wait area, and restriping in the southbound direction from two lanes to one lane . The restriping resulted in a shorter crossing distance for pedestrians, maintained the parking lane and adjacent Class 1 “beach cruiser” pathway and sidewalk, and added a Class 2 bicycle facility in the southbound direction.
Tamarack Ave Midblock Crossing
City of Carlsbad
STC completed the design for pedestrian improvements at Tamarack Avenue and Valley Street, a key intersection next to Valley Middle School and down the street from Magnolia Elementary School. The City was looking to reduce car speeding and increase the safety and visibility of people crossing the street to and from the schools. Improvements included the design of a HAWK signal to replace the existing rectangular rapid flashing beacon system. Other improvements included curb extensions on the west side of the intersection to encourage slower turning speeds, increase the visibility of pedestrians, and shorten the pedestrian crossing distance across Tamarack Avenue.
South San Francisco Station Improvements
Caltrain
As p art of the design efforts for station improvements, STC prepared the traffic signal plans for a HAWK signal for the station’s north crosswalk across Poletti Way. Design improvements for this project seek to improve bus and pedestrian access to the station.

STC Traffic, Inc. | Technical Proposal for HSIP-5430(037)/City Project: PN 8753 Page | 6 Lake Elsinore HSIP Traffic Signal Improvements
STC is currently providing professional PS&E and construction support services for traffic signal modifications, traffic signal timing, and Caltrans Local Assistance procedural support for eight existing traffic signals in the City of Lake Elsinore. The project involves implementing dilemma zone detection,
protected left- turn signal phasing, and installing flashing warning beacon assemblies. It is funded by an HSIP Cycle 8 grant through Caltrans. STC is providing project management, quality assurance/quality control (QA/QC), Caltrans Local Assistance support, field review, environmental clearance, traffic signal PS&E, traffic signal timing sheets, pre -construction and bid support, design construction support, and project close -out services.
Highway 101 Westside Improvements – Nasland Engineering Nasland prepared and processed a plan for traffic calming and streetscape improvements on Highway 101
throughout the city limits. The project’s design principle was to incorporate traffic calming but keep efficient traffic flow. Several project options were developed and analyzed for traffic impacts, effect of bypass traffic and brought to the community and City council for review and discussion.
After approval of the project design by the community, City Council, and the Coastal Commission, the result was an
innovative Complete Street Design embraced by the
community. The ultimate design included: a widened sidewalk area to promote walkability and street front business uses; angular parking to increase the overall amount of parking as desired by the business community, curb pop -out including areas for pocket -parks, art elements, water quality basins, and community gathering places; sharrow lanes to promote bicycle modes of transit; mid -block pedestrian crossings for connectivity to the east side of the Community; and narrower travel lanes for traffic calming.
The overall project design goals promote traffic calming, reducing vehicles speeds and promote walkability and bicycle use in the Community. The low contractor bid was approximately $6,000,000, which was within 1% of the engineer’s estimate and construction was successfully completed on time.

3.0 PROJECT UNDERSTANDING & APPROACH
Cathedral City was recently awarded a HSIP Grant to construct a High- Intensity Activated Crosswalk (HAWK) signal near the intersection of Ramon Road/Avenida La Paloma, to address pedestrian and bicyclist collisions between Candlewood Drive and Shifting Sands Trail. STC worked with City staff and the Cathedral City Police Department (CCPD) Traffic Division to document reported traffic collisions citywide during development of the Cathedral City LRSP. Analysis identified the project area as a high priority due to 11 collisions that occurred from 2015 - 2019, including one fatality, three severe injuries, one bicycle collision, and five pedestrian collisions. LRSP outreach to safety partners also revealed the area as a high priority for CCPD due to alcohol-use observed in pedestrians jaywalking across Ramon Road. CCPD received California Alcoholic Beverage Control (ABC) grant funding to reduce the number of alcoholic beverage sales to minors, obviously intoxicated persons, and illegal solicitations of alcohol. The CCPD Special Operation Section recently worked with CA ABC agents to identify retail establishments along Ramon Rd, near the project area, that were engaging in selling alcohol to minors.
The mid-block crossing location is proposed in the RFP on the west side of Ramon Rd/Shifting Sands Trail between the signalized intersections of Ramon Road/Landau Boulevard (approximately 960’ west) and Ramon Road/Whispering Palms Trail (approximately 345’ east). Construction of a midblock crossing with traffic signal control is in line with the land use element of the City’s General Plan which identifies access, safety, and appearance improvements of Ramon Road as a goal. However, the implementation of improvements must be considered with care as the Circulation Element of the City’s General Plan acknowledges that Ramon Road, west of Landau Boulevard , will exceed capacity even at the ultimate buildout of a six-lane cross section.
With construction costs on the rise in recent years, it is important to get the most value out of every dollar spent on improvements regardless of budget. To ensur e the City receives the best value for its money, the STC Team will evaluate the existing conditions of Ramon Road between Landau Boulevard and Whispering Palms Trail, observing vehicular, pedestrian, and bicycle activity, along with an identification of existing conditions, constraints, and opportunities. In the interest of providing the most value to the City, STC conducted a preliminary field review during preparation of this proposal and identified the following noteworthy items:
Figure 1
Proposal for Cathedral City - HSIP Cycle 10 HAWK Crossing at Ramon Road
STC Traffic, Inc. | Technical Proposal for HSIP-5430(037)/City Project: PN 8753 Page | 8 • The proposed location at Ramon Road and Shifting Sands Trail, provided in the RFP and shown as the red hatched area “A” in the figure above, may be problematic. If a HAWK signal is installed at this location, the limit line for eastbound traffic on Ramon Road would fall to the w est of the existing driveway that serves Outpost Market. When the HAWK signal is activated and pedestrians have a walk symbol, vehicles exiting Outpost Market onto Ramon Road could impede into the crosswalk and conflict with the pedestrians who assume they are protected and safe to cross. Proximity to Shifting Sands Trail may also cause confusion for vehicles making a northbound right onto Ramon Road.
Drivers would not have any indication of HAWK signal activations and may have difficulty deciding if it is safe to complete the right turn onto Ramon Road. The spacing of the crosswalk between existing signalized intersections may also make effective vehicle progression on Ramon Road difficult. When installing a new traffic signal, uniform spacing to existing upstream and downstream signals is desired. • A more ideal location for the mid-block crossing may be west of Candlewood Drive, shown as the blue hatched area “B” in the previous figure. There are no driveways that would cause conflicts with the crossing. The location allows for more offset between the midblock crossing and the side street at Candlewood Drive than at Shifting Sands Trail. The location is also more centrally located between the signalized intersections at Landau Boulevard and Whispering Palms Trail, providing better vehicle progression on Ramon Road. During preliminary field observations, STC observed pedestrians at the bus stop on the south side of Ramon Road near Landau Boulevard disembarking buses, crossing to the north side of Ramon Road directly across from the bus stop, and proceeding east. This location is closer to the existing bus stop and could better prevent these illegal crossings. The roadway and median geometry at this location also allow for more flexibility in configuration of th e pedestrian crossing, which are shown in high level concepts below. Option one includes a straight crossing along Ramon Road that would be completed in a single phase. Option two includes a staggered or “z” crossing, which would be completed in two phases. Staggered crosswalks enable pedestrians to only focus on one direction of traffic at a time and directs them to always be facing oncoming traffic.
The STC Team will evaluate the existing operations of Ramon Road in greater detail at the onset of the project and will produce a Basis of Design (BOD) document to further analyze and determine the preferred crossing location, configuration, and traffic signal control type, which is further explained under task 2.3 in the project scope. Our team is well suited for this type of work and has worked on very similar projects in multiple jurisdictions. We are excited for the opportunity to continue a great working relationship with Cathedral City.
