Subject: Task Order Proposal: Dream Homes Park Grant and Project Support Services through construction bid evaluation process.
MVR Consulting is pleased to provide this Task Order Proposal to provide grant and project support services for the Cathedral City’s Dream Homes Park project, which was awarded a Proposition 84 Statewide Park Program (SPP) Round 4 Grant in December 2021.
MVR Consulting wrote the successful SPP Grant for the Dream Homes Park and has a strong record providing support to Cathedral City for State Parks Grant funded projects. For example, MVR Consulting provided grant and project support services for the award-winning Cathedral City Community Amphitheater funded through a Land Water Conservation Fund (LWCF) Grant and the City’s Ocotillo Park funded through a Round 1 SPP Grant.
MVR Consulting also provided grant services and managed the $64 million Cathedral City Cove neighborhood sewer, street, water, and storm drain project awarded the 2007 League of California Cities Helen Putnam Public Works Project Grand Prize, and worked on the Dream Homes sewer, street and water line project, providing community outreach and grant services.
Below is MVR Consulting’s outline for this Task order to provide grant and project support services for the Dream Homes Park SPP Grant project:
Task Order Services:
I. Dream Homes Park Grant Services:
• Coordination of State Parks Grant Agreement documents. • Coordination, preparation, and submittal of required State Parks Department Progress Status Reports. • Assistance with preparation of the City's Grant Reimbursement Request Forms. • Review and assist the City with including State Park Grant requirements in related City contracts. • Liaison and regular contact with State Parks Grant Administrator. • Coordinate and provide support for project meetings.
II. Dream Homes Park Project Support Services:
• Assist Director of Engineering/Public Works with project development and scheduling. • Evaluate alternatives to compress design and construction schedule to meet grant time-frames, including evaluating design-build alternative versus conventional design-bid-construction process. • Evaluate current approved grant budget with current increases in construction material, supply, and labor. • Provide coordination with Dream Homes Park partnerships as project moves to construction. • Assist with Dream Homes Park Design and Engineering Request for Proposal (RFP) • Coordinate and participate in Design and Engineering selection process.

• Coordinate the required SPP Grant sustainability features in the park design. • Coordinate with Urban Conservation Corps of the Inland Empire as part of SPP Grant requirement. • Help Director of Engineering/Public Works with inter-agency coordination and permitting processes. • Coordinate labor compliance consultant services to Cathedral City for the project’s construction phase. • Assist Director of Engineering/Public Works to evaluate and analyze construction bids for the project. • Assist with monitoring project schedule, budget, and cost expenditures within the Cathedral City process, including working Engineering/Public Works and Administrative Services Departments.
