City Council

Item No. 6.D

Meeting Date: March 23, 2022
From: John Corella, Director of Engineering/Public Works Title: Contract with Petrochem Materials Innovation, LLC (PMI) for REAS Projects within the Century Park Neighborhood, Ram on Road east of Date Palm Drive and Corral Road east of
Cathedral Canyon.

City Council

RECOMMENDATION:

Approve a contract with Petrochem Materials Innovation, LLC. for $944,045 to supply and apply Type II Rubber Emulsion Aggregate Slurry (REAS) in the C entury Park Neighborhood, on Ramon Road east of Date Palm Drive to Da Vall Drive City limits, and on Corral Road east of Cathedral Canyon Drive including traffic control, crack sealing and striping; and, approve a fifteen percent (15%) contingency in the a mount of $141,608 for unforeseeable construction costs, making the total encumbrance $1,085,653; and, authorize the City Manager to execute the required contract documents.

BACKGROUND:

Since 2015, the City of Cathedral City has used Type II, Rubberized Emulsion Aggregate Slurry (REAS) as its primary pavement maintenance surface treatment to preserve the asphalt on public streets because of its durability and longevity. As part of the City’s multi -year Pavement Management Program, REAS is the primary surface application used to preserve five to seven -year-old streets and an integral surface application to prolong older streets that will need reconstruction in the five to seven years.

In addition, The City has been able to “piggyback” and secure the low est prices available for REAS b y contracting with Petrochem Materials Innovation (PMI) and receiving the same prices as the City of Los Angeles’ multi -year bid pricing structure contract. The benefits of piggybacking on this contract ha ve allowed our City to receive the same unit price per gallon for PMI’s material and equipment as the City of Los Angeles; thereby, providing significant savings for Cathedral City.

DISCUSSION:

Staff is proposing to REAS Century Park Neighborhood streets, Ramon Road east of Date Palm Drive and Corral Road east of Cathedral Canyon . Maps of the REAS

application areas are attached to this Staff Report.

The scope of REAS work in the Century Park Neighborhood will include roads within AD 2001-01, as well as the roads outside of AD 2001 -01 within the same neighborhood .

Crack sealing will precede the REAS application work and the street striping (includes markings) will occur subsequent the REAS application work. This work is budgeted in the FY 2021 -22 Capital Improvement Progra m (CIP) as a combination of available AD 2001-01 funds (to be used only within AD 2001 -01) and SB 1 /RMRA funding. Please note that the i nternal streets in the area bounded by 30 th Avenue, Da Vall Drive, McCallum Way and Santoro Drive that are not receivin g a REAS application will be reconstructed, and this will be presented to the City Council for approval at a later date.

The REAS work on Ramon Road will extend from Ramon Road east to the City’s City limits on both north and south sides of the street med ian. Again, crack sealing will precede the REAS application work and the street striping (includes markings) replacement will occur subsequent the REAS application work. This work is listed in the FY 2021 -22 CIP and is proposed to be funded from the City ’s Maintenance of Effort (MOE) funding from the City’s General Fund as an obligation to continue to receive SB 1/RMRA funding.

The REAS work on Corral Road will extend from Cathedral Canyon east to Date Palm Drive and cover the entire street. Again, crack sealing will precede the REAS application work and the striping (includes markings) replacement will occur subsequent the REAS application work. This work also is listed in the FY 2021 -22 CIP and is also proposed to be funded from the City’s Maintenance of Effort (MOE) funding from the City’s General Fund as an obligation to continue to receive SB 1/RMRA funding.

PMI has evaluated the condition of the proposed streets with City Staff and has determined the REAS application will have an average spread ratio of approximately ten (10) square feet per gallon. Based on this evaluation and subsequent calculations, PMI prepared a cost estimate that includes the price of the slurry, machinery, and labor. The cost estimate also includes traffic control, crack sealing and striping replacement.

PMI cost estimate includes the coordination of traffic control to reduce any vehicular and pedestrian inconveniences throughout the duration of this Project. Each resident and business along the route impacted by this work will receive a Construction Notice from PMI prior to the commencement of the work.

Staff has already informed the City’s local utilities regarding this scope of work. Burrtec and Sunline Transit have also been contacted by Staff to coordinate their tras h and bus schedules, respectively, to accommodate the work being completed. PMI will also confirm with the above utilities and service providers on the exact dates of when the work will occur.

Staff requests City Council approve a contract with Petrochem Materials Innovation, LLC. for $944 ,045 to supply and apply Type II Rubber Emulsion Aggregate Slurry (REAS) in the Century Park Neighborhood, on Ramon Road east of Date Palm Drive to Da Vall Drive City limits, and Corral Road east of Cathedral Canyon Driv e including traffic control, crack sealing and striping; and, approve a fifteen percent (15%)
