Meeting Date: April 13, 2022
From: Katherine Fuentes, Assistant City Manager
Title: Amendment No. 1 to the MKASHIWAGI CONSULTING LLC Professional Service Agreement
City Council
RECOMMENDATION:
Approve Amendment No. 1 to the MKASHIWAGI CONSULTING LLC Professional Service Agreement for a total not-to-exceed Phase II contract amount of $195,000.
BACKGROUND:
On January 22, 2022, the City Council held a Planning and Goal Setting Workshop to establish the City ’s 2022 priorities. On February 16, 2022, the City Council adopted Resolution 2022-09, to memorialize the priorities discussed in the goal setting session.
As described in the resolution, many of the goals identified by the City Council can be achieved with existing resources, however, in those cases where additional resources are required, the staff would present City Council with options via the budget amendment process.
As it relates to the Engineering & Public Works Departments, various priorities we re identified to be completed in 2022. Some of these City Council priorities and/or Departmental Work Plan Initiatives included:
• Develop an electric vehicle transition plan to comply with upcoming State mandates and include consideration of publicly accessible charging stations. • Complete a Pavement Management Program update.
• Bridge the digital divide by proposing citywide broadband infrastructure. • Utilize additional consultants for staff augmentation; and, • Complete design and construction on various Capit al Improvement Projects (CIPs).
In February 2022, the City Manager executed a Professional Service agreement under his authority with MKASHIWAGI CONSULTING LLC (MKC) for Phase I of a two -part public works assessment proposal. Phase I was designed to provi de an independent review of the structural, functional, and operational responsibilities within the Engineering & Public Works Department. Although this review was independently

performed, it was critically important to include the input, participation, an d organizational knowledge of the staff who perform the work and provide services with pride and dedication to Cathedral City. The initial assessment included gaining a thorough understanding of the current engineering, operations, and maintenance activities performed by the department . Phase II will include providing solutions to the Departments most pressing challenges.
DISCUSSION:
MKC will be represented by Michael Kashiwagi, P.E., a licensed civil engineer with over 42 years of experience in local gov ernment ranging from the City of Sacramento to the Cities of Eastvale and Wildomar. Phase II will provide ongoing support to the Engineering & Public Works Department, as well as manage special projects assigned by the City Manager’s Office. Tentatively, these projects may include:
• Pavement Management Update
• Citywide Broadband Project
• City Fleet Assessment
• Creation of a Development Services Process/Strike Team • Creation of a Five-Year CIP Program/Budget Plan
A core principle driving this effort is the beli ef that, for any organization, the ability to identify and implement meaningful and sustainable initiatives to improve service delivery and responsiveness must be based upon consensus, collaboration, and partnership.
Accordingly, the desired outcome is to partner and build consensus that provides meaningful support and operational alternatives to better align organizational capacity and resources with workload and expectations. Management’s focus is to also validate, guide, and identify meaningful support for services provided by the Engineering & Public Works Department.
FISCAL IMPACT:
The proposed Amendment No. 1 to the Professional Service Agreement with MKASHIWAGI CONSULTING LLC is for a total not -to-exceed contract amount of $195,000 for a period of one year. This includes all travel expenses. A General Fund budget amendment, as outlined in the table below, is being proposed. If the City moves forward with the Citywide Broadband Project, there are additional non -General Fund funding sources available to offset the cost of this contract.
