Item No. 3.G
Meeting Date: May 25, 2022
From: George Crum, Police Chief
Title: Purchase of one vehicle for East PACT
City Council
RECOMMENDATION:
Approve supplementing the allocated PACT funds with additional funding from the vehicle replacement fund and payment of a deposit, if necessary to hold a vehicle, pending Council approval of the purchase on a future agenda.
BACKGROUND:
The executive board of the Eastern Regional Post Release Accountability and Compliance Team (PACT), authorized funds to purchase a vehicle for PACT use. Staff has been researching different vehicle options and due diligence will be done in locating vehicles that would meet the requirements for PACT.
On April 27, 2022, Council approved an addi tional Sergeant position to East PACT. The Sergeant will oversee the unit and also be assigned a vehicle.
Staff is seeking approval for the purchase of one vehicle to be assigned to the Sergeant assigned to East PACT. This vehicle will not be operated as a typical marked patrol vehicle. The PACT team operates in a semi -covert fashion and the ability to surveil and approach those on Post Release Community Supervision in unmarked and non -descript vehicles is important. This vehicle would serve that purpose.
During the past several months, staff has attempted to purchase vehicles on two different occasions from auto dealerships. Due to the extended time it takes to bring the purchase to council, neither dealership was willing to hold a vehicle for an extend ed period.
DISCUSSION:
The new vehicle will be assigned to the East PACT Sergeant who council approved to join the team at the April 27, 2022, meeting. The vehicle will be outfitted with all the necessary emergency equipment to ensure compliance with all California Vehicle Codes covering emergency vehicles and their operation.

The amount needed to purchase this vehicle will come from the previously approved PACT MOU termination funds and the Police Department’s Vehicle Replacement Fund.
In 2020, the Cor ona Police Department was the fiscal agent for PACT fund distribution and terminated their MOU as the fiscal agent. This MOU termination resulted in Cathedral City receiving a check in the amount of $23,638.01 to be used for the purchase of a PACT vehicle.
FISCAL IMPACT:
The purchase of this vehicle will vary in cost as the car market has been fluctuating over the last few months.
$23,638.01 will be used and additional costs will be covered through the vehicle replacement fund approved in our annual bu dget. I am asking for vehicle purchase approval not to exceed $46,000.
