BACKGROUND:
Desert AIDS Project (DAP) Health was founded as an all-volunteer response to the HIV and AIDS epidemic in 1984. They have since relied on volunteers to assist in their mission to serve the health needs of the community. Volunteers help in the following ways:
•Help plan and support DAP staff during events like Desert AIDS Walk, Steve Chase Humanitarian Awards, and Dining Out for Life.
•Assist with special Wellness programs at DAP, by providing skills to clients.
Examples include volunteer hairstylists, volunteer yoga teachers, volunteer Reiki master or light workout physical trainers.
•Assemble safer-sex kits for distribution to the community. •Cashiers, processing, and customer service at all Revival Stores.
Each year, DAP hosts a Volunteer Appreciation Dinner, where the volunteers are the stars – no matter the hours they’ve served – while DAP staff and employees take on volunteer duties.
DISCUSSION:
DAP would like to hold the private annual Volunteer Appreciation Dinner outdoors at the Cathedral City Community Amphitheater on Sunday, April 2, 2023 from 4 pm to 6:30 pm. They expect 300 – 350 attendees who will select meals from food trucks and listen to DJ music until the awards portion of the event begins. They are not planning to serve alcohol. They will contract directly with all food trucks and party equipment and services. Set-up will begin at 12 noon and teardown completed at approximately 8:00 pm. They will abide by all applicable regulations and ordinances.
FISCAL IMPACT:
DAP has agreed to the non-profit amphitheater rental rate of $2,500 per day. They agreed to the Special Use Permit application fee of $510 but would hope that a councilmember(s) might use their discretionary funds to offset the $510 application fee due to the worthiness of the organization and reason behind the dinner. The number of guests at the dinner allows for them to simply use the permanent restrooms and they will have a bathroom attendant to make sure there are enough supplies, and the restrooms remain clean. They have also agreed to utilize the City’s sound and lighting technician for the amphitheater at a rate of $75 per hour. They will provide all general liability insurance requirements covering the city.
