BACKGROUND:
On May 25, 2022, City Council approved amendments to the regulations covering salary and benefits for non-represented employees. Changes to the City Manager’s salary and benefits were not encompassed within those amendments.
The City Manager’s salary and benefits are covered by a January 22, 2014, Employment Agreement (the “Agreement”) and later amendments of that Agreement.
Proposed adjustments to the Agreement are now presented to the City Council for consideration.
DISCUSSION:
The following are proposed amendments to the City Manager’s benefits. The one-time supplemental pay and increase in health benefits are not proposed as amendments to the actual Agreement for the reasons stated below:
•Supplemental Pay: A $15,000 one-time, non-Persable supplemental bonus payable on August 23, 2022. This amendment does not need to be incorporated into the Agreement because it is a one-time payment.
•Health Benefit: It is recommended that effective January 1, 2024, and January 1, 2025, the contribution toward insurance be increased as follows:
Category Current Cap
Effective 2020
Effective January
1, 2024
Effective January
1, 2025
Unit Member Only $930 $965 $1000
Unit Member + 1 $1800 $1875 $1950
Family $2300 $2450 $2600
This amendment does not need to be incorporated into the Agreement because this increase is reflected in the regulations covering salary and benefits for non- represented employees and Section 4.b of the Agreement provides that the City Manager shall receive medical, dental and vision benefits on the same terms and conditions as provided to the non-represented employees. •Holidays: Receive all the same paid holidays as provided in the Annual Holiday Council Resolution, capped at 144 hours total.
•Deferred Compensation: Increase the City’s annual, pro-rated contribution to the deferred compensation plan by $229.84 to $16,429.84. The Employee’s matching contribution will also increase to $1,429.84.
FISCAL IMPACT:
A budget adjustment will be processed for the $15,000 one-time, non-Persable supplemental pay.
