BACKGROUND:
On October 27, 2021, City Council authorized Task Order 04 for NAI Consulting, Inc. (NAI) to provide design services for the Via De Anza Street Improvements Project to address the lack of proper drainage and sidewalk facilities as well as to remove or relocate unpermitted private improvements from the City’s right-of-way. While the project was originally to be constructed in one phase, the Coachella Valley Water District’s (CVWD’s) request to install a new watermain on the east side of the street prior to the City’s overlay of Via De Anza necessitated splitting the Project. To accommodate CVWD’s request, the Engineering Staff decided to implement the Project in three (3) phases improving one half of the street at a time. Phase I is currently under construction and consists of street improvements along the west side of Via De Anza between Dinah Shore Drive and Olancha Road with infill portions on both Olancha Road and Via Altamira. Under Task Order 04 NAI was able to complete 30% plans for the remaining two (2) phases.
Phase II will take place on the east side of Via De Anza from Dinah Shore Drive to Ortega Road, while Phase III will take place on the east side of Via De Anza north of Olancha Road to Ortega Road and include the north and south side of the Arrowhead Road cul-de-sac east of Via De Anza as indicated in the attached map.
As in Phase I the Via De Anza neighborhood is identified as an area of low–and– moderate income, thus eligible for street improvements from the City’s Community Development Block Grant (CDBG) program for Public Infrastructure. The CDBG program provides communities with resources to address a variety of community development needs by revitalizing neighborhoods, promoting economic development, and providing improved community facilities and services.
DISCUSSION:
NAI the City’s On-Call Engineering Support contractor was asked to complete the design services for the Via De Anza Street Improvement, Phase II and Phase III, Project. NAI will prepare new plan sheets using a combination of existing plans as well as a recent field survey of the public and private improvements by Fomotor Engineering during Phase I of the project.
Plans will include design for curb, gutter, and sidewalk for Phase II on the east side of Via De Anza from Dinah Shore Drive to Ortega Road and Phase III on the east side of Via De Anza north of Olancha Road to Ortega Road and include the north and south side of the Arrowhead Road cul-de-sac east of Via De Anza. When the design is complete, Phase II will be placed under construction during the FY 2022-2023 and Phase III will be placed under construction during the FY 2023-2024.
Under their existing on-call design services contract NAI provided a quote for Task Order 09 in the amount of $38,400 to complete design of the streets as shown on the attached Project location map.
Staff is requesting the City Council to authorize the Director of Engineering/Public Works to execute Task Order 09 in the not to exceed amount of $38,400 to NAI Consulting, Inc. for the engineering design services for the Via De Anza Street Improvement Projects Phases II and III.
FISCAL IMPACT:
Funding for the Project was listed within the 2022 CDBG Annual Action Plan and subsequent Administrative Amendment in the total project amount of $387,119.
The $38,400 for these design services will be funded from the above amount, thus leaving the remaining balance of $348,719 available for the construction of the Phase II Project.
