BACKGROUND:

Cathedral City is a member of the League of California Cities. Each year the League holds an Annual Conference. This year the Conference will be held September 7-9, 2022, in Long Beach at the Long Beach Convention Center.

DISCUSSION:

An important part of the Annual Conference is the Annual Business Meeting, which will be held on Friday, September 9, 2022, at 12:30 p.m. At this meeting, the League membership will consider and take action on resolutions that establish League policy.

In order for Cathedral City to vote at the Annual Business Meeting, Council must designate a voting delegate and up to two alternates.

Procedures have been established that are intended to ensure the integrity of the voting process at the Annual Business Meeting and are attached in the letter dated June 1, 2022 (Attachment A). As indicated in the letter and consistent with the League bylaws, it is requested that the City Council, by resolution, designate a voting delegate and alternates to represent the City at this meeting. This resolution must be submitted to the League no later than September 2, 2022. Typically, the Mayor is designated as the Voting Delegate and the Mayor Pro Tem as the Alternate. Mayor Ernesto Gutierrez and Mayor Pro Tem Rita Lamb are both planning to attend the conference this year.

Attached for Council’s consideration is a Resolution (Attachment B) which includes the designation of Mayor Ernesto Gutierrez as the Voting Delegate and Mayor Pro Tem as the alternate, which will satisfy the League’s requirements enabling Cathedral City to participate in the Annual Business Meeting.
