Subject: Task Order 09: Engineering Design Services – Phase II & Phase III Proposal to Prepare Plans for the Construction of Curb, Gutter, and Sidewalk on Via De Anza and Arrowhead Road
Dear:

Mr. Corella
NAI Consulting, Inc. (NAI) is pleased to submit this lump sum, not to exceed, scope of services to provide Phase II & Phase III engineering design services for the preparation and revision of plans to construct curb, gutter, and sidewalk on Vi a De Anza and Arrowhead Road.

PROJE
CT UNDERSTANDING, APPROACH, AND SCOPE OF WORK:

Thi
s project is a continuation of the Via De Anza improvements south of Olancha Road. NAI shall prepare new Plan Sheets using a combination of existing plans, existing base data, and new base data. Phase II & Phase III plans will include curb, gutter, and sidewalk on the east side of Via De Anza from Ortega Road to Dinah Shore Drive; and, north and south side of Arrowhead
Road from Via De Anza to east end of cul-de-sac. NAI will prepare the plans for submission to the City of Cathedral for review and approval. We assume three (3) agency reviews and a total of eleven (11) plan sheets. The set is anticipated to include: Title Sheet/ Typical Sections/Details (4); Plan and Profile Sheets (5); and Utility Plan Sheet (2).

The eas
t side of Via De Anza from Ortega Road to Dinah Shore Drive will be widened to the ultimate condition. The existing profile will remain in place to the furthest extent possible with the widening joining the existing edge of pavement. During preliminary review it appeared that there may be private improvements (mailboxes, walkways, landscaping, etc..) within the right of way that will be impacted. NAI will work with the City to identify the impacts and mitigations.

The north and south side of Arrowhead Road will be widened to the ultimate condition from Via De Anza to east end of cul-de-sac. The existing profile will remain in place to the furthest extent possible with the widening joining new improvements.

The plan and profile sheets will illustrate the widening with curb, gutter, sidewalk, curb ramps, mail box relocation, private improvement mitigations, and driveway approaches; and include the top of curb profile. The design will take into account the existing driveways to ensure positive drainage toward the roadway is met within the City’s right of way. Signing and striping will be shown on the plan and profile sheets. The utility sheet will be revised to include any additional utility adjustments as required. It is assumed the utilities can be adjusted and that the Utility Companies will be responsible for any design or construction costs . Utility record drawings and Atlas Maps have been received. Utility coordination includes sending the Plans with as sumed impacts.
2 NAI will prepare plans based on the requirements set forth by the City of Cathedral City, the County of Riverside, the Greenbook, and the 2014 California Manual on Uniform Traffic Control Devices (CA MUTCD).

Included in this scope of work is project coordination and meetings to set the initial project approach and to work with the City during their review to ensure the anticipated schedule is maintained. Also included in this scope is for NAI to perform two (2) field visits to help ens ure the plans will be constructable.

Survey was performed by FoMotor under their separate On-Ca ll Contract with the City during Phase 1.

City Staff has informed NAI, Phase II will be placed under construction during the FY 2022-2023 and Phase III will be constructed during FY 2023-2024.
