I have been a City Planner since 1986 and have always wanted to serve my community as a Planning Commissioner and this opportunity is the right time for me to provide Community Service.
I have a Bachelor's Degree in Geography from Florida State University and a Master's Degree in City Planning from Hunter College which is part of the City University of New York.
My work history includes 17 years with the City of Redlands, 9 years with the City of Cathedral City, 4 years with the City of Desert Hot Springs, and 6 years with the Altum Group which is a private Engineering Firm in Palm Desert. In these jobs I have had experience with the California Environmental Quality Act (CEQA), Design Reviews, Architectural Review, Site Planning, and working with Commissions and Committees in each public sector job I have held. In addition, I am a member of the American Institute of City Planners (AICP).
Besides my professional background | have a strong desire to help the City continue moving into the future with projects that will contribute to tax revenue and benefit the Citizens of the Community. I would be fair to each applicant and make sure it is the best project possible by providing appropriate amenities on site with landscape and architecture.

RE: Planning Commission Application
Dear Members of the City Council,
I submit this letter in support of my application for an appointment to the Cathedral City Planning Commission. My family and I will have lived in the city for twelve years in July 2022. Throughout this time, we have been fortunate to witness the many extraordinary and transformative changes that have occurred in our city. As a parent and homeowner in our community, I sincerely wish to be a part of this momentum in the future and am eager to do my part continuing the great progress that has been made in recent with respect to the development of our city.
Over the years in my work as an attorney, I have developed familiarity with, and acquired knowledge in, a number of areas that would prove useful to me if appointed to the Planning Commission. For example, I have worked on legal matters involving property rights, land-use regulations, homeowners' association rules and regulations as well as matters affecting the conduct and running of public boards and commissions.
In closing, I am mindful of the significant responsibility with which members of the Planning Commission are entrusted and I would enthusiastically and humbly strive to achieve serve our city and its residents in this role.
Thank you in advance for your consideration of my application.
Best Regards,
Crikola n. Manlean

Thank you for your willingness to serve your local government and community.
Thank you for the opportunity to apply for a position on the Cathedral City Planning Commission.
I discovered a passion for city planning in 2016, when I was elected Transportation Chair of the Hollywood Hills West Neighborhood Council (HHWNC) in the city of Los Angeles. Neighborhood Councils are the most grassroots form of elected city government in the City of Los Angeles, connecting citizens to city hall and city departments. Neighborhood Councils advise the city on issues important to constituents, including housing, land use, public safety, parks and transportation. Hollywood Hills West NC represented approximately 48,000 stakeholders (residents, property owners and businesses).
As Transportation Chair, and later as Infrastructure Chair, I was a member of the Planning and Land Use Committee (PLUM). I quickly learned how important a role it plays in shaping the present and future of our neighborhoods and the city at large. I quickly became a valued and respected member of PLUM.
On the PLUM Committee, we reviewed and advised on a wide variety of projects. We made recommendations on new and renewing liquor licenses, apartment projects, hotel projects, multi-use developments and more. Prior to our meetings, I would frequently walk the project sites, looking at traffic patterns, side and rear setbacks, comparative height/density of nearby structures and neighborhood character. I spent hours reading and fact-checking Draft Environmental Impact Reports (DEIRs) and Mitigating Negative Declarations (MNDs). I worked closely with two city council offices and their staff, the Los Angeles City Department of City Planning (and their various divisions), the Department of Transportation, the Los Angeles Police Department, residents, business owners and other city officials to both serve constituents and ensure that proposed projects were the best possible fit for their neighborhoods and the city.
In addition, I served on the Council's Hollywood Community Plan Update ad hoc committee and drafted the written response to the Plan's DEIR from HHWNC. I also participated in the Neighborhood Council Sustainability Alliance to further sustainability and resilience in Los Angeles.
I think with my experience, I would be a strong asset to Cathedral City's Planning Commission. As a recent (one year) homeowner and full-time resident, I have already taken an interest in city government by attending most City Council meetings and providing public comment when I felt it could be helpful to the councilmembers. I would like the opportunity to formally serve our city by bringing my expertise to the Planning Commission, and help plan and grow our city in a way that benefits everyone.
Thank you so much for your consideration.
Regards,
Danielle Mead
