SUMMARY OF CHANGES:
The City of Cathedral City is proposing an Administrative Amendment to its Fiscal Year (FY) 2022-23 Community Development Block Grant (CDBG) Annu al Action Plan (AAP) to allocate remaining and unused CDBG/CDBG-CV funds to supplement the Via De Anza Phase II Pro ject and the Cathedral City Senior Center. Un der the City’s adopted Community Participation Plan, any programmatic changes under $60,000 will only require an Administrative Amendment.
The Amendment will allow for adjustments to the AAP so that these activities are properly accounted for within the fiscal year in which the federal funds were made available.
The proposed Amendment will:
• Allocate remaining CDBG funds to Via De Anza Street Improvements Phase II Project in the FY 2022-23 AAP
• Allocate remaining CDBG-CV funds to Cathedral City Senior Center in providing various services to the elderly, especially impacted by Covid.
The approval of the proposed Administrative Amendment to the FY 2022-23 AAP will allow the City t o utilize any unused CDBG/CDBG-CV funds, improve the City’s federal spending ratio and continue to mitigate the effects of the Corona Virus of the City’s most vulnerable populations.
PROPOSED ACTIVITIES:
On June 22
nd 2022, the City Council approved the FY 2022-23 CDBG Annual Action Plan for submittal to the U.S. Department of Housing and Urban Development (HUD). This AAP had $12,865 of unallocated CDBG-CV funds. At the end of 2021-22 fiscal year (June 30, 2022), the City had unspent prior year CDBG funds totaling $19,468.91 and unspent prior year CDBG-CV funds totaling $31,757. The City is required to amend the FY 2022- 23 AAP in order to reprogram any prior year funding.
City Staff is proposing to utilize the remaining entitlement CDBG funding to supplement the Via De Anza Street Improvement Phase II Project. Project will include design for curb, gutter, and sidewalk for Phase II on the east side of Via De Anza from Dinah Shore Drive to Ortega Roa d, located in Census Tract 449.15. Any unallocated and/or remaining CDBG funding from previous years can only be allocated to public improvements as the City cannot exceed its annual required cap allowances for administrative (no more than 20%) and public service (no more than 15%) expenses.
Additionally, o f the remaining prior year CDBG -CV funds, City S taff is recommending reprogramming $18 ,500 to support Cathedral City Senior Center (CCSC) in providing various services to the elderly, especially impacted by Covid. As the pandemic continues, the CCSC has seen a substantial growth from City residents in need of their services. For CDBG-CV funding, there is no cap allowance for public services.
By programming the unused/unallocated CDBG-CV funding to CCSC, the City will be able to continue to provide services to the City’s residents impacted by the Corona Virus through the 2022-23 fiscal year. By not amending the AAP, the City will limit its Corona Virus assistance and funds will be at risk of recapture due to nonuse.
OVERALL BUDGET:
For FY 2022-23, the City was awarded $6 15,619 from HUD to fund public services and public improvements. Under HUD guidelines, entitlement grantees must allocate no more than twenty percent (20%) of the entitl ement on administrative activities; no more than fifteen percent (15%) on public service activities and programs; and, the remaining budget, typically sixty-five percent or more, on public improvements.
The City also had unspent prior year CDBG funds totaling $19,468.91 and unspent prior year CDBG CV funds totaling $31,757. Of the unspent CDBG -CV funds, the City is proposing to reprogram $18,500 to support the CCSC in providing various services to the elderly, especially impacted by Covid. The remaining funds from CDBG -CV will supplement the Via De Anza Street Improvements Phase II Project.
