BACKGROUND:
Century Park opened July 4, 1990 is located is the northeastern portion of Cathedral City south of Interstate 10, and more specifically at the northwest intersection of Century Park Drive and DaVall Drive, ¾ of a mile north of Ramon Road within the Century Park Neighborhood. A portion of Century Park is allocated to a retention basin that serves the Century Park Neighborhood’s and regional pass-through storm waters.
This 5-acre park currently includes the following amenities:
• Women and men’s restrooms.
• 1 tot lot play structure area.
• 1 tennis court.
• 1 baseball field (located within a retention basin).
• 1 large shade structure with picnic tables and BBQ stand.
Cathedral City Page 2 of 5 Printed on 8/23/2022
• 3 medium shade structures with picnic tables and BBQ stands per unit.
14 years after the park was opened, in June of 2004, Cathedral City spent $103,000 to replace the tot lot play equipment and install rubberized soft-surfacing.
In the Spring of 2022, the tot lot play structure slide was vandalized beyond repair and needed to be replaced. An evaluation of replacing the slide included an evaluation of the other components that make up the tot lot play equipment with overall safety in mind. Staff determined in this evaluation that the other components of the tot lot play equipment needed replacement as well . Additionally, Staff reviewed other amenities around the park in general and determined that the existing tables, benches, and grills need to be replaced and the existing shade structures roof systems over the existing picnic areas need to be replaced.
As part of the approved Budgeted FY 202 1-22 and 2 2-23 Parks Improvement and Maintenance Plan, Staff is bringing forward these Critical Maintenance and Park Upgrade Projects , which include the tot lot soft surfacing topcoat replacement, tot lot play equip ment re furbishing, the installation of a new shade structure over the tot lot play equipment, and the replacement of the existing deteriorating shade structure roof systems over the picnic areas for approval in this Staff Report. Staff is proposing to incorporate the other above cited repairs and/or replacements with th e following proposed work.
DISCUSSION:
Century Park Play Equipment and Soft Surfacing
Public Works Staff has been working with Miracle Recreation Company (Miracle) , the playground supplier that installed the original tot lot play equipment at Century Park in 2004 and the tot lot play equipment at Panorama Park, on costs for either upgrading the existing Century Park tot lot play equipment or replacing it completely with new equipment. Note: Miracle has a cooperative contract with Sourcewell , which is a centralized procurement/service in which federal/state/local government agencies can directly purchase items/equipment , knowing that the prices quoted are the lowest available from large procurement bids.
Staff received a $180,000 quote for the replacement of the tot lot playground equipment and repair of the rubber soft surfacing topcoat. Even at cooperative purchasing prices, Staff chose a more conservative option to refurbish the existing tot lot equipment to achieve the same overall goal for a significant savings. The Project will include the refurbishment of the play equipment, which is the process of replacing all the tot lot play equipment decks, stairs, and tot lot play components, leaving the posts and footings in place and replac e the existing pour -in-place rubber surfacing topcoat with new ½” surfacing made from recycled tires for a cost of $116,834.35.
As the existing tot lot posts and foundations will remain in place , and before the installation of the new decks, sta irs and play comp onents, the posts will be repainted.
The existing swings and freestanding climber will be repainted and not replaced.

Century Park Shade Structure
Public Works Staff is working with USA Shade & Fabric Structures , Inc. (USA Shade) which is the company that installed the shade structures at Ocotillo Park, Amphitheater and Panorama Dog Park. USA Shade also has a cooperative contract with Sourcewell.
Staff is proposing to install a super span pyramid multi -level multi-panel shade structure over the Century Park tot lot play equipment. This is proposed to be the same style that is currently located over the children’s play equipment at Ocotillo Park. The plus in moving forward with this multi-level multi-panel shade structure is the appeal of the aesthetics and its maintenance friendly design. I f vandalism or deterioration of a single shade panel occurs, the city will only be replacing the specific panel and not the entire shade covering.
This shade structure will cover only the tot lot play equipment and not the swings or the free-standing climber at the south and north ends, respectively. These latter two pieces of playground equipment currently receive shade from the nearby tre es and restroom structure.
Install a new shade structure over play equipment $110,824.03
USA Shade quote is attached and includes paying prevailing wages for installation.
Century Park Picnic Tables, Sitting Benches and Grills
After Public Works Staff’s assessment of Century Park’s existing picnic tables , sitting benches and BBQ grills, Staff determined that the se would need to be replaced based on their condition s and lack of repairability. The proposed picnic tables and benches are made from a recycled material and are the same type of tables and benches currently located at Panorama Park.
Replacement of Existing Shade Structure Roof Systems
Facilities Staff invited contractors to bid on replacing the existing significantly deteriorated shade structures roofing systems currently over the picnic areas. The city received four proposals ranging from $21,382 to $31,375. Staff recommends accepting the proposal from Castro Roofing in the amount of $21,652.
Install new picnic tables, benches $23,534.79
Replace BBQ Grills $1,500.00
Shade structures roof systems replacement $21,382.00
