BACKGROUND:
The executive board of the Eastern Regional Post Release Accountability and Compliance Team (PACT), authorized funds to purchase a vehicle for PACT use. Staff has been researching different vehicle options and due diligence has been done in locating vehicles that would meet the requirements for PACT.
On April 27, 2022, Council approved an additional police officer position to East PACT.
Currently a department supervisor oversees the unit and is also assigned a vehicle.
Staff is seeking approval for the purchase of two vehicles to be assigned to department staff assigned to East PACT. These vehicles will not be operated as typical marked patrol vehicles. The PACT team operates in a semi-covert fashion and the ability to surveil and approach those on Post Release Community Supervision in unmarked and non-descript vehicles is important. These vehicles would serve that purpose.
Palm Springs Motors has agreed to hold these vehicles until purchase is approved.
DISCUSSION:
One vehicle will replace a 2014 Ford Explorer that was used during the inception of the police departments participation on Eastern PACT. The second vehicle will be assigned to the second CCPD officer who council approved to join the team.
FISCAL IMPACT:
2017 Ford Explorer Base has a total cost of $29,877.31 with tax, title, and license fees. 2018 Honda Accord LX has a total cost of $31,231.64 with tax, title, and license fees.
The funds to purchase these vehicles will come from the previously approved PACT funds and the Police Department’s Vehicle Replacement Fund. PACT funds will cover $23,638.01 and the remaining $37,470.94 will be dispersed from the Vehicle Replacement Fund.
