BACKGROUND:
Chapter 2.40 of the Cathedral City Municipal Code establishes an equitable and uniform system for dealing with personnel matters and ensures compliance with applicable laws relating to the administration of the personnel process. The terms used to administer the personnel system shall be defined in the personnel rules. Chapter 2.40.030 of the Municipal Code states the City Manager shall administer the city personnel system, which includes the preparation and recommendation to the City Council personnel rules and revisions and amendments as necessary.
Our records indicate that on July 1, 1987, Personnel Rules were established which outlined general provisions, hiring procedures, pay, and policies.
Our records also indicate that on July 16, 1990, the Personnel Rules were replaced by the Human Resources Policies, which is a shorter version and only contains provisions that established policies applicable to employment practices.
Many of the provisions in the Personnel Rules were written into the individual Memorandum of Understandings (MOU’s) as well as the Regulations Covering Executive, Administrative, Professional, Confidential and Other Particular Employees (Non-Rep).
DISCUSSION:
It has been over 20 years since the City has had comprehensive Personnel Rules to provide to employees with answers to common questions and policy information.
Throughout the years, administrative policies have been established, language has been restated, clarified, eliminated, and added to the extent that all the policies and practices being followed are not in one central document.
Over the past year, City Staff has met with employer groups to discuss the proposed new Personnel Rules, which will be in addition to all the MOU’s and Non-Rep Rules and Regulations covering Executive, Administrative, Professional, Confidential and other Particular Employees.
The focus was to expand the Human Resources Policies to include current employment practices, general provisions, hiring procedures, and combine administrative, Federal and State policies in a centralized document.
The proposed Personnel Rules creates one document that clarifies procedures and provides guidance to the administration of the personnel process as directed in the Municipal Code.
The proposed Personnel Rules are provided to the City Council for consideration and adoption. The City Manager will recommend any amendments as necessary for Council consideration in the future.
By adopting the Personnel Rules, the Human Resources Policies approved on July 16, 1990 will be rescinded.
