SUMMARY OF CHANGES:
The City of Cathedral City is proposing an Administrative Amendment to its Fiscal Year (FY) 2022-23 Community Development Block Grant (CDBG) Annu al Action Plan (AAP) to allocate remaining and unused CDBG/CDBG-CV funds to supplement the Via De Anza Phase II Project and the Cathedral City Senior Center. Un der the City’s adopted Community
Participation Plan, any programmatic changes under $61,561 will only require an Administrative Amendment.
The Amendment will allow for adjustments to t he AAP so that these activities are properly accounted for within the fiscal year in which the federal funds were made available.
The proposed Amendment will:
• Allocate $18,500 CDBG-CV funds to Cathedral City Senior Center in providing various services to the elderly, especially impacted by Covid. • Allocate remaining CDBG/CDBG- CV funds to Via De Anza Street Improvements Phase II Project in the FY 2022-23 AAP.
The approval of the proposed Administrative Amendment to the FY 2022-23 AAP will allow the City to utilize any unused CDBG/CDBG-CV funds, improve the City’s federal spending ratio and continue to mitigate the effects of the Corona Virus of the City’s most vulnerable populations.
PROPOSED ACTIVITIES:
On June 22nd 2022, the City Council approved the FY 2022-23 CDBG Annual Action Plan for submittal to the U.S. Depar tment of Housing and Urban Development (HUD).
This AAP had $12,865 of unallocated CDBG-CV funds and $18,892 remaining from the Economic Assistance Loan Program. At the end of 2021-22 fiscal year (June 30, 2022), the City had unspent prior year CDBG funds totaling $19,469 and unspent prior year CDBG-CV funds totaling $31,757. The City is required to ame nd the FY 2022-23 AAP in order to reprogram any prior year funding.
Of the remaining prior year CDBG-CV funds, City Staff is recommending reprogramming $18,500 to support Cathedral City Senior Center (CCSC) in providing various services to the elderly, especially impacted by Covid. As the pandemic continues, the CCSC has seen a substantial gr owth fr om City residents in need of their services. For CDBG-CV funding, there is no cap allowanc e for public services.
City Staff is proposing to utilize the rem aining entitlement CDBG/CDBG-CV funding to supplement the Via De Anza Street Improvement Phase II Project. Project will include design for curb, gutter, and sidewalk for Phase II on the east side of Via De A nza from Dinah Shore Drive to Ortega Road, located in Census Tract 449.15. Any unallocated and/or rem aining CDBG funding from previous years can only be allocated to public impr ovements as the City c annot exceed its annual required cap allowances for administrative (no more than 20%) and public service ( no m ore than 15%) expenses.
By programming the unus ed/unallocated CDBG-CV funding to CCSC, the City will be able to continue to provide services to the City’s residents impacted by the Corona Virus through the 2022-23 fiscal year. By not amending the AAP, the City will limit its Corona Virus assistance and funds will be at risk of recapture due to nonuse.
OVERALL BUDGET:
For FY 2022-23, the City was awarded $61 5,619 from HUD to fund public services and public improvements. Under HUD guidelines, entitlement grantees must allocate no more than twenty percent (20%) of the entitlement on adm inistrative activities; no more than fifteen percent (15%) on public service activities and programs; and, the remaining budget, typically sixty-fi ve percent or more, on public improvements.
The City also had unspent prior year CDBG funds totaling $19,469 and unspent prior year CDBG CV funds totaling $31,757. Of the unspent CDBG-CV funds, the City is proposing to reprogram $18,500 to support the CCSC in providing various services to the elderly, especially im pacted by Covid. The remaining funds from CDBG-CV will supplement the Via De Anza Str eet Improvements Phase II Project.
