BACKGROUND:
On March 24 th, 2021, Council was presented with information regarding the current ERICA (Eastern Riverside Interoperable Communications Authority) radio system and the need for seamless interoperability throughout Riverside County. At that time, Council provided direction to move forward with joining PSEC (Public Safety Enterprise Communications).
On November 10, 2021, City Council approved the purchase of PSEC compatible handheld and mobile radios to continue our transition from ERICA to PSEC. Currently the new radios are at the County of Riverside’s communications shop being programmed. Additionally, ERICA was provided notice of Cathedral City’s intent to withdraw from the ERICA JPA (Joint Powers Agreement) effective 07-01-2023.
Per the JPA agreement, Cathedral City was required to provide twelve months’ notice of withdrawal due to housing the backbone of the ERICA radio system. One of the final steps to full conversion to PSEC is having the software of the dispatch consoles updated to integrate with the PSEC radio system. Motorola has provided an integration agreement to take this final step.
DISCUSSION:
To move into the final phase of our communications transition from ERICA to PSEC, we must complete mandatory upgrades to our current dispatch consoles and purchase three consolettes. This mandatory upgrade will provide interoperability and compatibility with PSEC. Motorola has provided pricing of $187,381 for all the necessary upgrades and updates that are required for our dispatch consoles to complete the transition to PSEC. Motorola has also provided pricing for a six-year SUA (service upgrade agreement) and technical support agreement. Both agreements are billed annually, and the six-year term aligns with PSEC’s current contract end date with Motorola for their SUA and technical support. The total cost for the six-year technical support totals $72,150 and the total cost of the SUA is $139,402.
In 2020 and 2021, Cathedral City Police Department applied and was approved for grant funding through the State Homeland Security Program to offset our costs of the transition from ERICA to PSEC. Cathedral City Police Department was awarded $142,280 to be dispersed in 2022 and $102,000 to be dispersed in 2023. Of the $142,280 to be dispersed in 2022, $109,280 has been approved to be used for the integration services and $33,000 has been approved for the purchase of three replacement PSEC compatible consolettes. Upon approval of the 2020 SHSP grant by City Council, the cost of the Motorola Migration Services will be covered with no budget amendment needed in the 2022-2023 budget year. I anticipate bringing the 2021 SHSP grant, before City Council for approval, in the amount of $102,000, in February of 2023.
In subsequent budget years, the Police department will include the annual costs of the technical Support Agreement and the Service Upgrade Agreement in its bi-annual budgeting process.
