BACKGROUND:

Panorama Park is one of the City's oldest park s, having been o riginally set aside as public park land in 1960. Panorama Park is located at the northwest corner of the intersection at Avenida Maravilla and Tachevah Drive. The 7.5-acre Park is nestled in the center of the City's Panorama neighborhood.

With its size, Panorama Park has ample space for family gatherings and outdoor recreation and provides evidence of this every weekend.

The 7.5-acre park currently includes the following amenities:

• Women’s and Men’s restrooms.
• 2 Tot Lots.
o Tot Lot designed for ages 2 to 5.
o Tot Lot designed for ages 5 to 12.
• 2 Tennis Courts.

• Perimeter Walking path of approximately .45 miles.
• Dog Park.

As part of the approved FY 2021-22 and 2022-23 Parks Improvement and Maintenance Plan, Staff is bringing forward these Critical Maintenance and Park Upgrade Projects , including the repair of the tot lot so ft surfacing , the installation of two new shade structures over the play equipment of both the tot lots, replacement of all the BBQ grills, and the replacement of picnic tables and benches needing replacement. Staff is proposing to incorporate the above cited repairs and/or replacements with th e following proposed work.

DISCUSSION:

Panorama Park Shade Structure

Public Works Staff is working with USA Shade & Fabric Structures, Inc. (USA Shade) , the company that installed the shade structures at Oc otillo Park, Amphitheater and Panorama Dog Park. USA Shade has a cooperative contract with Sourcewell , a centralized procurement/service in which federal/state/local government agencies can directly purchase items/equipment , knowing that the prices quoted are the lowest available from large procurement bids.

Staff is proposing to install two (2) super span pyramid multi -level multi -panel shade structures over the play equipment for both tot lots at Panorama Park. Th ese are proposed to be the same style c urrently located over the children’s play equipment at Ocotillo Park. The plus in moving forward with this multi -level, multi-panel shade structure is the appeal of the aesthetics and its maintenance friendly design. If vandalism or deterioration of a single shade panel occurs, the City will only be replacing the specific panel and not the entire shade covering.

Install of 2 New Shade Structures over Play Equipment $172,559.98

USA Shade quote is attached and includes paying prevailing wages for installation.

Panorama Soft Surfacing

Public Works Staff has been working with Miracle Recreation Company (Miracle) , the playground supplier that installed the original tot lot play equipment and soft surfacing at Panorama Park, to provide patch repairs and a refresh of the playground soft surface topcoat. Miracle also has a cooperative contract with Sourcewell.

The repair and refresh of the tot lots soft surfacing will include the following:

• Professional power wash/cleaning of existing topcoat removing all stains.

• Patch Repair: Includes patching areas of the soft surfacing that have deteriorated, been damaged by vandalism, or will be damaged by the installation of the new shade structures.

• TotTuf Refresh: The installation of Blow Clean and Aromati c Urethan Roll Coat revitalizing and protecting the topcoat of the soft surfacing.

Miracle’s quote is attached to this Staff Report and includes paying prevailing wages for this project.

Project Timeline for Shade Structures and Soft Surfacing

Due to material delivery timelines for the shade structures , the installation of the shade structures and subsequent repair to the soft surfacing is expected to take place in February 2023.

Panorama Park Picnic Tables, Sitting Benches and Grills

After Public Works Staff’s assessment of Panorama Park’s existing picnic tables, sitting benches and BBQ grills, it was determined the BBQ grills need to be replaced based on their conditions and lack of repairability. Eight (8) picnic tables and five (5) benches also need to be replaced. The proposed new replacement picnic tables and benches are made from recycled material s and are of the same type and style as the tables and benches currently located at Century and Panorama Park.

The picnic tables, benches and grills would be replaced within 90 days of approval.

Contingency

In addition, Staff is reques ting that a 10% contingency in the amount of $23,506.72 be included in the overall Project cost for unforeseen construction related expenses.

The Environmental (246) Fund was originally b udgeted to cover the cost of the shade structures , but Staff working with the manufacture was unable to locate a product made from recycled materials. The cost of the shade structures will now come from the Park Upgrades (100) Fund. To offset this bud get adjustment, the future basketball court expansion project will be funded by the Environmental (246) Fund because the project will involve the removal of turf and irrigation heads which incorporates source reduction and water conservation.

Supplementing this budget, Environmental Fund 246 in the amount of $ 24,971.20 is eligible to be utilized to pay for the picnic tables and bench purchases which will be made using recycled materials.
