BACKGROUND:

The California Department of Resources Recycling and Recovery (CalRecycle) has established various grant and payment programs. In order to make payments to qualifying jurisdictions which may or have received grants, CalRecycle has established procedures governing the administration of grant and payment programs. These procedures include the adoption by a jurisdiction of a Resolution authorizing the submittal of application(s) for all CalRecycle grant and payment Programs.

This similar resolution was previously adopted at the November 16, 2016, City Council Meeting, Resolution No. 2016-22 authorizing submittal of applications for grant and payment programs. CalRecycle has determined that the past resolution has expired and is requiring that the new attached Resolution (in CalRecyle format) be approved every five years.

DISCUSSION:

The value of approving this resolution allows the City an opportunity to access grants and funding programs that CalRecycle offers including and not limited to:
•SB 1383 Assistance Grants
•Greenhouse Reduction Grants
•Edible Food Recovery Grants
•Tire Recycling, Cleanup and Enforcement Grant
•Solid Waste Disposal and Site Cleanup Grants
•Greenhouse Gas Reduction Payment Programs
Under the current CalRecycle grant programs there is a Rubberized Pavement (TRP) Grant. This is a grant for jurisdictions which will be paving a roadway, to use CA recycled tire derived aggregate (“crumb rubber”) as an incentive in the asphalt concrete paving process. This type of asphalt is known as rubberized asphalt concrete (RAC).

In 2017 the City was successful in securing $93,150 in funding for the use of rubberized asphalt concrete (RAC) in the Vista Chino Pavement Rehabilitation Project.

In consideration of an upcoming Project, the Date Palm Drive Pavement Rehabilitation Project is eligible to use approximately 7,000 tons of RAC, if the design engineers deem it practical and cost effective. This CalRecycle grant program pays up to $10.00 per ton for RAC used on the Project. Thus, the Project may be eligible to receive approximately $70,000 in grant funds from this Rubberized Pavement Grant Program.

In order to secure payment for future projects such as the Date Palm Drive Pavement Rehabilitation Project, Cal recycle requires the City to declare by resolution, the approval to submit grant applications and authorize the City manager, or his designee, as signature authority to execute all documents necessary to implement and secure payment.

FISCAL IMPACT:

No impact to general fund by approving this Resolution. The approved resolution will allow the City to continue to submit applications for grant funding provided by CalRecycle.
