BACKGROUND:

On December 11, 2019, Council instructed staff to prepare agreements between the City of Cathedral City, the Palm Springs Unified School District (PSUSD), and the Desert Recreation District (DRD) for use and operation of the Cathedral City High School (CCHS) swimming pool. The three parties developed an agreement in 2022 and the pool operated for public use for the first time during the summer of 2022.

The City, PSUSD and DRD three-party agreement is being proposed for approval by the City Council this evening. The DRD Board will also be considering the agreement for approval tonight, and the PSUSD is pending Board of Education approval (anticipated to be approved on the March 14, 2023 Board of Education meeting).

DISCUSSION:

The Desert Recreation District will provide the following summer swim programs at the CCHS swimming pool:
 Community Swimming Lessons (Youth and Adult),  Open Recreational Swim,
 Team & Lap Swim,
 Summer Special Events (limited),
 Water Polo Programming,
 Get Hooked on Swimming, and
 Agua Fit Water Aerobics.

This agreement represents a three-way partnership where PSUSD will provide the facility, chemical, custodial, maintenance, and operational services of the CCHS swimming pool; and the DRD administers the programming on behalf of the City. The proposed agreement includes the costs of utilities and staffing the CCHS swimming pool (during operating hours) with certified lifeguards and custodial staff.

Public use of the CCHS swimming pool is proposed from June 11, 2023 through August 5, 2023 (subject to CCHS athletic programs) and will be based on the following schedule:

Summer 2023 CCHS Pool Operating Schedule:

Monday – Saturday 6:00 a.m. to 12:30 p.m. & 1:30 p.m. to 4:00 p.m.

Sunday 6:00 a.m. to 7:00 p.m.

FISCAL IMPACT:

The proposed three-party agreement with PSUSD and DRD requires the City to pay PSUSD for the use and operation of the CCHS swimming pool and DRD for the program administration. The City’s not to exceed cost to the PSUSD is $57,540 for use of the facility and operational services provided at the CCHS pool. The City’s not to exceed cost to the DRD is $55,000 for program administration.
