Subject: Proposal: Services for State Parks LWCF Grant Application – Downtown Dog Park

I am pleased to provide this proposal to prepare a State Parks Land and Water Conservation Fund (LWCF) Grant Application for the City of Cathedral City Downtown Dog Park.

LWCF Grants are federally funded through the National Park Service (NPS) administered through State Parks.

The LWCF program provides grants to develop new permanent outdoor recreation opportunities for improved health and wellness. Community Dog Parks are eligible for the LWCF Grant Program. LWCF Grant Applications are due to State Parks by June 1, 2023.

LWCF Grant requests can be up to $6 million and require a 50% City match; e.g., if the project cost is $2 million, the LWCF Grant would be $1 million and the City would need to provide documentation of the $1 million cash match in the LWCF Grant Application.

If Cathedral City is awarded a LWCF Grant for the Downtown Dog Park, State Parks and NPS will require the City to put a Deed Restriction on all of the Dog Park land for it to remain as outdoor recreation space in perpetuity under LWCF Section 6F3 protection. The Grant Application will therefore need a specialized NPS Section 6F3 Map. MVR Consulting is experienced in working with a mapping professional that has previously created LWCF Section 6F3 maps and has included this in the proposed scope of services.

Note: If the LWCF Grant is awarded, Cathedral City can be reimbursed at the 50% rate for Pre-Award Project Planning Costs (Not Grant Writing Costs) incurred up to three years before the Grant is approved by NPS. These costs include project development, concept design, preliminary engineering, Section 6F3 mapping, environmental, Section 106 documentation, and Tribal Consultation. MVR’s proposal for the LWCF Grant services outlines which items in the scope could be part of the 50% reimbursable LWCF grant budget if the project is awarded by State Parks and NPS.

Below is MVR Consulting’s proposed Scope of Services and Fees to provide LWCF Grant Services for the Cathedral City Downtown Dog Park. Signed approval will be considered the Notice to Proceed.

Sincerely,
