BACKGROUND:

The executive board of the Eastern Regional Post Release Accountability and Compliance Team (PACT), authorized funds to purchase 2 (two) vehicles for PACT use in the amount of $50,000 for each vehicle. Since Cathedral City has two officers assigned to the team, the total disbursement was authorized for $100,000.

The board approved the purchase of PACT vehicles during the term of the most recent Memorandum of Understanding (MOU) agreement from July 1, 2022, and ending June 30, 2023. The executive board also agreed to a three-year replacement plan for PACT vehicles.

Staff is seeking approval for the purchase of two vehicles to be assigned to department staff assigned to East PACT. These vehicles will not be operated as typical marked patrol vehicles. The PACT team operates in a semi-covert fashion and the ability to surveil and approach those on Post Release Community Supervision in unmarked and non-descript vehicles is important. These vehicles would serve that purpose.

Staff has researched vehicles and Quality Chevrolet of Escondido has agreed to hold these vehicles until purchase is approved.

Upfitting of emergency lighting and equipment in the amount of $12,682.79 including tax.

The total cost for the vehicles and upfitting of emergency equipment is $95,347.95.

The funds to purchase these vehicles will be reimbursed by the Community Corrections Partnership Executive Committee (CCPEC) per the agreement in the Memorandum of Understanding (MOU). Purchase of equipment used for Cathedral City, East PACT Team shall not exceed the amount of $100,000. The funds to purchase the vehicles have only been approved for this fiscal year and would be forfeited if not purchased prior to the end of the term of the MOU.
