Scope of Work Post-Construction Habitat Mitigation and Management Plan Cathedral Canyon Bridge at the Whitewater River City of Cathedral City, Riverside County EXHIBIT A: SCOPE OF WORK Introduction The Terra Nova scope of work is associated with the development and five-year implementation of a post-construction Habitat Mitigation and Monitoring Program (HMMP) pursuant to the requirements of the California Department of Fish and Wildlife (CDFW) and Section 1600 of the California Fish and Game Code. The subject bridge was recently completed and CDFW has requested that the subject HMMP be implemented. Time is of the essence. The CDFW has extended the City’s Section 1600 reporting deadline to May 1, 2023 to allow for the establishment of HMMP parameters and current site conditions. Understanding of Project Terra Nova and WSP staff (WSP USA Environment & Infrastructure, Inc. or WSP USA) understand the city wishes to finalize the mitigation measures required to complete the bridge improvement project, specifically post-construction habitat mitigation and management. The project site is generally located north of SR 111, south of Dinah Shore Drive, east of Golf Course Drive, and west of Date Palm Drive and is within the Coachella Valley Multiple Species Habitat Conservation Plan (CVMSHCP). As the necessary mitigation required under the regulatory agency permits was completed through off-site conservation, no additional planting/restoration efforts are required on the project site. Under the approved Lake and Streambed Alteration Agreement and discussions with CDFW representatives, a Habitat Mitigation Monitoring Plan (HMMP) is required to monitor the natural regrowth of vegetation on the project site in order to minimize the amount of non-native invasive plant species. In discussions with CDFW, there was no base-line conditions documents prior to project implementation. Terra Nova and WSP have discussed an approach to identify previous conditions and will implement that strategy as part of the HMMP. Scope of Services Based upon our current understanding of the Project, Terra Nova and WSP USA propose to perform a scope of services which includes two fixed tasks: 1) prepare an amendment to the 2019 Habitat Mitigation and Monitoring Plan and 2) Implement the HMMP for 5 consecutive years. 1.1 Task 1 – Prepare an Amendment to the 2019 Habitat Mitigation and Monitoring Plan With assistance from Terra Nova, WSP USA will review the existing Lake and Streambed Alteration Agreement (1602 permit) to understand the specific requirements in the HMMP. The existing HMMP includes tasks necessary to document the progress of natural revegetation of the project site by photo documentation only. In order to document baseline conditions in a more quantitative methodology, as required by CDFW, WSP will establish three individual transects to collect point-intercept data associated with percent cover of native vs. non-native plant species.

One transect will serve as the base-line and be located in an off-site location immediately downstream of the projects site. Two permanent transects will be established within the project site, on the downstream side of the bridge, to document the percent cover of weedy species on the project site over time. The HMMP will be amended to include a description of the above methods. The HMMP will also include a strategy to control any non-native invasive species such as pampas grass, giant reed, fountain grass, or tamarisk, including treatment methods including but not limited to cut-stump, foliar spraying, and hand pulling. The HMMP will also include standard success criteria based on the current conditions downstream of the project site. The success criteria will include an acceptable percentage of the current conditions achieved over the 5 years of monitoring. Following one round of comments a final version of the HMMP will be submitted to CDFW. 1.2 Task 2 – 5 Year Implementation of the Habitat Mitigation and Monitoring Plan WSP USA will begin implementing the amended HMMP in February/March 2023 and will submit the first annual monitoring report by May 1, 2023, as this extension was approved by CDFW. Additional monitoring reports will be completed in 2024, 2025, 2026, and a final monitoring report in 2027. The general scope of work will include taking photographs at the photo locations identified in the HMMP. During the 2023 monitoring effort, all three-point intercept transects will be walked to collect data regarding percent cover of natives. The two on-site transects will be compared to the off-site transect, which will establish the baseline conditions. The remaining four years will only include the two on-site transects. Annual surveys should be conducted early in the year, to be able to collect the data and prepare a report before the March 1 deadline as required in the 1602 permit. Following each annual survey, an annual monitoring report will be prepared and submitted to the client for review. Following one round of comments, a final annual monitoring report will be prepared and submitted to CDFW staff.

Post-Construction Habitat Mitigation and Management Plan Cathedral Canyon Bridge at the Whitewater River City of Cathedral City, Riverside County EXHIBIT C: SCHEDULE Terra Nova and WSP will make a good faith effort to execute the first year’s tasks within a timeframe acceptable to CDFW. However, no guaranteed can be provided at this time and due to administrative delays. The schedule to complete the project scope of work is spelled out in the project scope of work. In Year 1 (2023) it includes the preparation of the revised HMMP and approval by CDFW of same. It also involves conducting site surveys, including three data collection/assessments of three (3) transects to establish the baseline, and the first year’s reporting on the current year channel conditions. In each subsequent year through and including Year 5, channel conditions and vegetation type and coverage will be assessed through field surveys of the two on-site transects. A conditions report with supporting documentation will be completed in late winter and reported to CDFW prior to March 1st of each reporting year. The required monitoring will end with the work conducted in Year 2027.
