Interwest has been contracted to provide engineering, landscape architecture and design services to create a new Antelope Creek Park in the City of Woodlake, CA.

The park development will convert an existing olive grove into a 20-acre community and regional destination that will include: flexible event lawns; exercise and fitness trails; a multi-purpose sports field; baseball and softball fields; educational gardens; basketball and volleyball courts; a skate park and pump track; wayfinding; and a children's nature play area. This is one of the many park development projects using Proposition 68 funding or public grants that Interwest is currently designing for Woodlake. The project is currently under design phase.

Enchanted Hills Park // City of Perris, CA
Reference: Sabrina Chavez | Director of Community Services | 951.943.6603 | [email protected] The proposed project consists of an active sports park. While many natural features of the site have been retained, park development includes the introduction of hardscape and impermeable surfaces as well as turfed and landscaped areas.

The park plan includes a multi-use field, child play area, toddler play area, restrooms, picnic shelters, hardscape, parking lots, bridges, trails, a basketball court, BMX course improvements, art rocks, a splash pad, a skating area, and a zip line.

Additionally, the project will retain and incorporate some of the existing site features, such as Owl Rock, and formalize the unofficial BMX course that exists on the site. There are three proposed entrances to the site; one at the intersection of Weston Road and Diana Street, and two entrances that form a horse-shoe drive adjacent to and accessible from Metz Road. The project would include on-site signing and road striping, improve Weston Road and Metz Road to their full local street alignment along the project boundary, and provide appropriate sight distance measures in accordance with Caltrans standards. The project also includes the under-grounding of the electrical transmission line that traverses the southern portion of the site and while the exact alignment is unknown at this time, the alignment will avoid the riparian area that is to be preserved in its natural state.

In alignment with the City's expectations, our goal is to provide a complete and thorough plan check of the initial submittal, following up with the City's Project Engineers and staff to ensure that all comments are adequately addressed so that final plans are ready to be approved and signed by the City Engineer no later than the third submittal.

Plan Check Procedures
A typical scenario for "what" we do related to the review and processing of final maps, grading plans, landscape plans, improvement plans, hydrology and hydraulics calculations and plans, geotechnical studies, and traffic engineering and operations plans and reports, is as follows:
• Provide plan reviews for final maps, grading plans, improvement and landscape plans, including evaluation of required reports, studies, and design professional's recommendations. • Visit the site to determine field conditions are consistent with the plans submitted. • Obtain and cross-check all Conditions of Approvals and applicable standards, resolutions, and ordinances to ensure they are reflected either in the design plans or General Notes. • Each plan review will be accompanied with a letter summarizing the red-line comments, addressed directly to the applicant's engineer or landscape architect, with a copy to City staff and the applicant.

"On-Call" Engineering Support Services for Various City Engineering Department Projects Task 3: Grant Management Services
The Interwest team have successfully secured funding through competitive grants from Federal, State and Regional agencies for our clients, allowing them to leverage funding to construct and deliver vital improvements and programs to their community.

We recognize that grants available to municipalities can have many facets so we are available to assist in all areas. Our expertise in public works grants provides a strong basis to support the City in multiple areas. Our extensive experience in public works grants spans several areas such as parks and recreation, public safety, environmental sustainability, and economic and community development. Recent initiatives to incorporate arts, affordable housing and social services/homelessness into transportation grants allows us to leverage our expertise to assist public agencies in these areas.

Grant Research
With an understanding of what the City needs, Interwest can seek funding opportunities to match the current need. Interwest can review past/current grants the City has received to properly identify potential grants that are most viable and competitive for the City. Research shall include understanding all grant program eligibility information and application submittal requirements.

Grant Administration
The Interwest team will provide grant administration services for the City's state and federal transportation grant-funded projects and programs.

Grant Management - Interwest will review the budget, timeline, and scope of work for awarded grants and work with City staff and the Project Manager to communicate any necessary updates and requirements. Interwest will review the terms of terms of the grant agreements for any necessary changes to the approved scope or budget, to be made in compliance with the terms of the executed grant. This ensures that all contracts meet the requirements set forth by the granting agency.

Interwest will maintain a list of awarded grants, noting project status, reimbursements, amendments, and milestones. This list will be updated on a regular basis and shared with the City to ensure that budget line items and milestones are met.

Grant Reporting - Interwest will establish a grant reporting schedule per each granting agency and project. Interwest will work with City staff and the Project Manager to collect all data and information needed for grant reports. All necessary documentation for grant reports will be complied and provided to the City for submittal to the granting agency.

Grant Close-Out - Upon completion of a project, Interwest will confirm all grant requirements have been made and no obligations are remaining. Interwest will assist the City in preparation of all close-out documentation per the requirements of the granting agency.

Interwest will present grant program guidelines, application approach, candidate projects, a detailed work plan and schedule, application templates, and a draft application checklist. The checklist will identify parties responsible (e.g. Interwest team, City staff, external project partner, etc.) for completing or addressing checklist items. • Review Program and Project Documents - Interwest will ensure that applications are competitive and responsive to the screening and scoring criteria of a given grant program.

"On-Call" Engineering Support Services for Various City Engineering Department Projects The Interwest Advantage
We have extensive experience providing the proposed engineering support services to Cathedral City and other local municipalities within the same region and beyond. As shown on Page 8-9 Similar Work & References section, our project examples illustrate our proven ability to deliver these services in complex municipal environments. In summary, our team will provide the following fundamental elements and advantages to the City of Cathedral City:

Experience in with Cathedral City: Interwest has had the privilege to serve several municipalities throughout California, including Cathedral City since 2021. Our staff's local experience has given them valuable insight into the unique concerns of the area, familiarity with all relevant local standards and regulations, and relationships with the community and local agencies, including Caltrans.

Small Firm Focus, Large Firm Resources: Our primary focus is providing turnkey staff augmentation services to California municipal clients. Unlike many of our competitors - either too small to provide a full range of dedicated services, or too large and dispersed to provide a local focus - Interwest is a full-service organization with the resources to provide any and all of the expertise required and the ability to scale our services to the City's changing needs.

A Wealth of Relevant Municipal Experience: Our staff has served as municipal employees, often in management roles, so we understand how the system works from the inside out. For the same reason, our staff understands how to manage projects while representing the City's goals responsibly and respecting budgetary and time limitations.

By design, our staff is comprised of professionals with extensive experience working directly for public agencies. Our staff will ensure conformance with Federal, State and City statutes, regulations, ordinances, guidelines, applicable standards, specifications, plans, laws, and accepted standard construction practices.

Interwest is very
