BACKGROUND:

The Citywide Repaving Projects (Projects) encompassed five (5) roadway Capital Improvements Projects (CIP) Plan throughout the City. During the planning phase of these Projects, Engineering Staff combined and issued one bid solicitation to get the best bulk

price on material and labor for all planned CIP Projects, as opposed to requesting bids for each Project individually and paying for higher unit costs on each Project.

The scope of the Projects consists of the removal and demolition of existing asphalt pavement and outdated curb ramps, construction of asphalt concrete pavement, construction of updated curb ramps, pavement striping and markings, and traffic signage.

The following is a summary of the five (5) CIP Projects encompassed in the recent bid solicitation:

1.East Palm Canyon Pavement Rehabilitation (C08669)
The proposed Project is listed in the CIP 5-Year Plan as East Palm Canyon – Perez Road to Auto Center Drive. The Project consists of the rehabilitation of pavement, signing and striping along East Palm Canyon Drive from Perez Road to Auto Park Drive.

2.Da Vall Street Improvements (C08665)
The proposed Project is listed in the CIP 5-Year Plan as Da Vall Drive Pavement Rehab S/O Ramon. The scope of this Project is to reconstruct the pavement on Da Vall Drive from Ramon Road to approximately 1,500 feet south of the intersection and reconstruct four curb ramps, to be compliant with the American Disabilities Act (ADA).

3.San Eljay Pavement Rehabilitation (C08667)
The proposed Project is listed in the 5-Year CIP Plan as Assessment District 86- 5 (AD 86-5) Street Improvements. The scope of this Project is to reconstruct the pavement on San Eljay Avenue from McCallum Way to Ramon Road.

4.Whispering Palms Pavement Rehabilitation (C08668, Additive Alternate) This Project is listed in the CIP 5-Year Plan as Assessment District 85-1 (AD 85- 1) Street Improvements, and it was considered by Staff as the local matching funds for the Whispering Palms Class III Bike Lane Project that was submitted for grant funding to the FY2023/2024 Senate Bill 821 (SB 821) Call-For-Projects on April 2023.

City Staff received confirmation that Whispering Palms Class III Bike Lane Project will be selected for SB 821 grant funding at the next Board Meeting of Riverside County Transportation Commission (RCTC) scheduled at the end of July 2023. Therefore, Staff is recommending delaying the Whispering Palms Pavement Rehabilitation until SB 821 funding is allocated by RCTC and bid the Class III Bike Lane and the Pavement Rehabilitation Projects together.

5.Public Alley Reconstruction (C08670, Additive Alternate) This Project was bid in FY2020/2021 and was rejected due to budget limitations.

The Council Report dated April 14, 2021, stated this Project will be brought back for Council approval. The scope of work for the proposed Project is to reconstruct the public alleyway bounded by Ramon Road to the north, Cathedral Canyon Drive to the east, and Roundup Road to the west and south.

DISCUSSION:

On Wednesday, May 24, 2023, the City advertised an invitation to bid, requesting qualified contractors to perform the described scope of work found in Bid No. 23-42E, which includes the Plans and Specifications for these Projects. This solicitation was made available to contractors for twenty-two (22) calendar days and advertised in the following locations:
•Desert Sun – Published on May 24, 2023
•PlanIT Print Works – From May 19, 2023, until June 14, 2023 •City’s Website – From May 19, 2023, until June 14, 2023 On June 14, 2023, the City received three (3) bid proposals for these Projects. The following table lists each qualified bidder by total price:

RANK CONTRACTOR AMOUNT
1 Granite Construction Company (Indio, CA) $1,475,874.00 2 ATP General Engineering Contractors (San Diego, CA) $1,573,844.75 3 Onyx Paving Company (Anaheim, CA) $2,453,000.00
The Bid Tabulation prepared by the Engineering Division is attached to this report for reference.

Based on the bids received, the lowest responsive bidder is Granite Construction Company (Granite) from Indio, CA.

An additive alternative bid was included as part of the bid documents to consider the adjustment of the Coachella Valley Water District’s (CVWD) utilities, which is typically reimbursed by CVWD to the City. For these Projects, CVWD Staff has recommended to reject the additive alternative and to perform the work with CVWD’s contractor.

Granite will be responsible for coordinating this work with CVWD.

The following table lists each qualified bidder, excluding the Additive Alternate Bid A for Utility Adjustments and Additive Alternate Bid B for Whispering Palms Trail Pavement Rehabilitation Project.

RANK CONTRACTOR AMOUNT
1 Granite Construction Company $ 970,221.00
2 ATP General Engineering Contractors $1,236,686.45
3 Onyx Paving Company $1,753,760.00
Note: The removal of the Additive Alternates Bid Schedule A and B does not affect the bid results and shows Granite from Indio, CA is the lowest responsive and responsible bidder.
