Meeting Date: June 28, 2023
From: Robert Rodriguez, Development Services Director
Title: Historic Preservation Application for Agnes Pelton Home and Studio
City Council
RECOMMENDATION:
To continue the item to a date uncertain.
BACKGROUND:
The Historic Preservation Ordinance, Chapter 8.62 of the Cathedral City Municipal Code, was approved by the City Council on November 30, 2022, and established a process for recognizing historical events and people, preserving areas and specific buildings of the City which reflect elements of its cultural, social, economic, political, architectural, and archaeological history.
A property owner, or their authorized representative, may submit an application to designate their property, or a portion thereof, as a historic site. The application shall contain the appropriate documentation or research necessary to determine the qualifications of the site, structure, building or object for historic designation.
The completed application shall be reviewed in a public hearing by both the Historic Preservation Committee and City Council, with final approval authority by the City Council. During the review by the Historic Preservation Committee, the Committee shall determine the class for historic designation in their recommendation to the City Council:
“Class 1” shall refer to a historic site that exists as it did during the historical period or is restorable to that condition.
“Class 2” shall refer to a historic site that contains a modern (non-historic) structure, a use that is different than the use of the site during the historical period, or contains buildings, structures or uses from the historical period that are unusable, nonconforming, or unrestorable.
“Class 3” shall refer to a historic site that contains buildings or structures constructed more than 50 years ago (or the construction date cannot be confirmed) but that do not qualify as a Class 1 or Class 2 historic site.
