Title: Coachella Valley Conservation Commission Trails Management Sub-Committee Appointment
City Council
RECOMMENDATION:

To appoint Erin Hyland, Parks and Community Events Commission, to represent Cathedral City on the Coachella Valley Conservation Commission Trails Management Sub-Committee
BACKGROUND:

The Coachella Valley Conservation Commission established a Trails Management Sub- Committee. This sub-committee meets on the third Wednesday of every other month, September through May. The sub-committee is made up of both citizen and staff representatives appointed by the cities to coordinate the management and maintenance of trails through the Coachella Valley Multi-Species Habitat Conservation Plan - Trails Plan.

There are no term limits for these appointments. In March of 2021, the City Council had a discussion item on the agenda to provide direction on how this seat should be filled. It was Council’s desire a councilmember be appointed to serve, and this appointment would be a part of the Local Agency Assignments reviewed annually by the City Council. At that time, Councilmember Rita Lamb was appointed to represent Cathedral City and Councilmember Ross was appointed to serve as the alternate. There were a number of special council meetings held following the appointment of Councilmember Lamb and Councilmember Ross, preventing them from attending the Trails Sub-Committee meetings.

Gary Marshal began attending the meetings on behalf of Councilmembers Lamb and Ross.

In December of 2022, the City Council formally appointed Mr. Marshall to serve on this sub-committee.

DISCUSSION:

Gary Marshall has indicated to Mayor Rita Lamb he is no longer able to attend the Trails Management Sub-Committee meetings. Mayor Lamb has indicated she would like to appoint Erin Hyland to represent the City on the Trails Management Sub-Committee. Erin Hyland is a member of the Parks and Community Events Commission, and she has indicated she is interested in serving on this sub-committee.
