BACKGROUND:

On February 7, 2023, City Staff received information that the County of Riverside Transportation Department was planning to perform slurry seal maintenance on County roads including a portion of Varner Road (See Exhibit 1 attached to this Report) that lies within the County and Cathedral City jurisdiction, and therefore, County Staff inquired on the interest of the City in participating in the County Project.

The County prepared the plans, specifications, and estimates for the Slurry Seal and Curb Ramp Accessibility Project (County Project), advertised this work for bid on June 6, 2023, and opened bids on June 28, 2023.

On July 21, 2023, City Staff received the Service Agreement and the updated cost for the installation of slurry seal improvements within the jurisdictional boundaries of the City that is attached to this report.

DISCUSSION:

Riverside County Transportation Department prepared the County Project which includes a section of Varner Road that lies within the County and the City jurisdictions.

The City’s segment of Varner Road included in the Project is the frontage of the commercial development at the southeast corner of the intersection of Bob Hope Drive and Varner Road. The City’s portion included in the Project consist of a segment extending from 292 feet northwest of Metroplex Drive to 68 feet southeast of Metroplex Drive. The length of this segment is approximately 358 linear feet, and the width of the road section is 52 feet.

The Service Agreement (Agreement) defines the terms and conditions under which the County Project will be administered, engineered, coordinated, and constructed. This type of Agreement is usually utilized for agency collaboration and/or participation in projects where the limits between the jurisdictions is determined by the centerline of the road. The County has extensive experience in the development and implementation of these type of projects and will be providing the administrative, technical, managerial, and support services necessary for the implementation of the County Project. By participating with the County, the City will benefit from the cost savings associated with a larger improvement project.

The estimated cost for the City’s portion of the County Project is shown on Exhibit B of the Agreement as follows:

TASK COSTS
Construction $13,257.00
Contingency $1,000.00
Administration, Inspection & Testing $2,000.00
TOTAL COST $16,257.00
City Staff is requesting the City Council to approve the Agreement for the construction of Varner Road Slurry Seal Improvements Project delegating the County of Riverside Transportation Department as lead agency on behalf of the City.
