BACKGROUND:

Cathedral City is a member of the League of California Cities. Each year the League holds an Annual Conference. This year the Conference will be held September 20-22, 2023, in Sacramento at the SAFE Credit Union Convention Center.

DISCUSSION:

An important part of the Annual Conference is the Annual Business Meeting, which will be held on Friday, September 22, 2022. At this meeting, the League membership will consider and take action on resolutions that establish League policy. In order for Cathedral City to vote at the Annual Business Meeting, Council must designate a voting delegate and up to two alternates.

Procedures have been established that are intended to ensure the integrity of the voting process at the Annual Business Meeting and are attached in the letter dated June 21, 2023 (Attachment A). As indicated in the letter and consistent with the League bylaws, it is requested that the City Council, by resolution, designate a voting delegate and alternates to represent the City at this meeting. This resolution must be submitted to the League no later than August 28, 2023. This year Councilmember Raymond Gregory is the only member of the City Council attending the conference and therefor it is staff’s recommendation that the City Council designate him as the voting delegate for the annual business meeting. Attached for Council’s consideration is a Resolution (Attachment B) which includes the designation of Councilmember Raymond Gregory as the Voting Delegate, which will satisfy the League’s requirements enabling Cathedral City to participate in the Annual Business Meeting.

FISCAL IMPACT:

There is no fiscal impact with this action.
