City Council

Item No. 3.F

Meeting Date: August 9, 2023
From: Jon Enos, Police Commander
Title: Approval of Grant Expenditure SLESA FY 2020 -2021 & 2021 - 2022

City Council

RECOMMENDATION:

To approve the Expenditure Plan Appropriating Supplemental Law Enforcement Services Account (SLESA) for FY 2020-2021 & 2021-2022 allocation of Mobile e-ticket printers and police motorcycle lapel mic radio equipment.

BACKGROUND:

A Supplemental Law Enforcement Services Account (SLESA) has been esta blished in each county of the state, for the purpose of overseeing and allocating funding being provided by the State of California's Citizens Options for Public Safety (Cal -COPS) Program, for the purpose of funding "frontline law enforcement services." Th e total state funding from the program allots a certain percentage for "city funding." City funding allocations are distributed based on population estimates provided by Chapter 353 of the Budget Act for the particular year funding.

In accordance with Gov ernment Code Section 30061 and 30063, the City Council shall approve the appropriation of the anticipated funding by approving a written request in the form of an "Expenditure Plan." The County of Riverside Sheriff’s Department is designated as the Supplem ental Law Enforcement Oversight Committee and must certify receipts and approval of the City's "Expenditure Plan" prior to submitting it to the County Board of Supervisors for review and approval, who will subsequently authorize the County Auditor/Controller to release the funding.

DISCUSSION:

Our current balance of S.L.E.S.A. funds for FY 2020 -2021 is $1,190.07 and FY 2021 - 2022 is $ 112,393. The Expenditure Plan requirement requests the identification of the category (or categories) for which the Police Department plans to expend current funding. It has been determined through management and staff decisions the best and most useful use of a portion of the funding will be designated to purchase Mobile e - ticket printers and communication equipment for four mobile radios.

In May 2023, three Officers and a Sergeant were selected to begin the motorcycle traffic program. When training began for the personnel, it was determined new motorcycles would be needed sooner than later. This was due to their condition and age. A separate Council item seeks authorization to purchase replacement motorcycles through the equipment replacement fund . The new motorcycles require different lapel mic radio equipment than what the department currently has. Further more, the new e -ticket printers are better compatible with e-devices and more robust.

Four (4) Zebra ZQ521 Mobile Printers (e -ticket) from CDW for $3,451.44 to include sales tax and shipping.

Three (3) Motor -one Wireless Speaker Mic for Motorola Portable Radio from PVP Communications for $2,260.23 including sales tax.

Total Expenditure: $5,711.67

FISCAL IMPACT:

Approving the Expenditure Plan will provide a funding source to purchase the listed equipment in the amount of $5,711.67 including all sales tax and shipping costs. The remaining balance for the SLESA FY 2020 -2021 will be $0 and FY 2021 -2022 will be $107,871.40.

FIVE-YEAR STRATEGIC PLAN:

Goal B - Community Investment: Action B -12 - Develop a traffic calming plan with strategies for addressing location specific speeding issues.
