Meeting Date: August 9, 2023
From: John Corella, Director of Engineering/Public Works Title: 2024 Session Special Use Permit (SUP) for Yoga Classes in the Cathedral City Community Amphitheater funded through the Parks and Community Events Commission Events Budget
City Council
RECOMMENDATION:
To approve a Special Use Permit for the 2024 Session of the weekly yoga event in the Cathedral City Community Amphitheater (Amphitheater) as supported by the Parks and Community Events Commission (PACE); and, approve funding from the PACE Events budget of $3,150 for the instructors, incidentals and video of the event; and waive all SUP Application fees and Amphitheater rental charges.
BACKGROUND:
The Parks and Commu nity Events Commission (PACE) continues to provide opportunities to engage the community and provide awareness of the park resources available here in the City. As part of PACE’s charge, PACE is active in volunteering and supporting community events and related functions.
Included in the approved Fiscal Year s 2023-2024 and 202 4-2025 budgets, PACE is allocated $10,000 per year to be able to fund all, or portions thereof, events at parks within the City. This may include service s and/or materials, or a com bination thereof, related to the event to assist in the event’s success . All events initiated to receive funding from this budget item, are first vetted by the PACE and upon PACE’s favorable recommendation, these events are then brought before the City Council for approval for the funding. If the event will be using the Cathedral City Community Amphitheater (Amphitheater), a Special Use Permit (SUP) is also required.
The past two fiscal year s, the City Council has approved the necessary budget for materials and the instructor , and the respective SUP, for Yoga Classes in the Amphitheater. The free weekly yoga classes were held on Tuesday’s at 10:00am from February through April.
These yoga classes have been extremely well received by the community with an average of 50 to over 100 people or more in attendance on varying dates. PACE

continues to receive many accolades for coordinating the event and continued requests that the Yoga in the Park event be continued this next fiscal year.
DISCUSSION:
Recapping above, the Yoga in the Park event was extremely well attended, so well in fact, that in the last fiscal year an additional Power Yoga class was added, back-to- back, each week after the first Gentle Yoga class.
At the May 2, 2022 PACE meeting, consideration for continuing the two weekly yoga classes at the Amphitheater was presented and submitted by PACE Vice Chair Baciu.
These free weekly Gentle and Power Y oga classes will be held on Tuesdays at 8:30 – 9:30 a.m. and 10:00 – 11:00 a.m., respectively within the Amphitheater from January 23 through March 26 of 2024. This will make a total of 20 classes for the 10 weeks.
The Gentle Yoga class would be taught by paid professional instructor Nicole Cuhney and the Power Yoga class by paid profession instruc tor Patti Wexler, both well-known yoga instructors in the valley. Volunteers, including PACE Vice Chair Antonio Baciu, will oversee the classes, hand out mats and clean up after each class. PACE agreed that the classes continue to promote the Amphitheater’s beautiful park setting.
PACE’s requested funding for the classes is listed as follows:
• $3,000 for the instructors’ 20 classes at $135 each class. • $300 for incidentals to put on the classes.
• $150 to video the event:
Total Yoga budget = $3,150
Note: Past funding for the classes paid for the wireless headset used by the instructors and extra mats and blocks for participants that do not have their own. These will all be reused again for these classes.
This PACE meeting item was unanimously recommended at the May 2, 2022 meeting, supporting the proposal and the respective requested budget of $3,000 in funding from the PACE Events budget. The recommendation also included this item to be forwarded to the City Council for approval.
PACE also requests that the SUP fee for this event be waived due to City sponsorship of the classes. The May 2, 2023 PACE Staff Report and the SUP Application for the classes are attached to this Staff Report for reference.
Overall, PACE is requesting that the Ci ty Council approve a Special Use Permit for the 2024 Session of the weekly yoga event in the Amphitheater, as supported by PACE; and approve funding from the PACE Events budget of $3,600 for the instructors,

incidentals and video of the event; and, waive a ll SUP Application fees and Amphitheater rental charges.
