Title: Dream Homes Park Progress Update August 2023
City Council
RECOMMENDATION:
The Dream Homes Park Progress Update August 2023 is for the City Council's information and discussion only.
BACKGROUND:
In December 2021, California State Parks awarded the City of Cathedral City $8,498,000 of Statewide Park Program (SPP) Round 4 grant funds for the Dream Homes Park Project (Project). Following the notice of award, in February 2022, the City received authorization from California State Parks to proceed with the design and construction of the Project.
In March 2022, MVR Consulting was awarded a Task Order to provide Grant and Project support services to ensure all SPP grant requirements are met and assist in delivering the Project within the accelerated schedule as the SPP grant requires the Dream Homes Park should be designed and built meeting all grant requirements by March 31, 2025, and open to the public by June 30, 2025.
In June 2022, Verde Design, Inc. was awarded a Design Professional Services Agreement for Professional Landscape Architect, Design, and Engineering Services for the Dream Homes Park. Verde Design, Inc. (Designer) will prepare final design and engineering plans, contract bid documents and provide technical oversight during the construction of the Dream Homes Park.
In March 2023, City Engineering Staff and Verde Design, Inc. presented a Project update to the City C ouncil. City Staff reviewed the park design and discussed the modifications made for the 50% Plans, Specifications, and Estimate (PS&E) submittal package. The City Council returned with feedback and direction for the Project's next steps in the design phase.
DISCUSSION:

Cathedral City Page 2 of 3 Printed on 8/17/2023
Since the last City Council Study Session meeting, Engineering Staff, Verde Design, Inc., and MVR Consulting have continued to hold meetings and discussions to answer design questions, meet Project milestones, and incorporate the feedback cited from the City Council on the Project’s update presentation.
As of today, Verde Design, Inc. has completed two milestones with the submission of the 95% and the 100% Plans, Specifications, and Estimate (PS&E) package s, respectively. Engineering Staff reviewed the submittal packages and returned comments to Verde Design to incorporate these comments into the Final Plans and Specifications of the Project.
Verde Design, Inc. completed the Final Plans, Specifications and Estimate (PS&E) for the Project. Subsequently, City Staff has the Invitation to Bid for the construction to be published today, August 23, 2023. The Bid opening will take place on September 13, 2023.
The final engineering design of the park incorporates park amenities and features as described in the conceptual plan submitted as part of the grant application. These park amenities and features are as follows:
• Central Plaza and Drop Off Zone.
• Children’s Play Areas and Equipment.
• Shaded Picnic and Barbeque Areas.
• Shaded Outdoor Fitness Area.
• Restroom/Storage Building.
• Multi-Use Field/Play Lawn.
• Soccer Fields.
• Futsal Field.
• Basketball Courts.
• Large and Small Dog Park.
• CV Link Connection.
• Parking Lots.
• Lighting.
• Drought-Tolerant Landscaping and Trees.

• Fabric Shade Shelters
• Restroom/Storage Building.
• Fitness Equipment
• Hard Top Shade Structures
• Play Equipment
• Rubberized Surface Play Area
• Site Furnishing (Barbecue Grills and Benches)
The cooperative purchasing for the above-cited items, via existing cooperative purchasing agreements , will take advantage of "piggyback ing" on existing bids from

other larger federal, state and local agencies. This will eliminate the time required for the City to bid each item separately in a competitive bidding process. This process also ensures the City will get the lowest available price for the required item . Detailed Staff Reports for these purchases will be presented to the City Council separately.
Outreach Update: The Engineering Staff held a community update meeting and presentation for the Dream Homes neighborhood on August 10, 2023, at the Agua Caliente Elementary School. City Council, Parks and Communality Events Commissioners, City Staff, DWA Board and Staff representatives, a Desert Health Care Board representative, as well as many Dream Homes Community members were in attendance.
At today’s City Council Study Session meeting, Engineering Staff will provide an update on the Dream Homes Park Pr oject, its amenities and features and schedule for City Council information, comment and discussion.

Title: Update on the Strategic Plan
City Council
RECOMMENDATION:
This item is presented for information, discussion and direction only.
BACKGROUND:
As Cathedral City continues to grow and the complexities of providing public services to our community continues to expand and evolve, preparing and positioning the organization to adapt, change, and improve become critically important to con tinue to create public value into the future. The Government Finance Officers Association (GFOA) recommends all governmental entities create strategic plans to provide a long - term perspective for service delivery and budgeting. Strategic Planning is about adapting and influencing the future versus simply reacting to the future. In November 2022, Cathedral City began an inclusive and collaborative process to solicit input from the community, City Council, and city staff for development of the City’s 5 -Year Strategic Plan. The Strategic Plan is our road map to guide how we serve our community. It will influence our policies and business practices and will guide the prioritization of our initiatives, our resources, department operations, and projects.
Council met in a strategic planning retreat on January 28, 2023 and developed goals for the year and a draft five -year strategic plan for the City. The strategic plan was subsequently finalized through public study sessions and was formally adopted by the City Council on April 13, 2023.
Although a continuous process, strategic planning must be treated and managed as a project. City Council approval does not represent the end, it represents the beginning of the strategic planning effort. The Cathedral City 5 -Year Strategic Plan is designed to be a living document which will be continuously reviewed and monitored by the City Manager’s Office. The strategic plan is part of the city’s adopted budget document.
Department work programs include action plans, projects, and initiatives to support and achieve Strategic Plan Goals and Objectives. Broad performance metrics will also be identified to track progress and use as a measurement to determine if desired outcomes for the community are being achieved. Strategic Plan p rogress and accomplishments

will be regularly reviewed and reported to the City Council. The plan will also be reviewed and updated annually to reflect evolving business needs and customer expectations, changing economic conditions, and City Council priorities.
DISCUSSION:
The attached document provides an update to Council regarding achievements to date related to the adopted strategic plan.
The City Manager will provide an update during the study session on the status of the goals and objectives identified in the strategic plan.
FISCAL IMPACT:
Items necessary to meet the goals in FY 2023-24 were included in the approved biennial budget.

City Council
Item No. 2.C
Meeting Date: August 23, 2023
From: Charles McClendon, City Manager
Title: Council Salary Comparison Data
City Council
RECOMMENDATION:
This item is presented for information, discussion and direction only.
BACKGROUND:
Salaries for the City Council are established through the City Charter adopted by the voters in 2016:
Section 605. City Council Salaries.
The then-current salary of the Mayor, Mayor Pro Tem and Council Members shall be reviewed and adjuste d annually beginning with the first pay period after July 1 of each year based on the change in the consumer price index for all urban consumers (CPI -U) for the Los Angeles -Riverside-Orange County, CA average for all items, 1982 -84=100, as published by the U.S. Department of Labor’s Bureau of Labor Statistics or the most closely equivalent successor thereto in the event the index is terminated or changed.
The “base index” for the adjustment shall be the index for December 2015. Regardless of the CPI -U, in n o case shall the salaries be increased by more than 3% in any given year, or exceed a maximum of $2,500 per month.
DISCUSSION:
The following table provides a ten -year history of Council salaries. Since the Charter was approved and became effective, there has been a CPI increase each year. Please note that in 2020 Council authorized a ten percent reduction in salaries as part of the COVID budget reductions. That cut was restored and the Charter authorized CIP increases were added in 2021.

34457. The alternative method, which was the method Cathedral City followed to adopt its Charter, is for the City Council to agree upon a proposed Charter amendment which is then submitted to the registered voters of the City fo r approval. See Government Code sections 34458.
Using the alternative method, at a regular Council meeting, the City Council would discuss the issue and text of a proposed Charter amendment and approve text for consideration by the public. Pursuant to Government Code section 34458, the Council must then hold two separate public hearings on the issue and content of the proposal.
Notice of each public hearing must be published in a newspaper of general circulation within the City, and posted in three p laces within the City, both for 21 days prior to the each public hearing. In addition, the second public hearing must be held at least 30 days after the first public hearing. At least one of the public hearings must be held outside of normal City busines s hours to facilitate public participation. Then, 21 days following the second public hearing the City Council may vote on whether to approve the proposed Charter amendment. If approved by the City Council, the proposed amendment must be submitted to the voters at the next established statewide general election date pursuant to Election Code section 1200 provided there are at least 88 days before the election. The approved Statewide election date is the first Tuesday, after the first Monday in November o f each even-numbered year. A majority of electors voting on the question must vote in favor for it to be passed.
If the amendment proposes to authorize the City Council to have the power to raise its own compensation and the compensation of other City Official without voter approval that must be specified in the ballot description. The City must also comply with certain procedural rules. See Government Code sections 34458.5, 34459, and 34460.”
