BACKGROUND:
In December 2021, California State Parks (State) awarded the City of Cathedral City $8,498,000 of Statewide Park Program (SPP) Roun d 4 grant funds for the Dream Homes Park Project (Project). Following the notice of award in February 2022, the City received authorization from California State Parks to proceed with the Project's design, bid, and construction. Under the State requirement s, the City is required to perform labor compliance monitoring and enforcement services to ensure the selected Contractor and subcontractors adhere to the State Labor Code for the construction of the Project.
In the past, City Staff has relied on outside professional consultants to perform the labor monitoring and enforcement services. The City must follow the State and grant guidelines to be reimbursed when contracting professional services. A public notice inviting Request of Qualifications/Proposals (RF Q/P) seeking qualified consultants to provide professional services is required to ensure compliance with the above-cited guidelines.
On August 3, 2023, the Engineering Department issued and advertised a Request for Qualifications/Proposal for Professional Labor Compliance Monitoring and Enforcement Services for the Dream Homes Park Project. At the time of the submission deadline , the City received one (1) proposal. Upon reviewing the State's Contracting requirements,

the City must make efforts to secure a t least three (3) competitive proposals for any contractual service to be provided on a State-funded project.
Thus, at the September 13, 2023, City Council meeting, the City Council rejected the one (1) proposal received for Professional Labor Compliance Monitoring and Enforcement Services for the Dream Homes Park Project and authorized the City Engineer to re-advertise the Request for Qualifications/Proposals.

This RFQ/P was advertised in the Desert Sun and on the City’s website on September 17, 2023, and September 20, 2023. City staff also distributed the RFQ/P to consulting companies, who in the past have indicated an interest in providing these services for the City.
The deadline to submit a proposal was September 27, 2023. At the time of the submission deadline, the City received proposals from the following six (6) Consultants:
