Meeting Date: November 8, 2023
From: John Corella, Director of Engineering/Public Works Title: Sarah Street Area Assessment District Formation Process - Phase 1 Outreach Update and Phase 2A Introduction
City Council
RECOMMENDATION:
This item is presented to the City Council for an update on the outcome of the Sarah Road Assessment District Phase 1 Outreach and Phase 2A Introduction for discussion, information and comment.
BACKGROUND:
There are areas within Cathedral City that are not served by a sewer collection system.
These areas are served by individual private onsite septic tank systems. Specifically, these areas are:
• Within the Coachella Valley Water District (CVWD) Service area (approximately 400 parcels):
o Whispering Palms Trail Neighborhood:
▪ South of Ramon Road
o Ocotillo Square Neighborhood:
▪ Various Ocotillo Park area streets
o Pomegranate and Papaya Lanes
o Royal Palms and Caliente Sands Mobile Home Parks:
▪ The above are either under allottee or private ownership • Within Desert Water Agency (DWA) Service area (approximately 100 parcels):
o Lakeview Villas Condos
o Perez Road area:
▪ Cathedral Canyon to Date Palm Drive
o Sarah Street area:
▪ Crossley Road and Sarah Street
▪ The unimproved Agua Caliente Trail area
▪ The Bochner Family property
The unsewered areas identified above within the CVWD and DWA service area (Lakeview Villas Condos) are currently subject to a State Water Resources Control

Board (SWRCB) Clean Water State Revolving Fund (CWSRF) Program Grant Application. An application for that funding was prepared by the City’s Consultant Woodard & Curran (Consultant) and submitted in Fall of 2022. The Grant, when awarded, will provide funding for the planning services necessary for converting these existing residential septic tanks served areas to sewer collection system served areas.
Please note that only the existing residential areas are eligible to be included in this planning grant. The DWA areas cited above on Perez Road and Sarah Street are zoned for commercial and light industrial, and thus do not qualify for the current CWSRF Grant.
Agua Caliente Trail Area
With the above background information provided, there has been interest in the formation of an assessment district among the property owners of parcels in the undeveloped Agua Caliente Trail area. This area encompasses Agua Caliente Trail, San Juan Trail, Desert Primrose Trail, Starlight Trail and Whitewater Trail (location map attached). The property owners are informally calling this area the “Outpost Business Park.”
In August 2019, two (2) property owners conducted a grassroots campaign to determine if there was interest in forming an assessment district in this area. Seventy -five (75) qualifying lots were identified and were sent a survey asking if the property owner was in favor of exploring the formation of an assessment district to provide for streets, curbs, gutters, water, sewer and other utilities. The response was positive from the property owners as forty -nine (49) owners responded in favor and five (5) provided a “no” response.
Sarah Street Area
This light commercial/industrial area is comprised of Sarah Street, the south portion of Agua Caliente Trail and Crossley Road (location map attached). Historically, a few property owners have requested sewers to be installed. These requests have not progressed further into the assessment district stage.
Bochner Family Property
This single parcel APN 677 -420-016 is owned by Bochner Family Real Estate and is located just north of Sarah Street, abutting the Whitewater River Channel to the east and the Dream Home Neighborhood to the north. This 29.41 -acre parcel is generally triangular in shape and undeveloped.
On January 4, 2023, the City Council approved an agreement with Woodard & Curran (Consultant) to provide Assessment District Support Services to assist with the public outreach in the areas mentioned above.
DISCUSSION:
Assessment District Phasing
3.B
Packet Pg. 6
Cathedral City Page 3 of 5 Printed on 11/6/2023
The City and Consultant developed an assessment district process flow chart identifying three (3) distinct assessment district formation phases. Since that time, it has become evident that Phase 2 should be broken into two parts: Phase 2A and Phase 2B. The phases identified are:
• Phase 1: Providing outreach and soliciting for interest in the formation of an assessment district using letters, meetings and individual discussions as the methods used.
• Phase 2A: Consultants engaged to prepare conceptual plans and preliminary cost estimates and an information neighborhood meeting. • Phase 2B: Consultants will continue outreach to property owners and bond counsel will be engaged to send out formal petitions for the assessment district formation.
• Phase 3: Assessment district plans prepared, City adopts the required resolutions of intention, notices send out, public hearing is held, vote is tabulated and the assessment district either proceeds or is not approved to proceed.
The modified Assessment District Flow Chart is attached to this report with the steps required for the assessment district formation.
Phase 1
Following the execution of the Phase 1 contract, the City and the Consultant began Phase 1 outreach. The Consultant engaged with property owners, informed them about the potential to form a special assessment district that would provide utilities and improvements to both developed and undeveloped parcels within the area, and solicited feedback to gauge the level of interest.
This initial phase of work was a prerequisite for the City to make an educated decision as to whether to proceed into Phase 2A of the assessment district formation processes.
During Phase 1, the Consultant performed the following:
• One virtual 2 -hour meeting was held with City staff and two major property owners in the area of Agua Caliente Trail to discuss the details of the proposed assessment district.
• City staff and the two major property owners provided the names and contact information for all property owners to be served by the proposed district. • The Consultant prepared meeting minutes that included property owner contact information and an accompanying exhibit identifying all p arcels included in the proposal.
• The Consultant coordinated with City staff to confirm that all p arcels included in the proposed assessment district were accounted for.
• The Consultant drafted and mailed informational letters on City provided letterhead to inform property owners about special assessment districts and the need for the formation of an assessment district to provide public improvements for the direct benefit of their property.
3.B
Packet Pg. 7
Cathedral City Page 4 of 5 Printed on 11/6/2023
• The informational letters included a self -addressed stamped envelope to solicit feedback and gauge initial property owner support for assessment district formation. The Consultant collected and summarized the survey results. • The Consultant, City staff, and the two major property owners followed up the mailing of informational letters with in -person visits, phone calls, and email correspondence to ensure letters were received, and to answer questions about the next steps in the assessment district formation process. • A final report of the responses received in the Phase 1 outreach was prepared and incorporated into the PowerPoint presentation the City Council will review today.
With the information provided from the Consultant’s Phase 1 outreach, the City can make an informed decision as to whether to move forward with Phase 2A assessment district actions.
Phase 2A
With the majority of property owners in favor of moving forward, City Staff solicited informal proposals for Phase 2A of the Sarah Road Assessment District Project. Initially, City Staff contacted the City’s On -Call Consultants: HR Green, Inc., Interwest Consulting Group, and Webb and Associates. The City’s On -Call Consultants responded that these are specialized services they do not typically provide and therefore declined to provide a propo sal to the City. City Staff subsequently solicited informal proposals from specialty consulting companies providing these specialized services.
Proposals for Sarah Road Assessment District Formation Phase 2A were received from three (3) firms. The following table ranks each qualified proposer by total cost:
RANK CONTRACTOR AMOUNT
1 Willdan Engineering (Industry, CA) $ 49,300
2 Woodard and Curran (Walnut Creek, CA) $ 74,830
3 Michael Baker International (Palm Desert, CA) $131,000
The Proposals were reviewed by City Engineering Staff. The panel cited all consulting companies provided proposals that were responsive, qualified, and knowledgeable about the Project. Based on the proposals received, the lowest responsive and responsible company is Willdan Engineering (Willdan) from Industry, CA.
The proposal received from Willdan Engineering (Willdan) is consistent with current costs and in line with the City’s expectations for this service.
If City Council elects to proceed with Phase 2A of the Sarah Road Assessment District Project, City Staff will need to bring this back before the City Council for approval. A General Fund Budget adjustment will be required to proceed with Phase 2A as the $40,000 currently designated in each FY 2023/2024 and FY 2024/2025 would exceed the current allocation in the Engineering Professional and Technical Services budget, Fund 100 -100-150-156-8600-8601. Currently, this $40,000 is included in the list of deferred items from the FY 2023/2024 approved budget to be reallocated toward the

adverse financial impacts from Tropical Storm Hilary.
FISCAL IMPACT:
Currently, th is item has no fiscal impact for the City, as this is for discussion, information, and comment only.
As cited in the Discussion, if the City Council would like to proceed with Phase 2A of the Sarah Road Assessment District Project with Willdan Engineering, a General Fund Budget adjustment will be required in the amount of $56,695, includ ing a Professional Services Agreement with Willdan Engineering in the amount of $49,300, and a fifteen percent (15%) contingency in the amount of $7,395, for any unforeseen design costs.
FIVE-YEAR STRATEGIC PLAN:
Goal B: Community Investment
Objective: Cathedral City roads, gateways, public spaces, and other city infrastructure are well planned, designed, constructed, and maintained.

Subject: Proposal for Combined Sarah Street Area Assessment District Preliminary Analysis Dear Mr. Lee:
Willdan Engineering (Willdan) is uniquely qualified to provide engineering services to the City of Cathedral City (City).
Our firm has over 59 years of experience providing similar services to district, cities, and counties throughout California.
Our extensive experience with a variety of street improvements, water infrastructure and master plans, sewer master plan, and assessment district projects makes us particularly strong as a partner on this important endeavor.
Project Understanding
The assessment district formation phase 2 is understood to cover the Desert Water Agency Service Area, including the following areas outlined in the provided parcel maps for the Sarah Street area:
▪ Crossley Road and Sarah Street (Commercial and Light Industrial) ▪ Lakeview Villas Condos (Fully Developed Residential on Septic) ▪ The unimproved Agua Caliente Trail area (Outpost Business Park; Unimproved Commercial and Light Industrial) ▪ The Bochner Family property (Unimproved Commercial and Light Industrial) The City has received interest from the residents of the above locations for further discussion to install street improvements including roadway paving and sidewalk, water, sewer, electricity, gas and telecom . Per the provided staff report, the Lakeview Villas Condos are currently connected to septic and have applied for CWSRF Grant funding for the conversion of septic to sewer. The unimproved areas will include preliminary street improvement layout with roads and sidewalks, and all areas will include preliminary wet and dry utility layout. The remaining areas are zoned for commercial and light industrial and do not qualify for the grant.
The City intends to host a community meeting to discuss the feasibility of the proposed improvements , with a preliminary conceptual design with budgetary opinions of probable cost, to enable the community to make an informed decision about the issue. Willdan will assist the City by preparing a preliminary presentation to discuss the process to form an Assessment District.
Scope of Work
Task 1 – Project Management and Meetings
Willdan will conduct all tasks necessary to complete the project, including day-to-day project management, meetings, project communication, project scheduling and tracking, invoicing, and overall administration of the project. Willdan utilizes a project management process to ensure a successful project, one which yield results that match clients expectations; project management is expected to include, but not be limited to:
a. Schedule project kick-off meeting to include City staff b. Communicate often with City staff throughout various submittal stages c. Prepare and distribute meeting agendas and minutes for all project meetings d. 3 Virtual Meetings with City Staff Assumed for this project

Task 2 – Utility Coordination and Research
Utility research to determine possible conflicts with underground utilities. Available as-builts will be collected for the existing street, sewer, and water improvements. Existing sewer and water as-builts will be used for invert elevations.
Willdan will a lso coordinate with dry utility companies to determine the installation costs for the proposed improvements. Willdan will coordinate with the Desert Water Agency to determine potential connection fees and current sewer capacities at the mainline.
Deliverables
✓ PDF of GIS Sewer Exhibit
Task 3 – Preliminary Exhibit Preparation
Willdan will prepare a preliminary sewer exhibit utilizing the latest version of ARCGIS and/or AutoCAD Civil 3D. The exhibit will be based on available GIS mapping and will utilize Google Earth and /or 20’ contours to establish preliminary site topography. Willdan will prepare preliminary base mapping including street right s-of-way, parcel lines, and easements base d upon tract maps, parcel maps, and assessor parcel maps. Topographic survey is not included in this proposal but can be added under a separate scope and fee negotiated with the City. For a more accurate opinion of probable cost it is recommended that an aerial survey be performed (see Optional Task 9).
An alignment of the streets and wet and dry utilities will be set based on the available map data at 100 -scale topography. If necessary, an alternate alignment will be shown to exemplify all available options. Willdan will utilize available City and County GIS data to establish the Point of Connection to the existing sewer main. To properly set up the alignment, a preliminary pump vs. gravity analysis will be conducted to determine whether a pump station will be required to adequately serve the sewer needs , if required . The pump analysis will be based on the 20’ contours. Pump calculations are not included in this proposal. Geotechnical analysis and potholing of existing utilities is also not included in this proposal.
Deliverables
✓ PDF of CAD/GIS Sewer Exhibit
Task 4 – Preliminary Water/Sewer Memorandum
A preliminary water/sewer memorandum will be prepared to ensure adequate capacity of the proposed facilities.
Capacity at the mainline will be confirmed and utilized within the report. Sewer and water flows will be calculated for the area based on available land use. No calculations or modeling for dry utilities are included in this proposal. A full sewer and water study is not included in the phase 2 analysis. The memo will be used to provide preliminary sizing of the water and sewer pipelines.
Deliverables
✓ PDF of GIS Sewer Exhibit
Task 5 – Budgetary Engineer’s Opinion of Probable Cost
Willdan will prepare a Budgetary Opinion of Probable Cost (OPC) utilizing the latest version of Microsoft Excel. The estimate will be based on recent bid data seen for similar projects within proximity of the site. This “ ballpark” estimate will be preliminary based on the minimal data available prior to any field investigation and is to be utilized for discussion purposes only.
Willdan Financial Services will also establish an appropriate draft assessment methodology for the apportionment of costs. The method of apportioning costs, to the extent possible, will utilize a methodology concept and structure that is consistent with those utilized by other public agencies for similar assessments, and which follows the provisions of the California Constitution and notable court decisions regarding assessments.

✓ PDF of Budgetary Engineer’s Opinion of Probable Cost Task 6 – Presentation Preparation
Willdan will produce a PowerPoint presentation for the community meeting. The presentation will assist in educating the community with the process of installing the proposed improvements. Exhibits and data tables will be prepared to exemplify preliminary design alternatives and cost estimates. Sewer and water needs will be assessed via land use.
Any additional information the City has to assist in the analysis should be provided to Willdan. Upon completion of the presentation, it will be submitted to the City for review and comment prior to the community meeting. Please note that a formal study has not been conducted yet and is not to be prepared at this time. The purpose of this presentation is to present preliminary findings to assist the process in the creation of a Sewer Assessment District.
Task 7 – Community Meeting
Willdan will attend one (1) community meeting; the date and time will be coordinated with City staff. Willdan will present the PowerPoint presentation and develop exhibit panels showing what costs are paid by the District and which improvements are the responsibility of the property owner. Additionally , exhibits will be prepared showing specific construction techniques with photographs showing construct ion impacts of the proposed improvements.
This will be presented to the community in collaboration with City staff. Willdan will field a question and answer portion during the presentation and remain in attendance to assist throughout the duration of the meeting. Community Meeting
✓ Attend Community Meeting
✓ Present PowerPoint Presentation
Optional Task 8 – Prepare Newsletter and Ballot
If the City elects to include this optional task, Willdan will prepare a newsletter summarizing the details discussed in the Community Meeting to outline the process and cost for formation of the Assessment District. Willdan will also prepare a survey postcard to be included within the newsletter, this will allow residents to vote whether they are in favor or not in favor of the project, based on the available preliminary data and costs presented within the newsletter.
These items will be provided to the City in PDF format; the City can then mail this to all neighborhood residents. This will provide the City with information on how many residents are interested and allow an informed decision on whether there is enough interest to proceed with a preliminary sewer report and Engineer’s Report to form the Assessment District. The preliminary sewer report and formation services are not included in this proposal but can be provided under a separate scope and fee.

Optional Task 9 – Aerial Survey and Mapping
As an option for the City, we have included a cost for aerial surveying and mapping of the area. It is recommended that an aerial survey be performed in order to provide more accurate costs to ensure the sewer and streets have the proper slope. This will give us a more accurate opinion of probable cost and will be available for the future design.
Due to the preliminary nature and uncertainty of assessment district voting we included this as optional to minimize up-front costs prior to the vote. Approximately 73 acres will be mapped by aerial methods.
The area will be mapped at 1 -foot contour intervals and plotted at 100 -scale for the study portion of the project.
Surveying activities will set aerial control points, GPS ties to bench marks, aerial control points, and found monuments. Aerial mapping activities include flying the site and providing compilation and CAD services. Deliverables

Item No. 3.C
Meeting Date: November 8, 2023
From: Stone James, Economic Development Director
Title: How is Placer AI Consumer Trend Data Being Used
RECOMMENDATION:
This item is for review and discussion only.
BACKGROUND:
Economic Development strategy is grounded on u nderstanding your community and how your consumers and businesses fi t into the broader region. Historically, consumer data was limited to decennial census data. Over time, more Census Bureau data became available (e.g., American Community Survey, Current Population Survey, and Survey of Business Owners). These data sources, while valuable, are time consuming to access and manipulate. These data sources, taken individually, are limited in their ability to provide insight into commercial activity and user trends. Universities have created entire degree programs focused on mining, manipulating, and displaying data.
Historically, consumer product companies rel ied on voluntarily -completed consumer surveys and focus groups to learn more about consumer preferences. Questionable at best, these surveys provided at least some insight into consumer s’ buying capacity and behavior. With the advent of smart phone tracking technology in the late 2000’s, companies began to access real -time down-to-the-minute smart phone user location data. Companies were no longer reliant on consumers reporting what they believed was their behavior . Instead, companies can now access data that reports on consumers’ actual behavior.
As technology improved, companies like Placer AI have married mobile data location data with Census (and other data sources) to provide a more robust picture of consumer profile s. These different data sets include information on annual income, educational attainment, disposable income, and ethnicity. Once mapped, a remarkably accurate picture of consumer behavior, consumer profiles, and spending capacities emerges.
DISCUSSION:
The Placer data is being used to both attract new businesses and analyze/reposition
3.C
Packet Pg. 20
Cathedral City Page 2 of 5 Printed on 11/6/2023
underperforming assets. The following are examples of Placer data use:
Scenario #1: An ethnic-focused grocery store chain
The Economic Development Department (EDD) has been pursuing a popular ethnic- focused grocery store chain for three years. Because of ongoing land negotiations, the grocery chain has requested their name be kept confidential. For this presentation, this grocery chain will be called O’Malley’s.
When initially working to attract O’Malley’s, ED D used consumer analytic data to demonstrate how Cathedral City met their initial site selection criteria. This data demonstrated Cathedral City generally had many potential O’Malley’s customers based on ethnicity, age, and income.
When O’Malley’s was ready to take a more in depth look at various potential sites in the western Coachella Valley , EDD used Placer data to evaluate potential Cathedral City locations. The attached report is an example of one of the locations analyzed for O’Malley’s. The OMalleys Supermarket NWC Vista Chino and Landau report compares a theoretical location (Vista Chino and Landau) to consumer and location data from the top 25% of O’Malley’s 50+ o ther stores. The Vista Chino and Landau location was selected as a possible location for illustration purposes only. Reports were run on other viable locations within the City. O’Malley’s is interested in one of the other viable locations analyzed and is currently in discussions with th e listing broker on that property. O’Malley’s has requested all location details be kept confidential. For this reason, EDD is including this sample location report on the Vista Chino and Landau site (instead of the actual site O’Malley’s is pursuing) to illustrate the site-specific information Placer AI provides.
Placer analyzes and creates graphs on the following data points:
a) Demographic fit
b) Cannibalization
c) Frequency of co-tenants
d) Average consumer monthly visits
e) Typical building size
f) Nearest competitive location
g) Household income
h) Education levels
i) Ethnicity
j) House values
k) Age
l) Households
m) Marital status
The high degree of comparability between O’Malley’s top performing stores and the proposed Cathedral City site validates E DD’s recommendation s to O’Malley’s owners and real estate broker to acquire and build within Cathedral City.
Scenario #2: Sales Leakage
3.C
Packet Pg. 21
Cathedral City Page 3 of 5 Printed on 11/6/2023
All city r esidents have buying needs (shoes , cars, and clothing) and preferences ( hot prepared food, antiques, and alcohol). Sales tax is generated from the consumption of these goods. Cities increase sales tax revenues by strategically attracting businesses which sell these high-value (or high volume) taxable goods.
Sales leakage occurs when residents of one city travel to a different city to purchase taxable goods. Sales tax revenue which could have gone to support municipal services within the home city is leaked into the economies of neighboring cities.
The following Placer report summarizes the top 20 most frequented shopping centers (or businesses) by Cathedral City residents over the last year . The complete list ranks 1,442 locations Cathedral City residents have visited between 990,305 times (Destination Ramon) to 44 times (Express Cleaners in La Quinta) over the last 12 months. Understanding which businesses Cathedral City residents routinely visit (and presumably purchase from) lets EDD know which types of businesses are not in Cathedral City and which businesses EDD should work on attracting. Additionally, having sales leakage data in hand allows EDD to provide data to the potential businesses to demonstrate Cathedral City resident demand for their respective products or services. This demand data also helps inform EDD on what businesses may be not be viable if attracted into Cathedral City.

Scenario #3: Repositioning a high-potential yet underperforming asset.
Placer data can be used to compare one shopping destination with other shopping destinations. This comparison can shed light on similarities between respective resident populations, number of visits, demographics, and potentially identify potential tenant combinations which may help increase sales traffic to the subject site.
The attached example suggest s the Golden Mile shopping center has the potential for significant customer traffic growth given the highly comparable customer profile Golden Mile, Cathedral City shares with the Jackson Street , Indio retail center. The question EDD looks to solve is what different tenant mix would attract more customers to Golden Mile than what currently shops at Golden Mile.
