1 INTRODUCTION
The purpose of this memorandum is to document the Multi-Way Stop Control warrant at the intersection of Da Vall Drive and McCallum Way/Via Tuscany in the City of Rancho Mirag e (City). The City requested Michael Baker International (Michael Baker) conduct a Multi-Way Stop Control warrant analysis since nearby residents have expressed concerns regarding the intersection. A previous Multi-Way Stop Control warrant was conducted in 2020 which found implementation of a multi-way stop control was not warranted at that time. The intersection is located along the northern city limits with the City of Cathedral City. Exhibit 1-1 shows the location of the study intersection. The intersection currently exists as a two -way stop-controlled (TWSC) intersection, with McCallum Way and Via Tuscany stop-controlled.
EXHIBIT 1-1: STUDY INTERSECTION LOCATION
1.1 EXISTING CONDITION
Da Vall Drive near the study inters ection operates as a four -lane roadway to the north and a three -lane roadway to the south.
Specifically, north of McCallum Way / Via Tuscany, Da Vall Drive is a four-lane roadway with two travel lanes in each direction until Via Del Paradiso. South of McCallum Way / Via Tuscany, Da Vall Drive is a three-lane roadway with two lanes in the northbound direction and one lane in the southbound direction. Under the City of Rancho Mirage General Plan, adopted on November 16, 2017, Da Vall Drive is classified a s a four -lane divided Minor Arterial. McCallum Way near the study intersection is a two -lane roadway. Under the City of Cathedral City General Plan, amended on June 24, 2009, McCallum Way is classified as a local road. Via Tuscany is a private, gated two-lane roadway. Exhibit 1-2 shows the existing lane configuration at the study intersection. Da Vall Drive is defined as the “major street” while McCallum Way/Via Tuscany is defined as the “minor street.” The roadway speed limits are as follows:
• Da Vall Drive – 45 mph (posted)
• McCallum Way – 35 mph (posted)
• Via Tuscany – 25 mph (prima facie)

1.2 EXISTING TRAFFIC VOLUMES
Traffic counts were collected on Wednesday January 25, 202 3. While recent storm related flooding had caused other nearby roadway closures, the counts were collected after all roadways were open to traffic. The data collection was tailored to account for the warrant analysis data needs. Specifically, d ata collected included 12 -hour in tersection turning movement counts, 24 -hour automatic traffic recorder counts on Da Vall Drive, and a 24-hour speed survey on Da Vall Drive. The 12-hour turning movement counts included pedestrian, bicycle, passenger cars, and heavy vehicles. Exhibit 1-3 shows the Existing AM Peak Hour and PM Peak Hour vehicular traffic volumes. The AM Peak Hour occurred from 7:30 AM to 8:30 AM and the PM Peak Hour occurred from 3:15 PM to 4:15 PM . Table 1-1 summarizes the Existing average daily traffic (ADT) volumes and speed information on Da Vall Drive, the “major street." Table 1-2 summarizes the highest 8-hour traffic volume data by approach. Intersection count data is included in Appendix A and the segment data is included in Appendix B.

2 ANALYSIS METHODOLOGY
The California Manual for Uniform Traffic Control Devices (March 2021) [CA-MUTCD] was used to evaluate if a multi -way stop is warranted at the study intersection. The CA-MUTCD Chapter 2, Section 2B.07 details criteria to be considered for installation of a multi-way stop. The following criteria should be considered:
A. “Where traffic control signals are justified, the multi-way stop is an interim measure that can be installed quickly to control traffic while arrangements are being made for the installation of the traffic control signal.
B. Five or more reported crashes in a 12 -month period that are susceptible to correction by a multi -way stop installation.
Such crashes include right-turn and left-turn collisions as well as right-angle collisions.
C. Minimum volumes:
1. The vehicular volume entering the intersection from the major street approaches (total of both approaches) averages at least 300 vehicles per hour for any 8 hours of an average day; and
2. The combined vehicular, pedestrian, and bicycle volume entering the i ntersection from the minor street approaches (total of both approaches) averages at least 200 units per hour for the same 8 hours, with an average delay to minor-street vehicular traffic of at least 30 seconds per vehicle during the highest hour; but
3. If the 85th-percentile approach speed of the major-street traffic exceeds 40 mph, the minimum vehicular volume warrants are 70 percent of the values provided in Items 1 and 2.
D. Where no single criterion is satisfied, but where Criteria B, C.1, and C.2 are all satisfied to 80 percent of the minimum values. Criterion C.3 is excluded from this condition.”
Additionally, the CA-MUTCD lists other criteria that may be considered for installation of a multi-way stop control:
A. “The need to control left-turn conflicts;
B. The need to control vehicle/pedestrian conflicts near locations that generate high pedestrian volumes; C. Locations where a road user, after stopping, cannot see conflicting traffic and is not able to negotiate the intersection unless conflicting cross traffic is also required to stop; and D. An intersection of two residential neighborhood collector (through) streets of similar design and operating characteristics where multi-way stop control would improve traffic operational characteristics of the intersection.”
3 WARRANT ANALYSIS
Criterion A (Interim Condition Prior to Traffic Signal) Criterion A is not applicable as there are no current plans for traffic signal installation at the study intersection.
Criterion B (Crash Data)
Historical collision data was reviewed to evaluate Criterion B. For the study intersection, data was examined for the approximate 6- year period from January 1, 2017 to December 31, 2022. Collision data was obtained from the Statewide Integrated Traffic Records System (SWITRS) (contained in Appendix C). While SWITRS data included the most recently available 2022 data, all collisions may not be included in the data set at the time of analysis due to processing backlogs. Table 3-1 summarizes the collision findings.

As shown, only one collision was reported during the 6-year period at the study intersection. The collision occurred between a westbound vehicle making a left onto Da Vall Drive from Via Tuscany and a southbound vehicle proceeding straight on Da Vall Drive. The collision was recorded as a Head On collision. Evaluation of the data suggests the collision may be susceptible to correction, as one vehicle was making a left turn when the collision occurred. However, five or more reported collisions in a 12- month period are required to satisfy Criterion B. As only one collision was reported during a 6-year period, Criterion B is not met.
Criteria C.1, C.2, C.3, & D (Minimum Volume and Vehicle Delay) Table 3-2 summarizes the volume warrant analysis results for Criteria C.1, C.2, C.3 and D. Each evaluation is discussed below.
Criterion C.1 & C.2 (100%)
As shown, Criterion C.1 is met as the major street of the intersection experiences more the required 300 vehicles entering per hour, for all eight hours. However, Criterion C.2 is not met as the minor street of the intersection only experiences more than the required 200 units per hour for one of the eight hours. Since both Criteria C.1 and C.2 are required to meet the thresholds, the evaluation of the combination of Criteria C.1 and C.2 do not meet the warrant.
Criteria C.3 (70%)
To evaluate Criteri on C.3, existing speed data was collected and reviewed. The posted speed limit on Da Vall Drive is 45 mph.
According to the speed survey conducted on 1/25/2023, the 85 th percentile speed along Da Vall Drive was recorded as 53 mph.
Thus, the 85th percentile speed of the major street approach does exceed 40 mph, and per the CA -MUTCD, Criterion C.3 can be evaluated using 70% of the values provided in Criteria C.2 and C.2. As seen in Table 3-2, both the major and minor street meet the volume requirement under Criterion C.3 using the 70% volume threshold.
In addition to the volume requirement, the minor street must also experience an average vehicle delay of 30 seconds per vehicl e or more during the highest hour. The Transportation Research Board’s Highway Capacity Manual (HCM) 6th Edition methodology was used to evaluate delay. Delay in seconds per vehicle (sec/veh) passing through the intersection, is the primary measure of
effectiveness for stop-controlled intersections. The delay analysis was conducted with Synchro (version 11) software and HCM 6th Edition results were reported. The highest hour Synchro worksheet is contained in Appendix D.
Using the highest hour volumes (3:15 PM – 4:15 PM), the westbound approach of the minor street is projected to experience a delay of 37.2 seconds per vehicle. Since the vehicle delay requirement on the minor street is met and both major and minor street volume requirements are met, Criterion C.3 is met.
Criterion D (80%)
Criterion D, which uses 80% thresholds, is evaluated only when Criteria B, C.1, and C.2 are not met, as is the case for this analysis.
Criterion D thresholds would be as follows:
• B – Four or more crashes in a 12-month period that are susceptible to correction by a multi-way stop installation. • C.1 – The vehicular volume entering the intersection from the major street approaches (total of both approaches) averages at least 240 vehicles per hour for any 8 hours of an average day; and • C.2 – The combined vehicular, pedestrian, and bicycle volume entering the intersection from the minor street approaches (total of both approaches) averages at least 160 units per hour for the same 8 hours, with an average delay to minor - street vehicular traffic of at least 30 seconds per vehicle during the highest hour.
As shown, only one relevant crash was reported. Also, the major street of the intersection experiences more the required 240 vehicles entering per hour for all eight hours; however, the minor street of the intersection only experiences more than the required 160 units per hour during four of the eight hours. Therefore, Criterion D is not met.

4 FINDINGS
The intersection of Da Vall Drive and McCallum Way/Via Tuscany was evaluated per CA -MUTCD Chapter 2, Section 2B.07 to determine if the installation of a multi -way stop is warranted. Existing traffic counts were collected to support the evaluation including 12-hour intersection turning movement counts, 24 -hour automatic traffic recorder counts on Da Vall Drive , and a 24 - hour speed survey on Da Vall Drive.
Table 4-1 on the following page summarizes the analysis findings based on the warrant criteria . Criterion A is not applicable at this location as there are no current plans for traffic signal installation at the study intersection. Criterion B is not met since there is only one reported collision susceptible to correction in a five-year time period. For Criteria C.1, C.2, and C.3 certain volume and delay thresholds must be met for eight hours. Criterion C.1 is met since the major street volumes at the study intersection exceed the volume requirement for all eight hours. Criterion C.2 is not met since the minor street volumes at the study intersection exceed the volume requirement for only one of the eight hours. Therefore, the combination of Criteria C.1 and C.2 do not meet the warrant.
Criterion C.3 is only applicable for if the 85th-percentile speed of the major street exceeds 40 mph. According to the speed survey conducted on 1/25/2023, the 85th percentile speed along Da Vall Drive was recorded as 53 mph, thus, Criterion C.3 was evaluated.
Criterion C.3 is met since the major and minor road volumes at the study intersection exceed the volume requirements for all eight hours and the minor street exceeds the required vehicle delay.
Criterion D is not met since the minor street only experiences more than the required 160 units per hou r during four of the eight hours and only one reported collision is susceptible to correction by a multi-way stop installation.
The results show a multi-way stop is warranted at the intersection of Da Vall Drive and McCallum Way/Via Tuscany based criteria contained in the CA-MUTCD, Chapter 2, Section 2B.07. The warrant is met using January 2023 traffic count data and Criterion C.3 (70% Minimum Volume/Delay).
Implementation of a multi-way stop control would require design and installation of appropriate signage, striping, and pavement markings per the CA-MUTCD and other applicable standards. Additionally, given that the data collection indicates 85 th percentile operating speeds along Da Vall Drive of up to 54 mph, supplemental speed control improvements may need to be evaluated further as part of the design process.
