Joe Richardson, Granite Construction Company, stated that they submitted a bid protest related to this project. He indicated that it is their belief that the company that City Staff is recommending that Council award the contract to did not follow the bid instructions and therefore should be found to be nonresponsive.
Sara Hayes, Granite Construction Company, stated that they received an addendum 6 days prior to the bid opening which prevented Granite from asking the necessary questions during the required time frame.
The City Council asked clarifying questions of staff, Assistant City Attorney Al Ford responded to the questions and provided a detailed response to the bid protest that was received from Granite Construction.
