Staff Report
City Council
Item No. 4.C
Meeting Date: November 8, 2023
From: John Corella, Director of Engineering/Public Works Title: Da Vall Drive and McCallum Way (Via Tuscany) Multi Way Stop Control
City Council
RECOMMENDATION:

To adopt Resolution 2023- XX approving the installation of a Multi Way Stop Control at the intersection of Da Vall Drive and McCallum Way (Via Tuscany) as proposed and funded by the City of Rancho Mirage.

BACKGROUND:

Staff from the City of Rancho Mirage have regularly received comments regarding traffic along the east side of Da Vall Drive from residents of the Via Tuscany Development located within Rancho Mirage on the east side of Da Vall Drive. The complaints are focused on the ability to safely make a left turn out of the development and the lack of a pedestrian crosswalk across Da Vall.

The entrance/exit of Via Tuscany is located at the intersection of Da Vall Drive and McCallum Way in the northern area of both the Cities of Rancho Mirage and Cathedral City as shown on the attached Project Plans. This intersection is bisected by each City’s limits, respectively, on the north-south centerline of DaVall Drive. The intersection currently operates as Two-Way Stop-Controlled (TWSC), with McCallum Way and Via Tuscany as the stop-controlled streets.

In 2020, the City of Rancho Mirage conducted a Multi Way Stop Control (MWSC) warrant analysis which found the implementation of a multi way stop was not warranted at that time.

As the challenge persisted, in 2023, the City of Rancho Mirage hired Michael Baker International, Inc. (MBI) to conduct an updated warrant analysis report utilizing current traffic conditions as prescribed in the California Manual for Uniform Traffic Control Devices (CA-MUTCD) updated in March 2021.

DISCUSSION:

The intersection of Da Vall Drive and McCallum Way/Via Tuscany was evaluated per CA- MUTCD Chapter 2, Section 28.07 to determine if the installation of a multi-way stop is warranted. Existing traffic counts were collected to support the evaluation including 12- hour intersection turning movement counts, 24-hour automatic traffic recorder counts on Da Vall Drive, and a 24-hour speed survey on Da Vall Drive.

Cathedral City Staff reviewed the Multi Way Stop Control (MWSC) warrant analysis performed by MBI attached to this report. After careful review of all circumstances, the findings of the warrant analysis are as follows:
“The results show a Multi-Way Stop is warranted at the intersection of Da Vall Drive and McCallum Way/Via Tuscany based criteria contained in the CA-MUTCD, Chapter 2, Section 2B.07. The warrant is met using January 2023 traffic count data and Criterion C.3 (70% Minimum Volume and Vehicle Delay) of the warrant analysis methodology.”
The implementation of a MWSC would require design and installation of appropriate signage, striping, and pavement markings per the CA-MUTCD and other applicable standards. The City of Rancho Mirage, together with the warrant analysis report (attached), funded the preparation of a set of plans to upgrade the intersection from a TWSC to a MWSC. In communication with Cathedral City’s City Engineer, these plans were reviewed and approved internally in the City.

This section of Da Vall Drive is a shared jurisdiction roadway. As it is shared 50/50 between the City of Rancho Mirage and the City of Cathedral City, it requires both Cities approve the implementation of any improvements. On September 7, 2023, the City Council of the City of Rancho Mirage approved the implementation of the MWSC at the intersection of Da Vall Drive and McCallum Way/Via Tuscany (Rancho Mirage meeting minutes – pages 7 and 8, attached). The City of Rancho Mirage is now requesting Cathedral City do the same. City Engineering Staff is supporting this intersection upgrade as well.

Staff is recommending City Council adopt the attached Resolution 2023- XX to approve the implementation of a Multi Way Stop Control at the intersection of Da Vall Drive and McCallum Way (Via Tuscany) as supported by the City of Rancho Mirage.

FISCAL IMPACT:

There is no fiscal impact as the City of Rancho Mirage is bearing all costs for the studies, plans and signage/striping necessary to complete the upgrades.

FIVE-YEAR STRATEGIC PLAN:

Goal B: Community Investment
Objective: Cathedral City roads, gateways, public spaces, and other city infrastructure are well planned, designed, constructed, and maintained.
