BACKGROUND:
Following seven years as Host of Cathedral City’s Discover Cathedral City Television (CCTV), Conrad Angel Corral and the City’s Communication / Special Events Managers have produced over 62 CCTV segments. Utilizing Public, Education and Government (PEG) Access Channel funds, the City’s visibility and social media presence has flourished:
•2023:
o56,237+ YouTube views
o128,836 Facebook views
oCity Channel 17 presence
•Special Events Segments: 18
•Business Events Segments: 18
•Government Events Segments: 26
As the City grows, the need for more CCTV segments has increased. Within Conrad’s numerous community endeavors, he has partnered with local production company (CV Productions), which to date has produced over 200 social media segments and provided related services to desert agencies.
With the support of the Communication / Special Events Manager, Conrad is asking to amend his existing Contract for Services to include videography, producing, writing, and editing of CCTV New Business, Government Programming and Special Events segments:
•Programming direction and final approval will continue to be under the leadership of the City’s Communication / Events Manager.
•This new collaboration will increase CCTV production and foster opportunities for new segment development. Together, CCTV will continue to promote the City as a premier destination for living, working and visiting.
DISCUSSION:
Utilizing PEG Funds, amend Conrad’s yearly CCTV Contract for Services to include the services of CV Productions and partner Alan Kraemer.
CV Productions Business Partner Alan Kraemer has a BA in radio and TV production from Cal State Fullerton, Alan spent forty-four years in the tech industry and holds over 40 audio signal processing patents. Since 2018, Alan has functioned as the director, editor, and videographer for “Palm Springs Point of View,” the deserts Eats, Arts, Culture social media provider where Conrad and Claudia Reid are Co-Hosts.
The contract may be extended yearly and/or be terminated at the City’s discretion and returned to the original contract. CV Productions will: 1) reduce city staff commitment (approximately four - five hours per segment), 2) increase CCTV development (from one to two segments every three months to one to two per month), and 3) abridge segments for enhanced social media appeal.
FISCAL IMPACT:
Currently, the annual budget for this line item is $6,000 for miscellaneous professional services, which has never been fully realized.
For these efforts, the per segment cost would be $900 with an estimated annual budget adjustment totaling $21,600 from the City’s Public, Education and Government (PEG) fund (Fund 236).
CV Productions will utilize their own equipment, with access to city production equipment as needed. Stipend will cover City collaboration, hosting, script writing, voiceover, videography, editing, producing, final product and incidentals.
Conrad/CV Productions services will be available to the City, where needed, and on an as-needed basis.
